As Chair of the Fundraising Committee, I help support the organization’s ability to continue providing these services at no cost to community members. I have worked as an Outreach Specialist and Resource Room Navigator and previously worked as a Litigation Paralegal. Libraries are more than places to borrow books; they are trusted community spaces where people can access information, technology, educational opportunities, community connections, and resources often at no cost. My work with Pursue It 365 has reinforced my belief that strong communities are built when people have somewhere safe to turn, someone willing to walk alongside them, and access to the information and resources they need to move forward. What do you perceive is the role or purpose of this advisory board? I believe the Timberland Regional Library Board of Trustees has a responsibility to provide strong governance and thoughtful oversight while ensuring that the library district continues meeting the needs of the communities it serves. Because Timberland Regional Library serves five primarily rural counties, I believe the Board must understand that each community has different needs while also recognizing the value of providing equitable access to library services throughout the district. Libraries are much more than places to borrow books. They are community spaces where people can learn, use technology, access information, develop job skills, attend educational programs, connect with their communities, and find resources they may not otherwise be able to access. As the Mason County representative, I would see my role as both a trustee and a liaison between Mason County residents, our local libraries, the County Commissioners, and the broader Timberland Regional Library District. I would listen to our local communities, bring their perspectives to the Board, and work collaboratively with the other trustees to strengthen library services throughout the district. What interest or skills do you wish to offer this advisory board? I would bring my experience in community outreach, resource navigation, advocacy, public engagement, communication, and relationship building. I am particularly interested in ensuring that libraries remain accessible and responsive to children, families, seniors, veterans, individuals experiencing housing instability, people returning to their communities after incarceration, job seekers, and other community members who may rely heavily on public resources. My experience as a Resource Room Navigator showed me how important access to computers, internet services, employment information, educational resources, and assistance navigating systems can be for someone trying to change their circumstances. I would also bring: Community engagement and outreach experience Public speaking and communication skills Resource navigation experience Workforce and employment resource experience Advocacy experience Program coordination Community partnership development Experience working with nonprofit and community organizations Experience working with volunteers Strong research and organizational skills A commitment to rural communities A willingness to listen to differing perspectives and work toward consensus I am also currently pursuing a Bachelor of Applied Behavioral Science, which has strengthened my understanding of human behavior, communication, community systems, and the importance of meeting people where they are. Amendment #1 Cost Code: 23100 Page 1 of 5 INTERAGENCY AGREEMENT Between WASHINGTON STATE PARKS AND RECREATION COMMISSION And Mason County Public Works Department AGREEMENT NO. IA 527-363 THIS AGREEMENT is made and entered into by and between the Washington State Parks and Recreation Commission, hereinafter referred to as "State Parks," and Mason County Public Works Department hereinafter referred to as the "Contractor". This agreement is authorized to be entered into through Chapter 39.34 RCW, the Interlocal Cooperation Act. IT IS THE PURPOSE OF THIS AGREEMENT to provide the professional expertise that does not exist within the limited staff availability of State Parks and that the Contractor can perform on a mutually beneficial basis. THEREFORE, IT IS MUTUALLY AGREED THAT: STATEMENT OF WORK The Contractor shall furnish the necessary personnel, equipment, material, and/or services and otherwise do all things necessary for or incidental to the performance of the work set forth in Exhibit "A" attached hereto and incorporated herein. PERIOD OF PERFORMANCE Subject to its other provisions, the period of performance of this Agreement shall commence on the date signed by State Parks, and be completed on, unless terminated sooner as provided herein. Agreement shall automatically expire on June 30th, 2027 (06/30/2027), unless otherwise extended by amendment. PAYMENT Compensation for the work provided in accordance with this agreement has been established under the terms of RCW 39.34.130. The parties have estimated that the cost of accomplishing the work herein will not exceed Sixty-Seven Thousand And No/100ths Dollars ($67,000.00). Payment for satisfactory performance of the work shall not exceed this amount unless the parties mutually agree to a higher amount prior to the commencement of any work which will cause the maximum payment to be exceeded. Compensation for services shall be based on the following rates and in accordance with the following terms, or as set forth in accordance with the budget in Exhibit "B" which is attached hereto and incorporated herein. BILLING PROCEDURE The Contractor shall submit invoices no more often than monthly. Payment to the Contractor for approved and completed work will be made by warrant or account transfer by State Parks within 30 days of receipt of the invoice. Upon expiration of the contract, any claim for payment not Cost Code: 23100 Page 2 of 5 already made shall be submitted within 30 days after the expiration date or the end of the fiscal year, whichever is earlier. RECORDS MAINTENANCE The parties to this contract shall each maintain books, records, documents and other evidence which sufficiently and properly reflect all direct and indirect costs expended by either party in the performance of the services described herein. These records shall be subject to inspection, review or audit by personnel of both parties, other personnel duly authorized by either party, the Office of the State Auditor, and federal officials so authorized by law. All books, records, documents, and other material relevant to this Agreement will be retained for six years after expiration and the Office of the State Auditor, federal auditors, and any persons duly authorized by the parties shall have full access and the right to examine any of these materials during this period. Records and other documents, in any medium, furnished by one party to this agreement to the other party, will remain the property of the furnishing party, unless otherwise agreed. The receiving party will not disclose or make available this material to any third parties without first giving notice to the furnishing party and giving it a reasonable opportunity to respond. Each party will utilize reasonable security procedures and protections to assure that records and documents provided by the other party are not erroneously disclosed to third parties. RIGHTS IN DATA Unless otherwise provided, data which originates from this Agreement shall be "works for hire" as defined by the U.S. Copyright Act of 1976 and shall be owned by the state of Washington. Data shall include, but not be limited to, reports, documents, pamphlets, advertisements, books magazines, surveys, studies, computer programs, films, tapes, and/or sound reproductions. Ownership includes the right to copyright, patent, register, and the ability to transfer these rights. INDEPENDENT CAPACITY The employees or agents of each party who are engaged in the performance of this Agreement shall continue to be employees or agents of that party and shall not be considered for any purpose to be employees or agents of the other party. AGREEMENT ALTERATIONS AND AMENDMENTS This agreement may be amended by mutual agreement of the parties. Such amendments shall not be binding unless they are in writing and signed by personnel authorized to bind each of the parties. TERMINATION Either party may terminate this Agreement upon 30 days' prior written notification to the other party. If this Agreement is so terminated, the parties shall be liable only for performance rendered or costs incurred in accordance with the terms of this Agreement prior to the effective date of termination. Cost Code: 23100 Page 3 of 5 INDEMNIFICATION Each party shall be responsible for the actions and inactions of itself and its own officers, employees, and agents acting within the scope of their authority. TERMINATION FOR CAUSE If for any cause, either party does not fulfill in a timely and proper manner its obligations under this Agreement, or if either party violates any of these terms and conditions, the aggrieved party will give the other party written notice of such failure or violation. The responsible party will be given the opportunity to correct the violation or failure within fifteen (15) working days. If failure or violation is not corrected, this Agreement may be terminated immediately by written notice of the aggrieved party to the other. DISPUTES In the event that a dispute arises under this Agreement, it shall be determined by a Dispute Board in the following manner: Each party to this agreement shall appoint one member to the Dispute Board. The members so appointed shall jointly appoint an additional member to the Dispute Board. The Dispute Board shall review the facts, contract terms and applicable statutes and rules and make a determination of the dispute. The determination of the Dispute Board shall be final and binding on the parties hereto. As an alternative to this process, either of the parties may request intervention by the Governor, as provided by RCW 43.17.330, in which event the Governor's process will control. GOVERNANCE This contract is entered into pursuant to and under the authority granted by the laws of the state of Washington and any applicable federal laws. The provisions of this agreement shall be construed to conform to those laws. In the event of an inconsistency in the terms of this Agreement, or between its terms and any applicable statute or rule, the inconsistency shall be resolved by giving precedence in the following order: a. applicable state and federal statutes and rules; b. statement of work; and c. any other provisions of the agreement, including materials incorporated by reference. ASSIGNMENT The work to be provided under this Agreement, and any claim arising thereunder, is not assignable or delegable by either party in whole or in part, without the express prior written consent of the other party, which consent shall not be unreasonably withheld. WAIVER A failure by either party to exercise its rights under this agreement shall not preclude that party from subsequent exercise of such rights and shall not constitute a waiver of any other rights under Cost Code: 23100 Page 4 of 5 this Agreement unless stated to be such in a writing signed by an authorized representative of the party and attached to the original Agreement. SEVERABILITY If any provision of this Agreement or any provision of any document incorporated by reference shall be held invalid, such invalidity shall not affect the other provisions of this Agreement which can be given effect without the invalid provision, if such remainder conforms to the requirements of applicable law and the fundamental purpose of this agreement, and to this end the provisions of this Agreement are declared to be severable. ALL WRITINGS CONTAINED HEREIN This Agreement contains all the terms and conditions agreed upon by the parties. No other understandings, oral or otherwise, regarding the subject matter of this Agreement shall be deemed to exist or to bind any of the parties hereto. IV. Selection Criteria The ultimate objective of this RFP is to provide quality and dependable services to the Mason County Board of Commissioners. Accordingly, the County will select the successful contractor after evaluation of the following RFP elements: 1. Compensation to the County- financial proposal 50% Competitiveness of the proposed contract cost of the same or superior quality as those offered by competing proposers. Proposer should state the sales percentage of each sale the contractor desires form each transaction. 2. Marketing Plan for the sale of County Real Estate 25% 3. Experience of contractor and knowledge of local real estate market 25% Total criteria weight 100% V. Terms and Conditions • The County reserves the right to reject any and all proposals and to waive minor irregularities in any proposal. • The County reserves the right to request clarification of information submitted and to request additional information from any proposer. • The County reserves the right to award any contract to the next most qualified contractor if the successful contractor does not execute a contract within thirty (30) days after the award of the proposal. • Any proposal may be withdrawn, up until the date and time set for opening of the RFP’s. Any RFP not so timely withdrawn shall constitute and irrevocable offer for a period of ninety (90) days, to sell to the County the services described in the attached specification, or until one or more of the proposals have been approved by the County Commissioners, whichever occurs first. • The contract resulting from acceptance of a RFP by the County, shall be in a form supplied or approved by the County and shall reflect the specifications in this RFP. The County reserves the right to reject any proposed agreement or contract that does not conform to the specifications contained in this RFP and which is not approved by Mason County. • The County shall not be responsible for any costs incurred by the firm in preparing, submitting or presenting its response to the RFP. • Failure to submit all required items in response to this RFP shall result in rejection of any proposal not so complying. VI. Scope of Services The proposer shall provide services of the highest quality and dependability, during the days and hours listed below: Mason County Real Estate Professional Services: Work t o be completed at discretion of the contractor January 1, 2027 to December 31, 2029 with an option for the County to extend the agreement for an additional two years. VII. Compensation • Please present detailed information on the firm's proposed fee schedule (percentage or per transaction) for the specifications proposed and for any variation for non-routine services, inclusive of any other applicable governmental charges. • In the event of a contract award, proposers shall be required to submit an itemized statement in the form specified by the County and approved by the appropriate County representative, which shall specifically set forth the services performed and the applicable fee charged by the contractor. VIII. Contractor Insurance Requirements. All insurance provided shall be primary and non -contributory. 1. Commercial General Liability. Limits shall be no less than $1,000,000 per occurrence for all covered losses and no less than $2,000,000 general aggregate; 2. Workers' Compensation. Workers' compensation on a state-approved policy form providing statutory benefits as required by law with employer's liability limits no less than $1,000,000 per accident for all covered losses; 3. Business Auto Coverage. $1,000,000 combined single limit per accident for bodily injury and property damage; 4. Excess or Umbrella Liability Insurance. If used to meet the limit requirements, shall provide coverage at least as broad as specified for the underlying coverages . 5. Contractor Errors and Omissions Liability. $1,000,000 per occurrence and as an annual aggregate. IX. Independent Contractor It is the intention and understanding of the County that the Contractor shall be an independent contractor and that the County shall be neither liable for nor obligated to pay sick leave, vacation pay or any other benefit of employment, nor to pay any social security or other tax that may arise as an incident of employment. Contractor shall pay all income and other taxes as due. Industrial or other insurance that is purchased for the benefit of Contractor shall not be deemed to convert this Contract to any employment contract. It is recognized that Contractor may or will be performing services during the term of the Contract for other parties and that the County is not the exclusive user of the Contractor's services. X. The condition affects the structural integrity of the bridge and requires emergency weight load restrictions effective September 2, 2026, until repairs can be completed. Mason County Public Works is working with the Washington State Department of Transportation (WSDOT) to begin the necessary repairs as quickly as possible using available qualified bridge maintenance staff. An emergency declaration is needed to facilitate the repairs and allow the County to pursue funding through the Washington State Public Works Board (PWB) Emergency Funding Program, administered by the Washington State Department of Commerce. Mason County is requesting $50,000 in emergency funding to assist with the repair. Associated Costs/Budget Impact: The project will be funded through Road Fund. Mason County Public Works is requesting $50,000 through the PWB Emergency Funding Program for the emergency repair of the Stretch Island Bridge timber pile cap at Pier #13. If awarded, the Road Fund may be reimbursed. Public Outreach: Emergency signs were placed on both sides of the bridge, and information was posted on the County website and distributed through the County’s road condition notification email list. Affected agencies and organizations were also contacted directly. A community meeting is also planned. Project closeout will require the county to hold a public hearing on project performance. WHEREAS, the applicant certifies that it has a currently adopted plan for each and every one of the systems it owns and operates and that these plans fully conform to the specifics within this application; and WHEREAS, RCW 43.155.070 requires that county and city applicants must have adopted the local optional one-quarter of one percent Real Estate Excise Tax, as described in chapter 82.46 RCW; and WHEREAS, the local government must be using all local revenue sources which are reasonably available for funding public works, taking into consideration local employment and economic factors; and WHEREAS, the applicant states that their Capital Facility Plan is consistent with the Comprehensive Land Use Plan of the jurisdiction in which they provide service; and WHEREAS, the local governing body has approved submission of this application to the Public Works Board; and WHEREAS, the applicant certifies that, there is currently no litigation in existence seeking to enjoin the commencement or completion of the above-described public facilities project or to enjoin the applicant from repaying the loan extended by the Public Works Board with respect to such project. The applicant is not a party to litigation, which will materially affect its ability to repay such loan on the terms contained in the loan agreement. WHEREAS, the applicant recognizes and acknowledges that the information in the application forms is the only information, which will be considered in the evaluation and/or rating process. Incomplete responses will result in a reduced chance of funding. In order to ensure fairness to all, the Public Works Board does not accept any additional written materials or permit applicants to make presentations before the Board; and WHEREAS, it is necessary that certain conditions be met as part of the application process; and WHEREAS, RCW 43.155.060(3) requires that the project will be advertised for competitive bids and administered according to standard local procedure; and WHEREAS, the loan will not exceed the maximum amount allowed by the Public Works Board of eligible costs incurred for the project; and WHEREAS, any loan arising from this application constitutes a debt to be repaid, and Brittany Pearson/Mason County Treasurer has reviewed and concluded it has the necessary capacity to repay such a loan; and WHEREAS, the information provided in this application is true and correct to the best of the government’s belief and knowledge and it is understood that the state may verify information, and that untruthful or misleading information may be cause for rejection of this application or termination of any subsequent loan agreement(s); and NOW THEREFORE, Mason County certifies that it meets these requirements, and further that it intends to enter into a loan agreement with the Public Works Board, provided that the terms and conditions are satisfactory to both parties. WAC 136-14 and 136-15 describe procedures for priority programming and the preparation of the 6-Year TIP. To enhance public involvement in shaping transportation improvement recommendation, Mason County established a citizen advisory board known as the Transportation Improvement Program Citizens Advisory Panel (TIP-CAP). TIP-CAP reviewed and discussed the recommended programs at their meeting on July 8th.
