Following review and scoring of the qualified applications, the Advisory Board prioritized the proposed projects based on their ability to address documented housing and homelessness needs, increase housing capacity, leverage other funding sources, demonstrate long-term sustainability, and address the County's identified housing and homelessness needs. The Advisory Board recommends that the Board of County Commissioners approve funding for the following projects, in the order of priority established through the Advisory Board's review: Funding Recommended Priority Project Recommendation Fund Source New Horizon Communities-New 1 Construction of Permanent Supportive $490,000 2060 Fund Housing (30 new units) Northwest Resources/SKahler LLC- 2 $350,000 Treatment Sales Tax Dennis Neal Recovery House Northwest Resources/Dennis Neal- Community Campus Phase 1, New 3 Construction of Permanent Supportive400 000 Treatment Sales Tax $1, , Housing Total Recommended Funding $2,240,000 Recommendation and Prioritization The Advisory Board recommends prioritizing investments that expand actual housing capacity and address the County's affordable housing needs across economic segments, consistent with the County's Comprehensive Plan. The three recommended projects offer complementary approaches to increasing housing opportunities, including new permanent supportive housing and recovery- oriented housing, while utilizing different County funding sources. Priority 1 -New Horizon Communities: New Construction of Permanent Supportive Housing The Advisory Board recommends an award of$490,000 to New Horizon Communities for new construction of permanent supportive housing. This proposal received the highest score among the three affordable housing applications reviewed and was determined to provide the strongest overall alignment with the goals of the Affordable Housing RFP and the County's identified housing priorities. The Board found that the project directly addresses one of Mason County's most significant unmet housing needs:the expansion of Permanent Supportive Housing for individuals experiencing chronic homelessness and those with complex behavioral health, medical, and housing barriers. The New Horizon Communities proposal presently offers a higher level of project readiness, demonstrated operating experience, and immediate impact relative to the funding request. Priority 2-Northwest Resources/SKahler LLC: Dennis Neat Recovery House The Advisory Board recommends an award of$350,000 for the Dennis Neal Recovery House. The Board recognizes the project's role in providing recovery-oriented housing and recommends that the County's contract include appropriate provisions addressing referrals from other Treatment Sales Tax-funded programs, deed restrictions, and lien protections to ensure continued public benefit and protection of the County's investment. Priority 3—Northwest Resources II: Community Campus Phase 1 The Advisory Board recommends an award of$1,400,000 for the Northwest Resources II Community Campus Phase 1 proposal. The Board recommends this investment to support the development of permanent supportive housing and advance the Community Campus project as a step forward in allied system cooperation for the benefit of the county. The Advisory Board appreciates the opportunity to review these proposals and provide recommendations to the Board of County Commissioners. We believe these investments represent a meaningful and strategic use of County resources to increase housing capacity and strengthen the continuum of housing and behavioral health services available to Mason County residents. Thank you for your consideration of the Advisory Board's recommendations. Respectfully submitted, Mason County Housing&Behavioral Health Advisory Board Pat Tarzwell, Chair, Board of County Commissioners Peggy VanBuskirk,Vice Chair, Mason County Board of Health Jason Bean-Mortinson,Thurston Mason Behavioral Health Administrative Service Organization Lyndsey Sapp, Shelton City Council Beau Bakken, Citizen, Commissioner District#1 Heather Kennedy, Citizen, Commissioner District#3 - I - AW AM fJ OBJECTIVE 5: SEEK TO HOUSE EVERYONE IN A STABLE SETTING THAT MEETS THEIR NEEDS Mason County's housing strategy is grounded in the belief that every resident deserves a stable, dignified place to live. To meet this goal, the County and its partners will expand the range, capacity, and accessibility of housing options—ensuring that shelter and permanent housing are available for all populations, including those currently underserved. This includes investing in emergency shelter, preserving and creating affordable units, piloting innovative housing models, and strengthening coordination across systems. Housing solutions must be responsive to individual needs, culturally appropriate, and designed to reduce barriers for those most impacted by homelessness and housing instability. Progress Summary(2019-2024): Shelter coordination and voucher utilization improved, with permanent housing exits rising from 29% in 2020 to 41% in 2024. However, new unit development lagged due to zoning barriers and limited funding. At the same time, new unit development has not matched the proportion of need for affordable multi-family rental units. The 2025-2030 plan proposes strategies to advance housing expansion through infrastructure investment, flexible models, and stronger coordination with public and private partners. Strategy 5.1: Maintain and Expand Emergency Shelter and Permanent Housing Capacity Mason County has an immediate need for additional emergency shelter capacity. Local partners will work together to increase access to shelter through programming, zoning updates, infrastructure investment, and targeted incentives. a. Expand shelter capacity for all, especially adults without children, young adults and unaccompanied minors Today there is no emergency shelter capacity for adults over 24 without children in Mason County. There is also no shelter for unaccompanied minors. Further new funding will need to be pursued by local governments and/or local providers to expand shelter capacity. A current initiative at the Youth Connection will be adding new beds to serve young adults. They are also seeking to add certification to serve unaccompanied minors. Awilling provider and funds will need to be identified for more general shelter beds. This may include options for motel/hotel vouchers or other non-congregate models for shelter. "I wish there were more resources for while I was alone—it made me want to give up." 28 b. Review zoning and other City/County policies for opportunities to better support emergency shelter and permanent housing development While both Mason County and the City of Shelton have made recent updates to support new housing and shelter developments, there are additional steps that could be explored to reduce barriers to construction locally. Suggestions include pre-approving building sites for certain development types', cost-sharing in pre-development funding for projects that support homeless families and offering fast-track processing for development applications of desired properties. Project types such as duplex, triplex, quadraplex, and multi-family housing have historically been under-constructed in Mason County. Further review of local policy is needed to identify creative policies to attract new development. c. Invest in infrastructure or other projects that would facilitate new shelter capacity Mason County and the City of Shelton will explore infrastructure investments and site preparation projects that enable new shelter development. This may include utility upgrades, road access improvements, or environmental remediation on publicly owned or strategically located parcels. Local partners may also consider modular or prefabricated shelter models to reduce construction timelines and costs. These investments will be coordinated with zoning updates and provider capacity-building to ensure long-term sustainability d. Invest in infrastructure for new affordable housing units Increased funding to support new affordable housing is needed, to entice developers to construct in Mason County. One commonly cited barrier for developers is the high cost of infrastructure improvements necessary to add new units in Mason. The County and City could set aside more funding to match developers willing to build, by supporting them in covering infrastructure costs. In addition, City and County leadership could invest in infrastructure in advance, to attract developers to specific areas of town or sites where new development is desired. "Investment in infrastructure is key to literally paving the way for increased building." 7"Pre-approved sites"could be defined as parcels with zoning, environmental clearance, and infrastructure feasibility already in place 29 . . a. Expand shelter County Board of 2026-2028 Beds added and Moderate capacity for all, Commissioners, utilization rates especially adults City Council, and w/o children, Providers young adults and unaccompanied minors b. Review zoning County and City 2026-2027 Zoning code Neutral and other Planning revisions adopted City/County Departments, policies for Planning Advisory opportunities to Commission better support emergency shelter and permanent housing development c. Invest in County Board of 2026-2030 New infrastructure High infrastructure or Commissioners, added other projects City Council, and that would other funding facilitate new Leaders shelter capacity d. The County Road Administration Board(CRAB)observed the path this year while reviewing a grant proposal and noted the expenditure should be a Paths and Trails expenditure, rather than Road Fund. Associated Costs/Budget Impact: The expenditure correction would result in decreasing Paths and Trails Fund 106 by$73,515 and increasing Road Fund 105 by$73,515.No expenditure was budgeted for Fund 106, so a budget amendment is necessary. Approving the expenditure will result in a Paths and Trails fund balance of$284,669. The fund receives approximately$10,000 per year from Motor Vehicle Fuel Tax. Public Outreach: N/A Requested Action: Request the Board approve reimbursing Road Fund 105 from Paths and Trails Fund 106 in the amount of $73,515 and include in the budget amendment/transfer request hearing. In preparing for this transition, the County reviewed the department's leadership structure and determined that the Director position will not be refilled. Eliminating the position is a cost savings measure and part of a broader reorganization of DCD staffing. Under the new structure, DCD will be co-managed by the Building Official and a Planning Manager, both reporting directly to the County Administrator. The Building Official will continue to manage building, fire, and Permit Assistance Center functions. The Planning Manager will plan, organize, and manage current and long-range planning, land use permitting, environmental review, development regulations, and policy development, and will oversee the department's clerical staff. The position will exercise independent professional judgment, carry leadership responsibility for planning, complex land use decisions, legislative work, and related administration, and coordinate shared department responsibilities with the Building Official and the County Administrator. Budget Impact(amount, funding source, budget amendment, etc.): Human Resources requests that the Board authorize use of the DCD Planning Manager position on the non-represented salary scale at Grade 43 ($102,096 to $127,503 annually), effective [date]. Based on 2027 budget projections, replacing the Director position with the Planning Manager position reduces annual salary and benefit costs by an estimated $26,500 to $55,800, depending on the step at which the position is filled. This approach keeps leadership in place over both the planning and building functions while reducing management costs. Public Outreach: Authorize recruitment activity to begin by November 1, 2026 Requested Action: Authorize modification to the Non-Represented salary scale to include the Planning Manager position at Range 43. Under the legislation, counties may continue funding Veterans' Assistance and Mental Health/Developmental Disabilities services within the General Fund property tax levy or establish separate, independent levies for these purposes. In addition to determining the structure of these levies, the Board of County Commissioners must consider the amount of property tax revenue to levy for 2027. Under existing property tax laws, the County may take the allowable 1% annual increase, forgo the increase and preserve levy capacity for future years, or utilize previously banked levy capacity, subject to applicable statutory limitations. The County may also utilize banked capacity in conjunction with the annual increase. The Board's decisions regarding levy structure, the annual increase, and the use of banked capacity will affect the amount of property tax revenue available to support General Fund operations and designated services, as well as the County's future taxing capacity. The financial implications of these options will be presented for Board consideration prior to adoption of the 2027 property tax levy resolutions. Associated Costs/Budget Impact(amount, funding source, budget amendment, etc.): See Attached Public Outreach: A public hearing will be held on Tuesday,November 24, 2026, at 9:15 a.m. to certify to the County Assessor the amount of 2027 taxes levied for Current Expense and County Road for 2027. The notice of public hearing will be advertised in the Shelton-Mason County Journal for two weeks prior to the hearing. Requested Action: Request Board review and direction regarding the proposed 2027 General Fund, Mental Health, and Veterans'Assistance property tax levy options in preparation for the November 24, 2026, public hearing. Attachment(s): • Guidance from the Mason County Assessor's Office regarding the impacts of ESHB 2442 • 2027 General Fund, Mental Health, and Veterans'Assistance Property Tax Levy Options Guidance for separation of Mental Health and Developmental Disability, Veterans' Assistance, and County Public Health Clinic Levies. To legally separate these levies from the County Regular levy, the county legislative authority(CLA) must exercise its explicit choice to impose them as standalone, independent levies rather than continuing them as earmarked funds. Below are the steps necessary for the CLA to execute this separation. 1. Legal Authority: Engrossed Substitute House Bill 2442 authorizes the CLA to choose how these levies are structured. For each, the CLA must take formal action to separate the levy from the County Regular property tax under RCW 84.52.043(1)(b). For each levy, the specific statutory authority should be cited. • County Public Health Clinic Property Tax: RCW 84.52.115(1)(a) authorizes the CLA to impose the levy as a separate levy, independent of the regular property tax levy authorized in 84.52.043(1)(b). • Developmental Disabilities or Mental Health Services Levy: RCW 71.20.110(1)(b)(i) allows the CLA to impose the levy as a separate levy, independent of the regular property tax levy authorized in RCW 84.52.043(1)(b). • Veterans Assistance Property Tax Levy: RCW 73.08.080(1)(b)(i) allows the CLA to impose the levy as a separate levy, independent of the regular property tax levy authorized in RCW 84.52.043(1)(b). 2. Steps to Separate: Step 1:Adopt Formally Worded Resolutions or Ordinances The county legislative authority must pass distinct resolutions or ordinances and explicitly cite the statutory intent to separate for the tax year(i.e. 2027 TY). • Drafting Requirements: State that the CLA is exercising its authority under the above RCWs as amended by ESHB 2442 to establish these as separate, independent regular property tax levies. These resolutions or ordinances must include specific language and which levy the CLA is formally separating from the general fund. The statutory authority to do so, as outlined above, should also be listed. Step 2: Instruct the County Assessor for Tax Roll Segregation The county legislative authority must officially certify each separated levy to the County Assessor. • Tax Roll Instruction: Instruct the Assessor to extend these levies onto the tax rolls as distinct line items. • Certification of levies: For each separated levy, the CLA must certify an amount to the Assessor in order for each levy to be calculated within statutory limits. • Prorationing Protection: Certification as an independent levy, means it is not subject to the $5.90 aggregate limit, but is subject to the constitutional 1% limit. Step 3: Separately track Levy Limits and Statutory maximums Upon separation of any of the above levies, the county assessor must track and limit them according to their individual statutory limits: • Public Health Clinic Levy: Statutory maximum of 5 cents per$1,000 of assessed value. • Developmental Disabilities/Mental Health Levy: Set at exactly 2.5 cents per $1,000 of assessed value. • Veterans'Assistance Levy: Set between a statutory minimum of 1.125 cents and a maximum of 27 cents per$1,000 of assessed value unless authorized to reduce by the exception listed in RCW 73.08.080(3). Step 4: Establish Segregated Revenue Funds The county treasurer must place the proceeds from these separated levies into dedicated, restricted accounts: • Public health clinic levies must solely fund the operations, maintenance, and capital expenses of public health clinics. • Veterans' levies must flow directly into the veterans' assistance fund. • Mental health/disability levies must be restricted to community services or transferred to DSHS for federal matching funds.
