ECONOMIC DEVELOPMENT COUNCIL of MASON COUNTY
AMENDMENT NO.1 TO PROFESSIONAL SERVICES CONTRACT
This Amendment No. 1 ("Amendment")is entered into by and between Mason County("COUNTY")
and the Economic Development Council of Mason County("CONTRACTOR"),and amends the
Professional Services Contract effective January 1,2026.
RECITALS
WHEREAS,the parties entered into a Professional Services Contractior economic development
services;and
WHEREAS,the parties desire to expand the scope of work to support Mason County's participation
in the Federal Economic Development District Comprehensive Economic Development Strategy
(CEDS)update and to strengthen the County's economic development planning and grant
readiness efforts;and
WHEREAS,the parties wish to increase the compensation available under the Contract to fund
these additional services;
NOW,THEREFORE,in consideration of the mutual covenants contained herein,the parties agree as
follows:
1.Compensation
The total compensation under the Contract Is Increased by Thirty Thousand Dollars($30,000.00).
Accordingly,the maximum Contract amount is increased from One Hundred Fifty Thousand
Dollars($150,000.00)to One Hundred Eighty Thousand Dollars($180,000.00).
The additional funds provided under this Amendment shall be fully expended on or before
December 31,2026, subject to the terms and conditions of the Contract.
2.Additional Scope of Services
The following scope of work is added to Exhibit A:
Federal Comprehensive Economic Development Strategy(CEDS)Support
The CONTRACTOR shall provide services to clarify Mason County's priorities within the regional
Comprehensive Economic Development Strategy(CEDS)by developing a focused,locally driven
strategy that aligns with regional goals and by developing county-specific data and analysis to
highlight key industries,strengths,opportunities,and gaps that Inform Investment decisions.
Services shall include,at a minimum:
1. Engage local businesses,economic development partners,public agencies,and
community stakeholders to ensure Mason County's needs and opportunities are accurately
reflected within the regional CEDS.
2. Work collaboratively with Mason County partners to Identify and refine a prioritized list of
economic development projects that can be advanced through the Federal CEDS process.
3. Develop project profiles("project sheets")for approximately three(3)to five(5)priority
Mason County projects suitable for use In state and federal grant applications.
4, Identify near-term funding opportunities that align with the identified priority projects.
5. Prepare a practical funding and implementation roadmap outlining recommended actions
and potential funding sources for Mason County.
6. Provide grant readiness support by assisting Mason County partners with narratives,
supporting data,project framing,and related materials to improve competitiveness for
upcoming funding opportunities.
7. Position Mason County priority projects to better compete for state and federal funding by
ensuring alignment with applicable CEDS criteria and regional economic development
objectives.
B. Strengthen coordination and collaboration between Mason County and regional economic
development partners to ensure local initiatives are effectively integrated with broader
regional strategies.
3. Deliverables
The CONTRACTOR shall complete the work described in this Amendment and provide all resulting
reports, analyses,project profiles,funding recommendations,and related work products to Mason
County no later than December 31,2026.
4.Remaining Terms
Except as expressly modified bythis Amendment,ail otherterms end conditions of the original
Professional Services Contract shalt remain in full force and effect.
