Meeting Minutes
April 20, 2023
The regular meeting was called to order at 5:00 p.m. by Chairperson Sue Ickes.
Attendance: Sue Ickes, Chair Mark Nault, Vice-Chair; and William Kendrick,

Business:
1. Approval of Minutes: March 16, 2023, regular meeting minutes
Cmmrs. Nault/Ickes moved and seconded to approve the March 16, 2023, regular meeting minutes.
Motion carried unanimously.
2. Chief Examiner Update
2.1. Position Tracking - 16 vacant funded positions: Community Service Officer-1,
Corrections Deputy-6, Deputy Sheriff-5, Evidence Technician-1, and Support
Specialist-3
2.2. Approval of reallocating a Jail Support Specialist position to a Community
Service Officer position.
Chief Hanson presented the proposal to reallocate a Support Specialist (SS)
position in the Jail to a non-commissioned Community Service Officer (CSO)
position. The intent is to supplement the existing Corrections staff without
hiring fully commissioned Corrections Deputies. The reallocated position
would primarily be assigned to booking related duties and the existing duties
associated with the SS2 position, which is held by Keli Dunlap. Currently,
there are two Support Specialist (SS) positions in the Jail, SS1 and SS2. The
intent is to eliminate the SS2 position and reallocate that position to a CSO. It
is an intermediate position between being a full CSO and a commissioned
custody officer. They will be able to Y-rate the SS2 salary which exceeds the
top CSO pay. The SS2 position would take a pay freeze until the CSO position
salary catches up.
The reallocation proposal will need to go to the County Commissioners for
approval.
The Board members discussed the reallocation request briefly.
Chief Beyer clarified that the reallocation would eliminate a SS2 position,
reducing the number of Support Specialist positions from the cumulative total
of staff and reallocating would add one Community Service Officer position.
Cmmrs. Nault/Ickes moved and seconded to approve reallocating a Support Specialist 2 position
to a Community Service Officer position. Motion carried unanimously.

2.3. Approval of revised Community Service Officer position description.
The Board members briefly discussed the draft position description in the
meeting packet for the CSO position.
Cmmrs. Nault/Ickes moved and seconded to approve the revised position description for the
Community Service Officer position. Motion carried unanimously.
3. Sheriff's Office Update
3.1. Corrections - There are six vacant positions. One staff person is in the final
stages of background with Grays Harbor and will likely be leaving the agency.
One lateral candidate is in the background check process. The jail population
remains about 40% of the standard population level.
3.2. Patrol - There is one lateral candidate in the background check process.
3.3. Support Staff - There are six Support Specialist applicants scheduled for
interviews next week.
Chief Beyer stated that the pending gun ban legislation has increased the
number of firearm purchases and the concealed pistol licenses issued by the
Sheriff's Office.

May 8, 2023
The special meeting was called to order at 1:00 p.m. by Chair Sue Ickes.
Attendance: Sue Ickes, Chair, William Kendrick, Vice-Chair, and Mark Nault,
Commissioner
Others: Jason Dracobly, Tami Beyer, and Becky Rogers.
Business:
1. Approval of revisions to the Mason County Sheriff's Office (MCSO) Employment
Standards relating to use of marijuana as noted below.
Remove "Use of marijuana in the last 12 months" as an Automatic Removal Factor.
Add "Excessive use of marijuana in the last 3 years" as a Potential Removal Factor.
Chief Dracobly presented the proposed revisions listed above. He stated that the social
use of marijuana in the community is more prevalent and the current standards relating to
marijuana limit potential applicants who may be qualified to fill positions. The proposal
leaves it open for the MCSO to evaluate the applicants on a case-by-case basis. The
Sheriff's Office has a no drug use policy if an applicant is hired.
The Board discussed the proposal.
Cmmrs. Kendrick/Nault moved and seconded to approve the revisions to the Mason County Sheriff's
Office Employment Standards relating to use of marijuana. Motion carried unanimously.

5. RECRUITMENT & ELIGIBILITY
5.1 Announcement of Examination:
A. All externally advertised examinations shall be published, posted or advertised
at least fifteen (15) days prior to the announcement's closing date as
determined by the chief examiner or commission. Notices shall be posted or
advertised on the county website as determined by the chief examiner or
commission.
B. All promotional examinations shall be publicized at least fifteen (15) days prior
to the closing date by sending the announcement to all sheriff's office
employees via email and may include posting the announcement as determined
by the commission or chief examiner. The announcement shall state the plan for
the examination process and list the components of the examination process as
required by Section 6.10.
5.2 Filing of Applications: All applicants for positions in the classified service that are
advertised externally to the sheriff's office must submit a signed application on the
form prescribed by the commission. All applications must be received in the
commission's office within the time limit fixed in the official announcement of
examination.
A. Promotional Exams: All applicants for promotional examinations must submit
a notice of intent to test or other required materials as specified in the official
announcement to the chief examiner within the time limit fixed in the official
announcement of examination.
B. Application Fee: All applicants for exams advertised externally to the sheriff's
office may be required to pay an appropriate application fee in accordance with
applicable Mason County ordinances, taking into account the ability of the
applicant to pay. An application shall not be considered received until the
appropriate application fee has been paid if required.
5.3 Change of Applicant's Address: All applicants are responsible for notifying the
commission in writing of any change of address and or status. Notice will be accepted
via email.
5.4 Qualifications: To be eligible for examination, applicants must meet the
qualifications as set out in the announcement. The commission shall prescribe for each
position such qualifications as in its judgment are necessary for job performance.
Unless specifically designated otherwise by the commission or state law, the following
shall be qualifications for all positions:
A. Citizenship. Applicants must be citizens of the United States and able to read,
write, and speak the English language so as to be easily understood.
B. Age. The minimum employee age shall be stated in the announcement of
examination. The commission shall permit filing by applicants not more than
one (1) year under the specified minimum age. If such applicants are
successful in passing the examination, their eligibility shall be held in abeyance
until they reach the required minimum age, at which time they must report
reaching the minimum age in writing. They shall then be placed on the eligibility
list in accordance with their final examination ratings. Any eligibility so attained
shall expire with that of other eligibles from the same examination.
5.5 Proof of Qualifications: The chief examiner may require evidence of a satisfactory
degree of education, training, experience, or any other qualifications required for
eligibility.
5.6 Rejection of Application: The chief examiner shall reject any application or
applicant for appointment, promotion, or re-employment for any of the following
reasons:
A. The applicant lacks the minimum qualifications set forth in the examination
announcement.
B. The applicant has made a false statement on the application with regard to
any material facts.
C. The applicant has been dismissed for cause from any classified position in a law
enforcement agency within the preceding twelve (12) months and no grievance
or appeal is pending.
D. The applicant, after notification, did not appear at the time and place
designated for examination.
E. The applicant has directly or indirectly paid or promised to pay any money or
other valuable thing to any person to achieve appointment, promotion, or re-
employment.
5.7 Deputy Sheriff Lateral Entry: An eligibility list for deputy sheriff may be created
from the names of persons who are or have been employed within the last twelve (12)
months by another civilian law enforcement agency as full-time, paid, peace officers
having law enforcement authority. Applicants must possess current certification by the
Washington State Criminal Justice Training Commission or equivalent state-approved
basic law enforcement academy certification from another state and meet the following
qualifications:
A. Meet minimum qualifications of a Mason County deputy sheriff; and

Prior to appointment to a position, an applicant must successfully complete a thorough background investigation. The
background investigation may consist of, but is not limited to,the following:Sheriff's Office Interview, Employment History
Check, Neighborhood Check, Reference Check, Behavioral Assessment, Polygraph Examination, Medical Examination (including
drug screen),and Criminal, Driving,and Financial History Checks.
Failure to successfully pass or complete any phase of the Sheriff's Office background investigation is cause for removal from the
employment eligibility list. The following information is provided to demonstrate the Sheriff's Office standards; this is not
meant to be an exhaustive list. Information obtained in the background investigation and testing may be cause for the Sheriff's
Office to request removal of an applicant from an eligibility list as "unfit for service."
