Commissioners Neatherlin and Tarzwell met in closed session for labor negotiation from 9:00 a.m.to
10:00 a.m.Attendees:Travis Adams,Kim Monroe,Kayla Brinckmeyer,Christopher Pinkston.
10:00 A.M. Community Development—Kell Rowen
Commissioners Neatherlin and Tarzwell were in attendance.
• Kell requested to schedule a Planning Advisory Commission(PAC)interview for Kristian Schonberg.
Approved to move forward with appointment.
• Randy Collins discussed awarding the proposal to prepare a Community Wildfire Preparedness Plan
(CWPP)to the Ember Alliance in the amount of$109,608.80.Approved to move forward.
10:05 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin and Tarzwell were in attendance.
• Loretta requested the sole-source purchase of E-One grinder pumps in the amount of$42,517.13.
Approved to move forward.
• Loretta shared the contract amendment with Kennedy/Jenks for the North Bay/Case Inlet General
Sewer Plan update raising the total not-to-exceed amount from$320,014 to$599,666.Approved to
move forward.
10:10 A.M. Support Services—Travis Adams
Commissioners Neatherlin and Tarzwell were in attendance.
• Kelly Frazier provided updates on cooling towers and having a plan in place if the towers go down
again.Sun Belt is available in case of emergency;temporary towers can be erected within 24 hours.
• Kelly shared JCI is close to being finished with the energy audit.
• Jennifer Beierle presented the July 2026 Financial Report.Current Expense revenue$28,382,700 at
59%.Treasurer receipts$19,701,039 at 62%. Current Expense expenditure$31,663,005 at 55%.Six-
year specific revenue streams: Community Development$1,149,195;Detention and Correction
$124,094;Current Expense property tax$6,332,201;Road Diversion property tax$1,252,325;County
Road property tax$5,776,893;Current Expense sales tax$5,804,063;Criminal Justice tax$1,390,472;
Rural Sales and Use tax$699,540;Homelessness prevention filings$415,010;Lodging tax$497,279;
and Real Estate Excise Tax(REET) 1 and 2$851,486 each.Total collected revenue$5,804,062;
revenue budgeted$9.6 million;and projected end of year revenue$10,787,079.Current Expense cash
$21,082,651;Special Fund cash$72,674,816.Motor Pool$996,868 at 51.72%.Special and Other
Funds revenue$29,081,777 at 48%. Special and Other Funds expenditure$28,135,562 at 39%.Total
County debt$13,427,894;remaining debt capacity$203,161,663.
