9:00 A.M. Timberland Regional Library(TRL)Board of Trustees Interview
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Commissioners interviewed Kathleen Bakergumprecht-Davie for the TRL Board of Trustees.
9:10 A.M. State Auditor's Office Entrance Conference
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Christine Maclntyre,Assistant Audit Manager,and Colleen Williams,Audit Lead,discussed the areas
that will be audited:accountability audit scope will include cash receipting,accounts receivable,open
public meetings,and financial condition;financial statement audit;and federal grant compliance audit.
9:30 A.M. Public Health—David Windom
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• David discussed establishing an abatement program.House Bill(HB)2442 expanded the authorized
use of Real Estate Excise Tax(REET)revenue to include expenditures for the abatement of structures
and properties under certain circumstances.Annual estimated cost is$527,144. Commissioners shared
approval of an abatement reserve fund of$100,000 from REET.
• David expanded on Public Health funding using HB 2442 which will provide flexibility and funding to
local jurisdictions.
• Ian Tracy shared proposed changes to Mason County Code Chapter 6.04—Sanitary Code.
9:40 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Mike Collins shared County Road Project(CRP)2076 for the Finch Creek Road Improvement Project
and CRP 2077 Upper Finch Creek Road Improvement Project.Approved to move forward.
• Mike discussed the 2027 Call for Bids for manufacturing and stockpiling of chip seal aggregate and
Request for Proposals(RFP)for on-call environmental studies to not exceed$200,000 to be funded
through the Road Fund.Approved to move forward.
• Mike shared the 2027 Annual Construction Program and the 2027-2032 Six-Year Transportation
Improvement Program(TIP).Annual 2027 expenditure is estimated to be$7.25 million,including
$997,467 from the Road Fund and$6.25 million from outside sources.County forces will be used to
construct approximately$1.08 million.Approved to move forward.
• Mike discussed the Bear Creek Dewatto Road closure.
• Mike presented the 2026 Annual Bridge Report.
• Loretta shared that she met with Victor Improvement Club(VIC)regarding next steps of acquisition of
the pump station.
10:15 A.M. Support Services—Travis Adams
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• McKenzie Smith shared the Lodging Tax RFP for Services that Support Attractions in Mason County
and RFP for Services that Support Tourism in Mason County.The total funding amount is$264,227.
Responses are due by September 30,2026.Approved to move forward.
• John Taylor shared the RFP for the Mason County Recreation Area(MCRA)for concessions.The
estimated funding amount is$2,000.Responses are due by September 30,2026.Approved to move
forward.
• John discussed wildfire insurance,financial resilience,and risk mitigation.Commissioners discussed
additional resources and training.
• Kim Monroe shared the Teamsters Union Local 252 Memorandum of Understanding(MOU)for
updated clothing allowance language.Approved to move forward.

• Travis discussed the contract with Richard Beckman for real estate services.Commissioners requested
to go back out for RFP.
• Kim shared the Teamsters Union Local 252/Operating Engineers Local 302 MOU for Public Works
camera use policy.Approved to move forward.
• Commissioners decided to move forward with Dr.Deborah Nedelcove for the TRL Board of Trustees.

10:45 A.M. Budget Workshop
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Commissioners tabled the budget discussion to September 14.
