Approved to move forward. • Mike discussed the Beeville Loop Road closure for the Crisman Bridge Deck Replacement project. • Loretta provided an update on the Victor acquisition procedures. Cmmr.Neatherlin requested that the prosecuting attorney review the process to determine whether acquisitions should come before the Board of County Commissioners (BOCC)for approval. Public Works currently manages the acquisition process, and Cmmr.Neatherlin expressed a desire for the BOCC to provide final approval. Also,pumps for the Victor pump station should be delivered soon. • Driveway work is underway on Wheelright Road. Cmmr.Neatherlin requested that staff contact a property owner experiencing runoff issue to provide guidance on potential solutions. 10:40 A.M. Cmmr. Tarzwell could not answer specifically to research on each lake but noted that one committee member lives on Island Lake and has conducted extensive research there. It was clarified that the materials provided were not limited to Island Lake but addressed lakes more broadly. Tarzwell explained that the committee's role would be to advise the Commissioners on the best path forward to resolve what is an extremely challenging issue. Public Comment: Peggy Murrel,a Union resident spoke in support of parcels submitted by Mason County Climate Justice for open space designation,citing the long-term benefits of conservation, education,recreation,and tribal stewardship,and encouraged approval to preserve the land for future generations. Sherry Dicart spoke in support of the Climate Justice application,highlighting benefits including carbon sequestration,native plants,wildlife habitat,education, and mental health benefits associated with access to healthy forests and open space. Robert Wilson Huss spoke in support of the open space application,noting the intent to preserve the 70-acre property as forest for community and tribal benefit. The speaker stated that the proposal meets the criteria for open space designation and encouraged approval. Dan Bolender, Shelton Valley, shared his family's long history of farming Christmas trees on their 20-acre property and described plans to preserve portions of the property as forest and wetland habitat. He encouraged the Board to consider the property for open space designation. Gary Schuyten,retired forester, spoke in support of open space and timberland preservation, noting the importance of maintaining open space as Mason County grows.He highlighted his parcel along Deer Creek as riparian habitat that supports chum salmon and encouraged approval of the open space designation. Julianne Gale thanked county staff for assisting with the open space applications and asked the Board to approve them. She noted support from the Mason Conservation District and highlighted the benefits of preserving property near Little Shoefly Creek to protect fish habitat and support the county's recent culvert investment. The actual cost to purchase grinder pumps exceeds the amount currently charged to customers. Public Works is requesting to update the grinder pump fee from the current fixed amount to "Actual Cost" on the Belfair and North Bay/Case Inlet 2026 and 2027 Fee Schedules. This change will ensure the customer is responsible for the full cost of the grinder pump purchase and will eliminate the utility funds absorbing the difference between the fee collected and the actual cost incurred. Printed From Mason County DMS Printed from Mason County DMS RESOLUTION NO.2026- AMENDING RESOLUTION NO.2025-064 TO UPDATE GRINDER PUMP FEES FOR THE BELFAIR SANITARY SEWER SYSTEM AND NORTH BAY/CASE INLET SEWER SYSTEM WHEREAS,Mason County owns and operates the North Bay/Case Inlet Water Reclamation Facility and Belfair Water Reclamation Facility; and WHEREAS,the Board of Mason County Commissioners adopted Resolution No. 2025-064 establishing water and sewer utility rates and fees for calendar years 2026-2030; and WHEREAS,Resolution No. 2025-064 adopted the applicable water and sewer utility rates and fee schedules for implementation; and WHEREAS,the current grinder pump fees included in the adopted Fee Schedules are established as fixed dollar amounts; and WHEREAS,the actual cost to purchase grinder pumps may vary and may exceed the current fixed fee amount, resulting in the utility funds absorbing the difference between the fee collected and the actual cost incurred; and WHEREAS,the Board of Mason County Commissioners desires to amend Resolution No. 2025-064 to update the grinder pump fee structure to reflect the actual cost of purchasing grinder pumps. NOW,THEREFORE,BE IT RESOLVED by the Board of Mason County Commissioners that Resolution No. 2025-064 is hereby amended as follows: Section 1: Grinder Pump Fee Update The grinder pump fees included in the current Fee Schedules adopted under Resolution No. 2025-064 shall be amended by replacing the current fixed dollar amount with "Actual Cost." Section 2: Implementation The Mason County Department of Utilities and Waste Management is authorized to update the applicable Fee Schedules and implement the amended grinder pump fee. All RCWs(Revised Code of the State of Washington)within Chapter 73.08 RCW VETERAN'S RELIEF,with other RCWs and Mason County Resolutions will be used and referred to throughout this policy. b. The purpose of the Mason County Veteran's Assistance Fund(VAF)is to provide relief as set forth in RCW 73.08.010 to indigent and suffering veterans,their families,and the families of deceased indigent veterans. c. Any honorably discharged veterans or veterans with a General Discharge Under Honorable Conditions or a General Discharge with Other than Honorable Conditions(Administrative Discharge),as outlined in RCW 41.04.005 and RCW 41.04.007,and meeting the criteria in I-b may apply—The veteran has to have served as a member in any branch of the armed forces of the United States,including the national guard and armed forces reserves,and fulfilled their initial military service obligation or as a member of the armed forces reserves,national guard,or coast guard,and have been called into federal service by a presidential select reserve call up for at least one hundred and eighty(180)cumulative days. Accepted documents include the following:-DD-214 showing Honorable,General Under Honorable or Other Than Honorable(OTH)Discharge;DD215 Correction to Military Record DD-214; Honorable or General Under Honorable Discharge Certificate;Reserve Discharges&Certificates; National Guard Discharge NGB22,DD256,Certificates,and United States Department of Veteran Affairs Health ID Card with acceptable secondary proof of income to prove honorable discharge status. d. These policies and procedures are subject to review annually by the Veteran's Advisory Board(VAB). 1) If a revision is made,it is so noted,and a narrative of revision is put in VAB minutes. 2) If no revisions are made,the date of review is noted,and put in VAB minutes. 3)Post Commanders will be advised concerning any revisions and reviews recommended by the VAB. 4) The Mason County Board of County Commissioners(BOCC)has final approval of all revisions. e. The VAB will meet on the second Wednesday of each month at 8:45 a.m.at Memorial Hall located at 210 W Franklin Street in Shelton,WA. f. A quorum must be met to conduct any business that may come before the board. g. If a quorum is not met,the Chair may contact other members via phone/text messaging or by e-mail. h. Upon reaching a member,and member agrees to be part of the meeting,thus creating a quorum,the Chair must remain in contact with the member throughout the meeting. II.Financial Policies a. The funds for creating a Veterans'Assistance Fund(VAF)RCW 73.08.080,isare generated from a tax levied by the BOCC,use of the fund is governed by same RCW. b. As per RCW 73.08.070 the county shall assist indigent veterans with burial or cremation costs of three hundred($300.00)dollars minimum or up to two thousand four hundred($2,400)dollars. b. The burial assistance is in addition to prior two thousand four hundred($2,400)dollars limitation as outlined in II-b. c. I a effort toTo maximize dollars and provide for as many as possible applicants as possible,and when appropriate,the veteran may be referred by the VSO to other veteran services and to other community resources for services. d. Applicants must provide either a death certificate or working death certificate in addition to the invoice from the funeral home. VI.Appeal and Resolution Policy a. If an applicant has either by accident or on purpose falsely filed a claim,or has misused monies from the Veterans'Assistance Fund,the following will apply: 1)A letter is given to the applicant;from the County,denying further use of this fund,until the false claim is resolved. 2)A copy of that letter will be sent to the Veterans'Service Office,to be placed in the offending applicant's file. 3) The applicant's file will then be"Red Flagged";and denied further use until the problem is resolved. b. To resolve the claim,the applicant can clear their name by: 1) If the applicant feels this is unjustified,they may appeal in writing to the Veterans'Advisory Board within fifteen(15)days of notification. 2) The appeal will be reviewed by the VAB at the next regular scheduled meeting and a decision will be made no later than the next regular scheduled meeting. 3)Approval or disapproval requires a"Super Majority"vote by the entire VAB. 4) The applicant may file an appeal,in writing,with the Mason County Commissioners.A decision in regard toregarding appeal may take up to 30 days. c. The applicant may repay any and all monies that have come into question and may not have access to these funds for one(1)year after payment. d. If the applicant elects not to do VI.b.or VI.c.there will be a two(2)year probationary wait period. After the wait period is over,the applicant must"in writing"request to receive these funds once more, a decision will be forthcoming. e. If it is found that the applicant has done this two(2)times,they will be permanently denied from using this fund. VII.Application Procedures a. Upon arriving at the VSO office,the applicant will be asked to sign-in. Page 6 of 9 Adopted October ' "DATE b. The applicant is then screened about their assistance needs,residence,income,and eligibility,an "Assistance Fund Application(AFA)(Attachment C)must be filled out as part of the application process. c. If the applicant does not have all needed information or documentation,they will be given the "Veterans'Assistance Fund Documents Checklist"(Attachment E)to help them gather the needed information.Applicants have one(1)week to provide necessary documentation,or their application will be denied in full,and the applicant will need to reapply. d. If an applicant cannot show proof of service,a"Standard Form 180"(Attachment F)will be given to them to be filled out and sent in,they can also go to the VA at American Lake to get proof of service. e. If two or more applicants are sharing the same physical residency,all income is considered as one. f. Only one application may be used for any single physical residency. g. If an applicant has a"Sub-Lease Agreement",then VII(j)will apply. h. When an applicant has requested assistance for rent or mortgage payment,II.(b)(1)and has gone through the screening process.The VSO will call the landlord to inform them that the veteran has applied for assistance and that a letter of"Recommendation for Payment"(Attachment G)will be forthcoming. i. The applicant will then be given a form"Rental/Mortgage Verification"(Attachment D)to be given to the landlord—This form must be filled out by the landlord or lien holder,notarized,and sent back or taken to the VSOs'office.—The VSO will then verify all information on the form. j. Shared dwelling: 1) In the case of a veteran sharing a dwelling with another person who is not a family member as defined in Operating Policy item IV(c),the rental amount will be prorated by the number of people living in the dwelling. 2) In the case of a veteran sharing a dwelling with another person who is not a family member as defined in Operating Policy item IV(c),the utility expenses will be prorated by the number of people living in the dwelling. 3) In the case of a veteran sharing a dwelling with another person who is not a family member as defined in Operating Policy item IV(c),the firewood/propane expenses will be prorated by the number of people living in the dwelling. k. When an applicant has requested assistance for utilities(electric,water,or natural gas)II(b)(2)and has gone through the screening process,a copy of the utility bill must be provided for payment.If the applicant has a past due amount and is at risk of beine shut off,the utility company will be contacted. When an applicant is on a utility prepay account,the utility company must provide the daily rate applicable to the prepay account.—This daily rate must be attached to the applicant's AFA.-The provided daily rate will be multiplied by thirty(30)days to determine the total needed assistance amount. 1. In some cases,utility providers,such as City of Shelton,combine garbage service charges with water service charges on a single utility bill.When utility services are billed together in this manner,the full combined bill will be paid.Some utilities, e i.e.,City of Shelton utilities include garbage within the water bill,in thu tituation where the bill "combined",the whole bill i paid. m. The VSO will call the utilities company to verify the current amount to be paid and inform them that the veteran has applied for assistance and that a letter of"Recommendation for Payment"(Attachment G)will be forthcoming. n. When the applicant requests assistance for firewood or propane and has gone through the screening process,the VSO will call a vendor to confirm prices and amount needed.The VSO will inform the vendor that the veteran has applied for assistance and that a letter of"Recommendation for Payment" (Attachment G)will be forthcoming,VII(J)(3)also applies. Like the "Hood Canal" (named after Admiral Hood by another explorer), our country's land is strewn with the names of (often) men who made history in the past. Senator Sheldon is a prominent person in our county and devoted himself to his work I'm sure. As we know anyone holding an elected position had many staff people who helped them. Senator Sheldon's offices were no doubt filled with people who were part of creating his success. How about not naming the bridge after a person? Nature is filled with good descriptive names. How about asking local tribes what they would suggest? Or if seeking the name of someone how about asking the Historical Society in Shelton about someone in history, (maybe a woman?) who made a difference. I read their recent article in the Journal about a historical family in Shelton who devoted their lives to helping others. Humble people ... What's wrong with "Purdy Creek Bridge?" I have a strong and enthusiastic recommendation: Bill Hunter. He served admirably as a Republican Mason County Commissioner for many years, is from the Skokomish Valley, and has operated a long-time successful business in the valley that provides a valuable service. Hunter corn and Christmas trees are traditions in Mason County. At the same time, I urge you not to name the bridge for Tim Sheldon. He had a long, varied public service career,but in my opinion one episode disqualifies him for this honor. We have heard much talk about rigged elections in recent years. Those allegations have not held up in court. However, Tim Sheldon personally overturned an election. The people of Washington voted for one party to lead the Senate but he and a colleague used Senate rules unethically to give control to another party. Tim Sheldon personally overturned that election. It was undemocratic. How does this fit with government"of the people," one of our most cherished values? Tim Sheldon's behavior was dishonorable, and he should not be honored by placing his name on a bridge.
