1. Call to Order—The Chairperson called the regular meeting to order at 9:00 a.m.
2. Pledge of Allegiance—Jeff Carey led the flag salute.
3. Roll Call—Present: Commissioner District 1 —Randy Neatherlin; Commissioner District 2—
Pat Tarzwell;Absent: Commissioner District 3—Sharon Trask.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Liquor and Cannabis Board sent in notice of cannabis license
application for Golden Green LLC.
4.1.2 Washington State Department of Ecology sent in a warning letter for State Waste
Discharge Permit No. ST0006039 North Bay/Case Inlet Water and National Pollutant
Discharge Elimination System(NPDES)Permit No.WA0038075 Rustlewood.
4.2 Auditor Duenkel presented the 2027 Preliminary Budget.
5. Open Forum for Citizen Input
Pastor Mike Katz,Hood Canal Community Church,led the Commission in prayer.
Steve Van Denover alleged that Commissioner Trask had violated her oath of office by no longer
being a Washington state resident,provided applicable RCWs,and encouraged her to resign.
Andrea Van Denover expressed concerns regarding Commissioner Trask's residency and the
impact on her ability to serve and vote as Commissioner.
Mark Carlson expressed opposition to Commissioner Trask remaining in office,alleging that she
abandoned her Mason County residency and should resign,and provided a letter to be included as
correspondence.
Eric Onisko spoke in support of Commissioner Trask's residency,stating that she has been
residing with him and has paid rent for the remainder of the year.
Ken Van Buskirk discussed the Economic Impact Study(EIS)concerning the Belfair sewer and
Puget Sound Industrial Center(PSIC)and encouraged the Commissioners to re-engage with the
City of Bremerton regarding the potential extension of sewer service into Kitsap County.
6. Adoption of Agenda
Cmmr.Neatherlin/Tarzwell moved and seconded to adopt the agenda as published.Motion
carried.Neatherlin-aye;Tarzwell-aye;Trask-absent.
7. Approval of Minutes
Cmmr.Neatherlin/Tarzwell moved and seconded to adopt the August 17 and August 24,2026,
Briefing Minutes;August 18,2026,Regular Minutes;and August 18,2026,Special Meeting

Loretta Swanson,Public Works Director,shared that Kennedy/Jenks Consultants,Inc.is currently
under contract to prepare the North Bay/Case Inlet General Sewer Plan Update.This amendment is an
increase of$279,652,raising the total not-to-exceed amount from$320,014 to$599,666.This
additional funding allows for hydraulic modeling,financial analysis,data collection,added PM and
QA/QC,and contingency.
Jeff Carey shared concerns about the cost of this contract and requested close oversight and scrutiny
of the work that will be provided.
Cmmr.Neatherlin/Tarzwell moved and seconded to approve for the Deputy Director of Utilities
and Waste to execute the Kennedy/Jenks Consultant Contract Amendment No.2 to increase the
contract amount by$279,652,for a total not-to exceed amount of$599,666 for the North
Bay/Case Inlet General Sewer Plan Update.Motion carried.Neatherlin-aye;Tarzwell-aye;
Trask-absent.

McKenzie Smith,Clerk of the Board,shared this is a Request for Proposals for Services that Support
Attractions in Mason County and for Services that Support Tourism in Mason County.Mason County
receives funds from taxes imposed on lodging facilities,these funds can be expended for activities
established by and eligible per RCW 67.28.080.
Jeff Carey feels the County should do an analysis and in-house study of the rate of return on these
services due to decreasing revenues.
Cmmr.Neatherlin/Tarzwell moved and seconded to approve the Request for Proposals for
Services that Support Attractions in Mason County and Request for Proposals for Services that
Support Tourism in Mason County.Motion carried.Neatherlin-aye;Tarzwell-aye;Trask-
absent.
9. Other Business(Department Heads and Elected Officials)

10. 9:15 a.m. Public Hearings and Items Set for a Certain Time

10.1 Public Hearing to consider approval of the Ordinance striking Mason County Code Chapter
9.52 Office of Environmental Health Schedule of Solid Waste Fees.Staff:Ian Tracy
(Ordinance No.2026-040)
Ian Tracy shared this code was established in 1995 to create environmental health fees for
solid waste facilities,this schedule no longer needed is obsolete. It has been reviewed by legal
and finance.

Mason County Code Chapter 9.52 Office of Environmental Health Schedule of Solid
Waste Fees.Motion carried.Neatherlin-aye; Tarzwell-aye; Trask-absent.
