I of 4 CASE NOTES FOR BLD2006-00408 CONDITIONS FOR BLD2006-00408 1) App v. er dimensions and setbacks on submitted site plan.Setbacks are'measured from the furthest projection of the structure. X 2) Contractor registration laws are governed under RCW 18.27 and enforced by the WA State Dept of Labor and Industries, Contractor Compliance Division. There are potential risks and monetary liabilities to the homeowner for using an unregistered contractor. Further information can be obtained at 1-80947-0982.The person signing this condition is.either the homeowner, agent for the owner or a registered contractor according to WA state law. X 3) The international code requires a fire apparatus access road for every facility, building,or portion of a building that is more than 150'from an approved access road. Roads are required to meet the minimum Mason County Fire Marshal standards for Fire Apparatus Access Roads up to the point where suc ads connect with a county maintained public road or to another fire apparatus access road which connects to a county maintained public road. X _' 4) All approved plans are required to be on-site for inspection purposes. If an inspection is called for and plans are not available on site,then approval will not be granted. In addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour)will be charged and must be collected by the Building D tment prior to any further inspections being performed or approvals granted. X 5) In accordance with international codes and Title 14, Mason County Building Code, "Standards for Fire Apparatus Access Roads,"ail new structures that require an address shall have approved numbers or addresses located at the beginning of long driveways when the address is not clearly visible from the access road. The numbers shall also be plainly visible and legible from the street or road fronting the property and shall contrast with their background. Mason County Building Department requires that this be completed prior to calling for any site inspections. A re-inspection fee based on rates as adopted by the jurisdiction and the international codes will be assessed if the owner andlor contractor fail to post the address on site prior to requesting inspons. X 6) The plan review check list and corrections are part of the approved plans and must remain thereto. It is the responsibility of the applicant to make the corrections indicated on the plans. Once the plans are marked "APPROVED",they shall not be changed or altered without authorization from the Building Official. The permit holder is responsible to retain the complete approved set of plans on site for the duration of the project. The report appears to satisfactorily address County requirements for Geotechnical l Reporting. The report's author indicates that their analysis of the residential development does not appear to present any stability problems that cannot be overcome, and will not result in any undesirable impacts. Slope stability was modeled in both static and etre: e dynamic conditions. The planned house location provides a 20 foot setback between the house and the crest of the short bank, which should be sufficient. Based on the contents of this report, I recommend accepting this report as satisfying the County's requirements for stability investigation and geotechnicat reporting. Recommendations and Comments contained in the report should be incorporated into the site development plans and made conditions for permit issuance. Adequate erosion and sediment control features need to be implemented during land disturbing activities to protect neighboring properties and State waters from adverse stormwater runoff impacts. The migration or release of silty water or mud from the applicant's property will be considered a violation of County and State water quality protection regulations. Parcel o.: 41901- ®00130. qwk Case No.: LL 2006-00408 3860 V* Shelton Valley Road Shelton, WA 98584 IN PRODUCTION The subject property is located in a rolling hill section of Mason County located approximately 4- ✓/2 miles south and west of Shelton at the NV corner of the.Shelton `alley Road and the Cloquallum Road intersection. The property is approximately 5 acres in area and is generally rectangular with boundary dimensions of roughly 330 x 660-feet. The Girardins wish to replace a portion of, and expand the single family residence on the property. A site plan is attached. An initial inspection of the property revealed two main slopes on the property. One slope is a fairly ancient fill slope which runs across the property from east to west, whose crest is approximately 40-feet from the proposed residential foundation. This slope varies in height, but generally is from 5 to 8+ feet tall and is standing at an approximate 2:1 slope. The second slope on the property is more substantial,and is located north of the existing residence approximately 70f feet, This slope was measured at 39°f%overall,with small local areas slightly steeper. The height of this slope was estimated at 40 to 60 feet where it terminates on the property located north of the CI irardin property at an access road constructed to serve a neighboring residence. The slope lessens as you proceed north from the neighboring property. I hough a geotechnical assessment could be claimed to be sufficient, this report will attempt to address the issues that might be considered of importance in a georeport. The following ten elements are required by Mason.County to be addressed in geotechnical reports prepared to comply with Mason County's Critical Resource Ordinance Sections 17,01;l 00 through 17.111.104 1. SlSURFACE AND GEOLOGIC CONDlTIO S: The property has been logged in the past, and for the most part lies in a"pasture" condition. The northerly portion of the property is forested with fir, cedar and hemlock trees,and a File:\C ectslGirardin\Creo-Report.doe Page 1 of 4 2006 ` t TAHJA ENGINEERING, Inc. PO Box 235, Hoodsport, WA 98548 (360) 877-9512 moderate understory of salal, Oregon grape, ferns, and other vegetation. The Series 1950, No. 9 SOIL SURVEY of Mason County,plate#23, indicates the site soils are a Grove Sandy Loam(Gk)usually found on 5-15 percent slopes. The area surrounding the property is shown to include a Wadell Loam soil (Wa). Soils onsite appear to be more of the Wadell character then the Grove series soil, at least at shallow depths. The Wadell soils are reported as having little gravel, whereas the Grove soils typically contain substantial percentages of gravel and cobbles. Both soil types are characterized as being well, or excessively drained. Neither the Grove or Wadell soils are considered highly erodible,and do not present too great a challenge on this site.The proposed construction activities are well within the Girardin's property bounds, so erosion and sediment control measures may be considered in-place, in the form of vegetated buffers between construction activities and neighboring properties. 2. DEVELOPMENT AND GEOLOGIC FEATURES: Very little grading will be required for the planned building expansion, mostly for new footings, and to provided required crawlspace clearance. Material excavated for the foundation may be wasted in the surrounding yard, or placed to enlarge the yard area between the residence and the Cloquallum Road.Any soil wasted on-site as fill material should only be place in areas prepared to receive fill. Preparation should include clearing vegetation and roots from the receiving area, and if fill is to be placed on existing slopes exceeding 20% (20-feet of rise per 100-feet of run), 6-foot or wider benches should be excavated into the slope so that the fill may be placed in even depth lifts(< 12"deep),with equipment compaction providing a good firm fill. No structure supporting fills are required by the proposed building expansion. 3. LOCATIONS OF LOGS OF EXPLORATORY HOLES OR PROBES: Slopes and cuts on the property and in the subject property's vicinity were inspected and compared with reported soil cataloging.The shallower soils on the property conform to the Wadell soil characteristics, while the deeper soils appear to be more of the Grove soil series character. 4. CROSS SECTION WITH PROPOSED GRADE CHANGES: A cross section is included in the appendix.No appreciable grade changes are anticipated to be necessary for the addition or replacement of the residence, or preparation of the foundation footings. 5. SLOPE STABILITY ANALYSIS: The steeper slopes on the property contains no obvious recent mass landslides or stability problems.For stability analysis,the soil are considered to be a loamy or gravelly sand,and a soil density of 125 lbs/ft3 for SM or Gm will be used.36°will be used as the soil's internal friction angle in the stability analysis. RECOMMENDED SETBACKS& DRAINAGE: The slope descending to the south between the residence and the Cloquallum Road is stable in its present condition.The Girardins' planned house location provides a 20+foot setback between the house and the crest of the short bank,which should be sufficient. The Steep slope to the north of the house location also may be considered at an adequate distance to provide a natural buffer from a potential landslide hazard. This slope,because of its greater- height and steepness may be considered the greatest potential threat on the property.This section was modeled in the stability analysis. Runoff collected from around the residence and produced by the structures' downspouts may be directed to downspout splash blocks,or dispersed into vegetation around the yard.The planned building replacement and expansion do not appreciably alter the quantity of runoff produced by the entire property,and constitute little change from the property's original condition prior to the planned construction. 7. CLEARING, GRADING,AND VEGETATION MANAGEMENT: Little or no clearing or vegetation removal will be required for the planned construction. A volume of less than 200 cubic yards of soil/gravel is expected to be needed to be borrowed or wasted off site to accomplish the planned building elevation leveling and other site work. 8. EROSION AND SEDIMENT CONTROL: The construction is planned during the summer months,to take advantage of favorable weather, and to minimize erosion and sediment control requirements. During construction,should rain or adverse weather develop,stormwater runoff from disturbed soils areas should be intercepted with hay bales, silt fencing, or ditches and curbs to direct silty water to settling areas where silt can be settled out before the runoff exits the construction area. Areas of the site where grading has been completed should be compacted with the grading equipment, covered with straw, plastic, or hydro seeded until a permanent protective vegetative cover has established itself. 9. ON-SITE AND OFF-SITE IMPACTS: Construction and completion of the proposed improvements are not expected to result in any adverse on-site,or off-site impacts.The proposed residential development of the property will not result in adverse impacts to either the subject property or to neighboring properties.
