A RESOLUTION ESTABLISHING A SOLID WASTE ADVISORY COMMITTEE TO
ADVISE COUNTY COMMISSIONERS ON SOLID WASTE ISSUES
WHEREAS , Mason County is responsible for developing and implementing a
Solid Waste Management Plan for the County in order to carry out the priorities of the
state as specified in the Solid Waste Management Act , chapter 70 . 95 RCW ;
WHEREAS , RCW 70 . 95 . 165 requires each county to establish a local Solid
Waste Advisory Committee to assist in the development of this Solid Waste
Management Plan in order to receive certain state funds pertaining to solid waste
activities in the County ;
WHEREAS , Mason County desires to comply with state requirements and
provide a balance of interests and perspectives in planning for solid waste issues ;
WHEREAS , the formal establishment of a committee with a defined purpose ,
membership , terms , and representation will help ensure this balance ;
NOW , THEREFORE , the Board of County Commissioners of Mason County
does hereby resolve as follows :
Section 1 : Solid Waste Advisory Committee Creation and Purpose .
There is hereby created a Solid Waste Advisory Committee ( SWAC ) , whose purpose is
to advise the Board of County Commissioners on the development of plans , policies ,
programs , and local rules , pertaining to solid waste handling and disposal .
Section 2 : Appointment, Membership , and Representation .
The SWAC shall consist of nine members . Members shall be appointed by the Chair of
the Board of County Commissioners , with the consent of the majority of the Board . The
following representatives shall comprise the membership of the SWAC ; provided that ,
specific appointments shall be subject to the discretion of the Board of County
Commissioners to the extent that qualified representatives are unavailable :
1 member — Solid Waste Industry
1 member — Local Elected Official
1 member — Business
2 citizens — District 1
2 citizens — District 2
2 citizens — District 3
Section 3 : Member Terms and Meeting Frequency.
SWAC members shall serve for a term of three ( 3 ) years , with interim appointments to
fill a position vacancy lasting through the remainder of the term for the vacated position .
Terms for the initial members ' appointments shall be staggered so that no more than
three members ' terms will expire in any given year.
The SWAC shall meet at least quarterly to address ongoing solid waste issues ; and no
more than twice monthly for periods of plan updates or other special needs identified by
the County .
Section 4 : Chairperson and Vice =Chairperson .
The SWAC shall elect annually , from amongst their members , a Chairperson and Vice -
Chairperson , whose purpose is to assist with the conduct of meetings and work with
County staff to assist with the development of meeting agendas and activities .
Section 5 : By-laws .
The SWAC may adopt By- laws , subject to the approval of the Board of County
Commissioners , to address issues such as : meeting format , member absences ,
records of meetings , and definition of quorum .
