O --Q4a A RESOLUTION OF THE BOARD OF MASON COUNTY COMMISSIONERS DECLARING AN EMERGENCY AND AUTHORIZING REPAIRS TO THE STRETCH ISLAND BRIDGE TIMBER PILE CAP AT PIER#13 WHEREAS, Mason County owns and maintains the Stretch Island Bridge; and, WHEREAS,an emergency condition affecting the timber pile cap at Pier#13 was identified during a routine bridge inspection, creating a threat to the structural integrity of the bridge and requiring emergency weight load restrictions effective September 2, 2026; and, WHEREAS,Mason County Public Works is working with the Washington State Department of Transportation(WSDOT)to begin the necessary repairs as quickly as possible using available qualified bridge maintenance staff; and, WHEREAS,the emergency declaration will allow Mason County to proceed with the necessary emergency repairs and pursue funding through the Washington State Public Works Board(PWB) Emergency Funding Program, administered by the Washington State Department of Commerce; and, WHEREAS,Mason County is requesting$50,000 in PWB Emergency Funding to assist with the necessary repairs and restore the bridge to a safe condition for normal use; and, WHEREAS, RCW 43.155.060(3)requires emergency public works projects to comply with competitive bidding requirements to the extent feasible and practicable; and, NOW,THEREFORE,BE IT RESOLVED, by the Board of Commissioners of Mason County that an emergency is hereby declared effective September 2,2026, for the necessary repair of the Stretch Island Bridge timber pile cap at Pier#13. BE IT FURTHER RESOLVED,that the Board of Commissioners authorizes the Chair to sign the Washington State Public Works Board Emergency Funding Applicant Certification Form, attached hereto as 'Attachment-Application Certification"and incorporated herein by this reference. BE IT FURTHER RESOLVED, that the Board of Commissioners authorizes Mason County Public Works to submit an application to the Washington State Public Works Board for $50,000 in Emergency Funding for the Stretch Island Bridge repair.
