RE: Vacancies to fill on the Planning Advisory Commission
Mason County is seeking applications for the Mason County Planning Advisory Commission.
There are two open seats; one represented as Commissioner District 1 and one represented as
Commissioner District 3.
The Planning Advisory Commission is a seven-member citizen board appointed to advise the
Board of County Commissioners on policies related to amendments to the Comprehensive Plan,
Shoreline Master Program,Resource Ordinance and other development regulations including
making recommendations on rezone applications.
The Commission typically meets at least once per month on the third Monday at 5:00 p.m.,with
special meetings scheduled as necessary.Appointed Commissioners normally serve a four-year
term. The Commissioner District 1 and 3 positions will be filling a vacancy set to expire in
January of 2028.
Applications to serve on the board are being accepted until the positions are filled, and should be
submitted to the Mason County Commissioners,411 N. 5' St., Shelton,WA 98584.

Item: Update Grinder Pump Fees for Belfair and North Bay/Case Inlet Sewer Systems
Background/Executive Summary:
The Belfair and North Bay/Case Inlet Sewer Systems currently have a set dollar amount listed for the
grinder pump fee. The actual cost to purchase grinder pumps exceeds the amount currently charged to
customers.
Public Works is requesting to update the grinder pump fee from the current fixed amount to "Actual Cost"
on the Belfair and North Bay/Case Inlet 2026 and 2027 Fee Schedules. This change will ensure the
customer is responsible for the full cost of the grinder pump purchase and will eliminate the utility funds
absorbing the difference between the fee collected and the actual cost incurred.
Budget Impact:
Updating the grinder pump fee to "Actual Cost" will allow the utility funds to recover the full cost of
grinder pump purchases and prevent the utility from subsidizing a customer-specific expense.
Public Outreach:
Affected customers will receive formal notification of the adopted rate changes in advance of implementation.
Requested Action:
Request that the Board amend Resolution No. 2025-064 to change the grinder pump fee on the Belfair and North
Bay/Case Inlet 2026 and 2027 Fee Schedules from a fixed fee to "Actual Cost."

ESTABLISHING WATER/SEWER UTILITY RATE INCREASES FOR 2026-2030 FOR:
RUSTLEWOOD WATER& SEWER SYSTEM,BEARDS COVE WATER SYSTEM,NORTH
BAY/CASE INLET AND BELFAIR SANITARY SEWER SYSTEMS
WHEREAS,Mason County owns and operates the North Bay/Case Inlet Water Reclamation Facility,
Belfair Water Reclamation Facility, Beard's Cove Water System, and Rustlewood Water and Sewer Systems;
and
WHEREAS,the operation,maintenance, and capital improvements of these utility systems require
sufficient revenue through user rates and fees; and
WHEREAS, it is the responsibility of the Board of Mason County Commissioners to establish utility rates
and fees that ensure the financial sustainability of each enterprise fund; and
WHEREAS, rates must be periodically reviewed and adjusted to reflect increases in operational costs,
inflation,and planned capital investments; and
WHEREAS,the Board of Commissioners desires to establish a multi-year rate plan to provide customers
with predictable rate adjustments and ensure ongoing funding for reliable service delivery;and
WHEREAS, public outreach and commissioner briefings have been conducted to share proposed rate
changes and solicit customer feedback; and
WHEREAS,the Board previously suspended CPI-U-based adjustments for calendar years 2024 and 2025
per Resolution No. 2024-030; and
WHEREAS,the Board now intends to resume CPI-U-based rate adjustments beginning in 2028, with
limitations to promote rate stability.
NOW,THEREFORE,BE IT RESOLVED by the Board of Mason County Commissioners that the
following utility rate adjustments are adopted:
Section 1: 2026 Rate Adjustments
Effective January 1,2026:
• Belfair Sewer and Rustlewood Sewer and Water rates shall increase by 10%.
• North Bay/Case Inlet Sewer and Beard's Cove Water rates shall increase by 8%.
• Beard's Cove water tiered rates shall adjust by 100%.
Section 2: 2027 Rate Adjustments
Effective January 1,2027:
• All water and sewer utility rates shall increase by 5%.
• Additionally,Beard's Cove tiered rates shall increase by $1.00.
Section 3: 2028-2030 Rate Adjustments
Effective January 1,2028:
• Annual utility rate adjustments shall be based on the Consumer Price Index for All Urban Consumers
(CPI-U),with a minimum annual increase of 3% should the CPI-U fall below, and a maximum annual
increase of 5% should the CPI-U be above.

BE IT FURTHER RESOLVED that the Mason County Department of Utilities and Waste Management
shall implement the updated rates and provide public notification to all affected customers.

RESOLUTION NO.2026-
AMENDING RESOLUTION NO.2025-064 TO UPDATE GRINDER PUMP FEES FOR THE
BELFAIR SANITARY SEWER SYSTEM AND NORTH BAY/CASE INLET SEWER SYSTEM
WHEREAS,Mason County owns and operates the North Bay/Case Inlet Water Reclamation Facility and
Belfair Water Reclamation Facility; and
WHEREAS,the Board of Mason County Commissioners adopted Resolution No. 2025-064 establishing
water and sewer utility rates and fees for calendar years 2026-2030; and
WHEREAS,Resolution No. 2025-064 adopted the applicable water and sewer utility rates and fee
schedules for implementation; and
WHEREAS,the current grinder pump fees included in the adopted Fee Schedules are established as
fixed dollar amounts; and
WHEREAS,the actual cost to purchase grinder pumps may vary and may exceed the current fixed fee
amount, resulting in the utility funds absorbing the difference between the fee collected and the actual
cost incurred; and
WHEREAS,the Board of Mason County Commissioners desires to amend Resolution No. 2025-064 to
update the grinder pump fee structure to reflect the actual cost of purchasing grinder pumps.
NOW,THEREFORE,BE IT RESOLVED by the Board of Mason County Commissioners that
Resolution No. 2025-064 is hereby amended as follows:
Section 1: Grinder Pump Fee Update
The grinder pump fees included in the current Fee Schedules adopted under Resolution No. 2025-064
shall be amended by replacing the current fixed dollar amount with "Actual Cost."
Section 2: Implementation
The Mason County Department of Utilities and Waste Management is authorized to update the applicable
Fee Schedules and implement the amended grinder pump fee.
BE IT FURTHER RESOLVED that all other provisions of Resolution No. 2025-064 shall remain
unchanged and in full force and effect.

Update Veterans'Advisory Board Operating Policy and Procedures
Background/Executive Summary:
RCW 73.08.010 authorizes Counties to establish a Veterans' Assistance Program to address the needs of
local indigent Veterans and their families. The program is funded by the Veterans' Assistance Fund
(VAF)created under RCW 73.08.080 and the Veterans' Advisory Board(VAB)was established under
RCW 73.08.035. The VAB administers the Veterans' Assistance Program.
Staff met with the VAB to discuss updates to the policy. Changes include:
• General grammar corrections.
• Add clearer eligibility and documentation standards.
• Expand guidance for catastrophic assistance.
• Clarify processing timelines and check expiration.
• Improve consistency,readability,and administrative procedures throughout the document.

Operating Policy& Procedures
WHEREAS,Mason County established a levy per RCW 73.08.080 for the purpose of creating the
Veterans' Assistance Fund for the relief of honorably discharged Veterans or for Veterans discharged for
physical reason with an honorable record; and,
WHEREAS,RCW 73.08.035 authorizes the establishment of a Veterans' Advisory Board(VAB),
and the Mason County Board of County Commissioners adopted Resolution No. 58-13 establishing the
VAB; and,
WHEREAS, RCW 78.08.010 provides for relief of indigent and suffering Veterans and their
families or the families of those deceased Veterans; and,
WHEREAS,the VAB met and recommended the changes as shown in Attachment A; and,
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Mason
County hereby adopt the updated Veterans' Advisory Board Operating Policy & Procedures as shown in
Attachment A.

I.Organizational Policies
a. All RCWs(Revised Code of the State of Washington)within Chapter 73.08 RCW VETERAN'S
RELIEF,with other RCWs and Mason County Resolutions will be used and referred to throughout this
policy.
b. The purpose of the Mason County Veteran's Assistance Fund(VAF)is to provide relief as set forth in
RCW 73.08.010 to indigent and suffering veterans,their families,and the families of deceased
indigent veterans.
c. Any honorably discharged veterans or veterans with a General Discharge Under Honorable Conditions
or a General Discharge with Other than Honorable Conditions(Administrative Discharge),as outlined
in RCW 41.04.005 and RCW 41.04.007,and meeting the criteria in I-b may apply—The veteran has to
have served as a member in any branch of the armed forces of the United States,including the national
guard and armed forces reserves,and fulfilled their initial military service obligation or as a member of
the armed forces reserves,national guard,or coast guard,and have been called into federal service by a
presidential select reserve call up for at least one hundred and eighty(180)cumulative days.
Accepted documents include the following:-DD-214 showing Honorable,General Under Honorable
or Other Than Honorable(OTH)Discharge;DD215 Correction to Military Record DD-214;
Honorable or General Under Honorable Discharge Certificate;Reserve Discharges&Certificates;
National Guard Discharge NGB22,DD256,Certificates,and United States Department of Veteran
Affairs Health ID Card with acceptable secondary proof of income to prove honorable discharge
status.
d. These policies and procedures are subject to review annually by the Veteran's Advisory Board(VAB).
1) If a revision is made,it is so noted,and a narrative of revision is put in VAB minutes.
2) If no revisions are made,the date of review is noted,and put in VAB minutes.
3)Post Commanders will be advised concerning any revisions and reviews recommended by the
VAB.
4) The Mason County Board of County Commissioners(BOCC)has final approval of all revisions.
e. The VAB will meet on the second Wednesday of each month at 8:45 a.m.at Memorial Hall located at
210 W Franklin Street in Shelton,WA.
f. A quorum must be met to conduct any business that may come before the board.
g. If a quorum is not met,the Chair may contact other members via phone/text messaging or by e-mail.
h. Upon reaching a member,and member agrees to be part of the meeting,thus creating a quorum,the
Chair must remain in contact with the member throughout the meeting.
II.Financial Policies
a. The funds for creating a Veterans'Assistance Fund(VAF)RCW 73.08.080,isare generated from a tax
levied by the BOCC,use of the fund is governed by same RCW.
b. Approval of the two thousand four hundred($2,400)dollars for assistance shall be granted only for
the following:
1) Rent or mortgage
i. First,last,deposit,and/or move in/move out costs
2) Utilities:
i. Electric
ii. Water
iii. Natural Gas
iv. Wastewater(sewer)

applicant.

No cash back will be given to the applicant if purchasoc are less than the amount written on the
ekeekApplicants are encouraged to redeem the full check amount in a single use whenever possible.
f. All requests for assistance will be approved and signed off on by the Veterans Service Officer(VSO),
with final approval by the BOCC.
g. If it is determined that an applicant requires assistance due to a catastrophic event,catastrophic
illness,or other significant and unforeseen change in circumstance beyond the applicant's
management or control,the VSO may submit a written request for Mason County to consider
approval of assistance not to exceed a lifetime limit of two thousand dollars($2,000.00)per applicant.
A Veteran does not need to be defined as indigent to be eligible for catastrophic funds.Catastrophic
events include,but are not limited to,unforeseen or severe hardships that deplete a Veteran's
resources and leave them unable to provide for daily necessities,including sudden illness or injury
requiring extensive recovery and resulting in temporary or permanent inability to work;events that
destroy a home,vehicle,or other vital personal property not covered by insurance;or critical losses,
such as family tragedy or sudden loss of housing,that create an immediate and verifiable financial
emergency.If it is determined an applicant needs assistance due to any event,catastrophic illness,or
other significant change in circumstance which comes into being unexpectedly and is beyond the
applicants'management or control,the VSO may request in writing that Mason County consider
approval of an amount not to exceed a two thousand($2,000.00)dollar lifetime limit per applicant. A
Veteran does not need to be defined as indigent to be eligible for catastrophic funds.
h. The intent of the VAF is not to replace assistance from any other agency,and assistance is granted on
a"case-by-case"basis only.
i. The VAF is not intended to provide continuing assistance on a routine basis.
j. When an applicant's use of the VAF reaches a term of five(5)years,any request for continued Formatted Font 11 pt

III.Policy Establishing Board
a. RCW 73.08.035 states each county must establish a Veteran's Advisory Board,the Board shall advise
the BOCC on the needs of local indigent veterans,the resources available to local indigent veterans,
and programs that could benefit the needs of local indigent veterans and their families.
b. The VAB is comprised of veterans from the community"at large",and representatives from nationally
recognized veterans'service organizations within Mason County.-Per said RCW,no fewer than a
majority of the board members shall be members from a nationally recognized veterans'service
organization and only veterans are to serve on the board.-Service on the board is voluntary.

c. Mason County Resolution No.05-15 allows for appointment of two members residing in Mason
County from each Nationally Recognized Veterans'Service Organizations to be appointed to the
Veteran's Advisory Board,and two members"at large".
d. The VAB will consist of a ten(10)member board;members are appointed as follows:
1) American Legion,two(2)members one each from post 31 and post 200
2) Veterans of Foreign Wars,two(2)members
3) 40 et 8,two(2)members
4) Disabled American Veterans,two(2)members one each from Chapter 22 and Chapter 60
5) Two(2)Mason County resident veteran(at large)
e. Commanders of these organizations will not be members of the VAB.
f. Commanders will appoint the members from their organization to serve on the VAB for the purpose of
overseeing the VAF.
g. These members may be appointed or removed at the discretion of their commander.
h. The first appointment of members shall be three(3)members for a three(3)year term,and four(4)
members for a two(2)year term.
i. Thereafter all terms will be two(2)year terms.
j. The BOCC reserves the right to disallow VAB appointee for cause.
k. The VAB may allocate VAF funds for additional necessity items,at the V 's request,to support
events benefiting indigent veterans.Eligible purchases may include,but arc not limited to,winter and
outdoor living essentials such as tents,sleeping bags,boots,and rain gear,not to exceed$1,000 per
calendar year.Unused funds will not cariy over to the following year.Purchases will be made by the

IV.Eligibility Policies
a. RCW 73.08.005 and other provisions in RCW Title 73 shall govern eligibility assistance to indigent
and suffering veterans and/or families.
b. The county defines"indigent and suffering"to mean the current poverty level as defined by the United
States Department of Health and Human Services(HHS)found at https://aspe.hhs.gov/poverty-
guidelines
c. Family members entitled to apply for assistance shall be defined as spouse or domestic partner,
surviving spouse or surviving domestic partner,and dependent children of a living or deceased
veteran.
d. Applicants must be a resident of Mason County for at least ninety(90)days.
e. Applicants and anyone over the age of 18 in the household must present proof of residency and
income—Income verification must be from within the previous twelve(12)months.-If no income,apt
affidavit must be signed by both the veteran and household member(s)(Attachment a Washington
State Dc artment of Social and Health Services DSHS a royal or denial letter is re uired for

f. An applicant may use hotel/motel receipts as proof of residence,provided that: anymore?

g. Under the federally established poverty guidelines,the gross income after taxes and deductions for
medical insurance premium,including Medicare,of the veteran and all members of the household
must be at or below 150%of the poverty guidelines established by the HHS.
h. Veterans making above the 150%and who do not have an emergency financial situation will not be
eligible for assistance.

i. An applicant may have a source of income above the aforementioned 150%and still be considered
indigent on an emergency basis.
j. Lack of funds because of bad financial management of an adequate source of income does not make
the applicant indigent.
V.Referral to Other Services
a. As per RCW 73.08.070 the county shall assist indigent veterans with burial or cremation costs of three
hundred($300.00)dollars minimum or up to two thousand four hundred($2,400)dollars.
b. The burial assistance is in addition to prior two thousand four hundred($2,400)dollars limitation as
outlined in II-b.
c. I a effort toTo maximize dollars and provide for as many as possible applicants as possible,and
when appropriate,the veteran may be referred by the VSO to other veteran services and to other
community resources for services.
d. Applicants must provide either a death certificate or working death certificate in addition to the invoice
from the funeral home.
VI.Appeal and Resolution Policy
a. If an applicant has either by accident or on purpose falsely filed a claim,or has misused monies from
the Veterans'Assistance Fund,the following will apply:
1)A letter is given to the applicant;from the County,denying further use of this fund,until the false
claim is resolved.
2)A copy of that letter will be sent to the Veterans'Service Office,to be placed in the offending
applicant's file.
3) The applicant's file will then be"Red Flagged";and denied further use until the problem is
resolved.
b. To resolve the claim,the applicant can clear their name by:
1) If the applicant feels this is unjustified,they may appeal in writing to the Veterans'Advisory Board
within fifteen(15)days of notification.
2) The appeal will be reviewed by the VAB at the next regular scheduled meeting and a decision will
be made no later than the next regular scheduled meeting.
3)Approval or disapproval requires a"Super Majority"vote by the entire VAB.
4) The applicant may file an appeal,in writing,with the Mason County Commissioners.A decision in
regard teregarding appeal may take up to 30 days.
c. The applicant may repay any and all monies that have come into question and may not have access to
these funds for one(1)year after payment.
d. If the applicant elects not to do VI.b.or VI.c.there will be a two(2)year probationary wait period.
After the wait period is over,the applicant must"in writing"request to receive these funds once more,
a decision will be forthcoming.
e. If it is found that the applicant has done this two(2)times,they will be permanently denied from using
this fund.
VII.Application Procedures
a. Upon arriving at the VSO office,the applicant will be asked to sign-in.

b. The applicant is then screened about their assistance needs,residence,income,and eligibility,an
"Assistance Fund Application(AFA)(Attachment C)must be filled out as part of the application
process.
c. If the applicant does not have all needed information or documentation,they will be given the
"Veterans'Assistance Fund Documents Checklist"(Attachment E)to help them gather the needed
information.Applicants have one(1)week to provide necessary documentation,or their application
will be denied in full,and the applicant will need to reapply.
d. If an applicant cannot show proof of service,a"Standard Form 180"(Attachment F)will be given to
them to be filled out and sent in,they can also go to the VA at American Lake to get proof of service.
e. If two or more applicants are sharing the same physical residency,all income is considered as one.
f. Only one application may be used for any single physical residency.
g. If an applicant has a"Sub-Lease Agreement",then VII(j)will apply.
h. When an applicant has requested assistance for rent or mortgage payment,II.(b)(1)and has gone
through the screening process.The VSO will call the landlord to inform them that the veteran has
applied for assistance and that a letter of"Recommendation for Payment"(Attachment G)will be
forthcoming.
i. The applicant will then be given a form"Rental/Mortgage Verification"(Attachment D)to be given to
the landlord—This form must be filled out by the landlord or lien holder,notarized,and sent back or
taken to the VSOs'office.—The VSO will then verify all information on the form.
j. Shared dwelling:
1) In the case of a veteran sharing a dwelling with another person who is not a family member as
defined in Operating Policy item IV(c),the rental amount will be prorated by the number of
people living in the dwelling.
2) In the case of a veteran sharing a dwelling with another person who is not a family member as
defined in Operating Policy item IV(c),the utility expenses will be prorated by the number of
people living in the dwelling.
3) In the case of a veteran sharing a dwelling with another person who is not a family member as
defined in Operating Policy item IV(c),the firewood/propane expenses will be prorated by the
number of people living in the dwelling.
k. When an applicant has requested assistance for utilities(electric,water,or natural gas)II(b)(2)and
has gone through the screening process,a copy of the utility bill must be provided for payment.If the
applicant has a past due amount and is at risk of being shut off,the utility company will be contacted.
When an applicant is on a utility prepay account,the utility company must provide the daily rate
applicable to the prepay account.—This daily rate must be attached to the applicant's AFA.-The
provided daily rate will be multiplied by thirty(30)days to determine the total needed assistance
amount.
1. In some cases,utility providers,such as City of Shelton,combine garbage service charges with water
service charges on a single utility bill.When utility services are billed together in this manner,the full
combined bill will be paid.So-~e utilities compathe ,i.e.,City of Sl.elto..utilities,include garbage
within the water bill,in this tituation where the bill i "combined",the whole bill i paid.
m. The VSO will call the utilities company to verify the current amount to be paid and inform them that
the veteran has applied for assistance and that a letter of"Recommendation for Payment"(Attachment
G)will be forthcoming.
n. When the applicant requests assistance for firewood or propane and has gone through the screening
process,the VSO will call a vendor to confirm prices and amount needed.The VSO will inform the
vendor that the veteran has applied for assistance and that a letter of"Recommendation for Payment"
(Attachment G)will be forthcoming,VII(J)(3)also applies.

o. The VSO will then fill out a"Purchase Order"(Attachment H)to be sent with"Assistance Fund
Application"(AFA)(Attachment C)for approval.—An invoice must be provided in off„_fF-for
payment to be remitted.
p. When an applicant requests Miscellaneous Items or Other Items and has gone through the screening
process,the VSO will,to the best of their ability,determine the needs of the applicant.
q. The VSO will fill out the"Assistance Fund Application"(AFA)(Attachment C),determine the
amount,the vendor,and have the applicant sign the application with a full understanding of the
request.
r. Necessity Item check(s)are issued in various increments_for r a maximum of four(1)checks.New
applicants will be given an itemize,ia list of authorized items that may and may not be purchased
(Attachment A).Checks are recommended to be used within thirty(30)days and will be voided after
one hundred and eighty(180)dates.
s. After all needed information and documentation is gathered from the applicant and outside sources,the
AFA is then filled out and the packet is complete.
t. It is the VSOs'responsibility to ensure all information in the packet is correct and verified.
u. When the completed packet is sent on to MCC,it will have a copy of"Recommendation for Payment"
as a cover sheet(Attachment G)or"Assistance Fund Application"(Attachment Q.
V. T c"'SO reserves the right to refuse serviceo,7:..,.«derly or abusive individuals. Seryicc will be
refused to individuals under the influence of alcohol and/or drugs. Applicants who are disorderly or
abusivc to Mason County employees or volunteers will not ho provided assistance and will be asked to
leave the The VSO reserves the right to refuse service to individuals engaging in disorderly,
abusive,disruptive,threatening,inappropriate,or otherwise unacceptable behavior.Service will also
be refused to individuals who appear to be under the influence of alcohol and/or drugs.Applicants who
engage in such conduct toward Mason County employees,volunteers,or other members of the public

VIII.Processing of Packet Procedures
a. Once the packet is received at the BOCC office,it is date stamped and reviewed to ensure all
information is correct and supporting documentation is provided.
b. Applications submitted to the BOCC office for processing that have been determined to meet the
necessary guidelines will have checks issued within three business days.
c. Applicants who pick up their check(s),must have proper picture ID and must sign for check(s).
Check(s)are sent out by mail the next business day following approval.
d. Necessity item check(s)are printed with:"No Alcohol or Tobacco","No Cash Back".
e. Some delays may result if a legal holiday falls within the time period,-ee-if there are insufficient funds
to release the check,or if applications are incomplete or missing supporting documentation.
f. A weekly list of"Approval of Expenditures"is sent to the VSO's office from the BOCC office.
g. A monthly list of"Approval of Expenditures"is sent to the BOCC.
IX. Records,Files,Forms,and Reports
a. It will be the responsibility of the VAB Chair,acting in concert with the VSOs to establish and
maintain a record of each applicant requesting and/or receiving assistance from the VAF.
b. The VSO will provide forms and reports of attendants,decisions,and record-keeping for clientele,
e.g.,forms for vendors,initial applications,and VAB decisions.
c. Each October,the VAB,acting in concert with the VSOs shall produce an annual report for the
BOCC,containing the following information:

1) The number of requests for assistance received during the calendar year.
2) The number of requests for assistance for which assistance was given.
3) The number of requests for assistance for which assistance was not provided,and a narrative
description of the reasons assistance e-was not provided.
4) The total dollar value of assistance provided on a monthly basismonthly.
5) A narrative description of non-monetary assistance provided by the VAB.
6) Meeting minutes as an attachment.
7) A copy of appeals as an attachment.
d. If any section of these policies or procedures is determined to be in conflict wi•hconflict with federal,
state,or county laws,ordinances or directives,then said section will be void and the aforementioned
laws,ordinances or directives shall prevail.

1854 The Mason County Board of Commissioners is pleased to offer our strong support for Mason PUD
��- 3 extending their open-access Ready-to-Connect fiber broadband network to Belfair Acreage
Tracts in Mason County. Services are currently spotty at best. Some residents are completely
MASON COUNTY without an option,and others experience poor and unreliable satellite connections.This project
will allow access for improved education opportunities,economic development,public safety,and
BOARD telehealth services for 240 homes in the unserved rural community.
OF This project will also take advantage of joint trenching and will allow for the replacement of
COMMISSIONERS underground power facilities throughout this community after the broadband project.The existing
infrastructure is at the end of its useful life and has begun deteriorating,causing power outages and
reduced power quality for the residents.

RANDY NEATHERLIM We have worked with PUD 3 on various projects and know they are a good partner in our
community.We support PUD 3's efforts to expand broadband across their communities in Mason
County,which they have been doing for more than 25 years.The safety and wellbeing of Mason

SERVICE CONTRACT EXTENSION AGREEMENT
This Extension Agreement Is made and effective March 1,2024
BETWEEN: Mason County MCRA Park
And; Mendoza's Texas Style Food Concession.
Wherein the original contract agreement expires in September 2023 with the option to extend for the 2024-
2026 seasons upon mutual written agreement,it is provided that it shall be extended for 3 years commencing,

Item: Mason County Parks and Trails—Park host performance and living quarters review
Background/Executive Summary:
Staff have received recurring comments from members of the public regarding the appearance and
condition of the living quarters at 3 park host sites(Truman Glick,Foothills, and Oakland Bay).While
these comments primarily relate to aesthetics,they have prompted discussion regarding the overall
presentation of County park facilities and the public's perception of park operations.
Additionally, staff have observed that the current health condition of one park host appears to be affecting
the individual's ability to consistently perform the physical duties associated with the position. This has
raised operational concerns regarding maintenance standards, service levels, and the long-term
sustainability of the current arrangement.
At this time, staff are seeking guidance from the Board of County Commissioners regarding these
matters. Specifically, staff request the Board's recommendations on potential approaches for addressing
concerns related to park host site appearance, establishing expectations for the maintenance of host living
areas, and determining appropriate next steps when a park host's health or physical limitations may
impact their ability to fulfill the essential functions of the position.

PARK HOST DUTIES AND INFORMATION POLICY
Welcome to Mason County Parks! We hope you enjoy your volunteer experience with the
Mason County Parks and Trails Department. Mason County Park's volunteer program
supports a growing number of citizens who dedicate their time to support regular staff in
all aspects of Parks operations. This volunteer program provides the training and
opportunity for community members to become involved in the care of Mason County's
Parks. The efforts of dedicated volunteers, including individuals, families, businesses and
corporations contribute to helping Mason County Parks provide quality park facilities and
programs that serve our community. The volunteer program offers assistance in
maintaining and operating our park facilities.
Volunteer Park Hosts assist park staff with routine visitor services such as greeting
guests, answering questions, clean-up, general maintenance, and dispensing
information in exchange for free use of area for self-contained recreational vehicle.
Expectations
• Maintain clean, orderly RV site.
• Check with the Mason County Parks staff before adding any additional structures
or storage containers at your site. Any plants must be grown in portable
containers.
• Do not perform vehicle maintenance at your site.
• County equipment cannot be used for personal use.
• Only camping and recreational equipment may be in public view; all other
equipment must be stored out of sight.
• It is not appropriate to consume alcohol while on County Park property. Confine
any alcohol consumption to inside your RV.
• Successfully pass a criminal history check.
• No smoking.
• Must have cell phone or means to contact County staff and emergency response
• Avoid offensive language or conduct.
• Avoid displaying signs, decals, bumper stickers, posters that express political or
religious viewpoints.
• Conducting business such as selling items/products/services for pay in the park
is prohibited unless allowed by separate contract with Mason County.
• All dogs must have current rabies certificates. Scoop and leash laws apply at all
times. Pets must never be left unattended.
• Do not accept responsibility for supervising park visitor's children.
Duties
County budgets and the time of the year determine park staffing and current operations,
but also what duties the Parks staff will be requesting you to perform. A host during one
month may be asked to pick up litter and weed areas, plus greet visitors, while another
host may be asked to provide surveillance, check restrooms and close gates in the
evenings.
Some of the duties may include:
• Greeting and assisting visitors, informing them of Park rules, answering
questions and receiving comments about the park and surrounding area.
• Distributing maps, brochures, and facility information to individuals and groups.

• Replenishing restroom and facility supplies when Park staff is not present or
unable to do so. Hosts may be requested to help make sure restroom facilities
have adequate toilet paper and floors are picked up or swept, or light bulbs are
functioning and replaced when needed.
• Promoting care of the Park by keeping a clean site and performing minor
maintenance tasks such as picking up litter or light duties as outlined by Park
staff. Clean facilities and grounds actually help prevent the spread of litter, in
addition to providing a welcome sight to visitors.
• Being a visible representative of the Park with a sufficient and comfortable
knowledge of Park rules and surrounding area activities so you can explain rules
plus provide information to visitors.
• Opening and closing the park gate.
• Being observant for activities within the Park requiring immediate attention.
Contacting Parks staff and/or law enforcement when emergencies occur.
Remember: You are responsible for minor enforcement of park rules such as
alcohol use, rowdy behavior, loud music, etc. You are not responsible for dealing
with major items that would be dealt with by law enforcement.

• Raking leaves in the fall
• Monitoring special events
• Opening and closing entry gate
• Clipping brush out of the way
• Reporting any damaged tables, trees, or posts to staff

• Checking and moving sprinklers
• Moving or cleaning up around garbage cans
• Sweeping cobwebs off buildings
• Straightening site posts
• Keeping bulletin board information up-to-date
• Hosing down buildings and signs
• Pruning shrubs and trees, if qualified
• Trimming or weeding grass
• Minor repairs to picnic tables, buildings
• Help with monitoring groups camping at the park who have been issued a
Special Use Camping Permit.
Appearance/Identification
As a Volunteer Host, you will be asked to wear a County Parks and Trails Department
identification badge that will identify you as a Volunteer Host to park visitors. Please
wear your I.D. badge only while you are on duty. Personal appearance and the
appearance of your RV site are a reflection upon the County.
Application, Agreement, and Timesheet
Park Host applications are available at the Parks Department office and on the County's
website—www.co.masoncountVwa.gov.

After your application is received, a member of the park staff will contact you if host
openings are available. You will receive an explanation of specific duties and
responsibilities and may be interviewed. If you are selected, County Park staff will work
with you to make arrangements regarding required duties, dates and training. Once you
arrive for your assignment, you will receive further training and orientation.
Park staff accepts new applications year-round and most begin making contacts for the
next season's hosts in November/December, but some will wait until late winter or even
early spring before making contact. You are always welcome to make contact with the
Parks Department to inquire about park host status.
Before you begin your volunteer service, you will be asked to fill out and sign a number
of forms including the Park Host Contract. Each of the forms has a specific purpose;
such as to ensure that you understand your job duties, that you are properly trained, and
that you understand the policies, rules and regulations under which you volunteer.
County Park's staff will explain the purpose of each of the forms if you have any
questions.
You will be required to obtain the on-boarding training required by Mason County
including, but not limited to, Sexual Harassment, Safe Lifting, Slip, Trip and Fall. This
training is available electronically and can be obtained off-site or at the Human
Resources Office.
Timesheets must be completed and submitted to your supervisor at the end of your
service or at the end of each month in which you volunteer to ensure that you are
covered for medical industrial insurance and liability protection during the time you are
volunteering.
Sexual Harassment
It is the policy of the Mason County Parks that employees, visitors, and volunteers shall
be provided an environment that is fair and provides equitable treatment, including
freedom from sexual harassment and other inappropriate conduct of a sexual nature.
Sexual harassment is defined as unwelcome sexual advances, requests for sexual favors,
and other verbal or physical conduct of a sexual nature when:
• Submission to the conduct is made either explicitly or implicitly a term or condition of an
individual's employment, or
• Submission to or rejection of the conduct by an individual is used as a basis for
employment decisions affecting such individual, or
• The conduct has the purpose or effect of unreasonably interfering with an individual's
work performance or creating an intimidating, hostile, or offensive working environment.
Examples of inappropriate behavior of a sexual nature can be (but are not limited to):
• Written, graphic, or verbal communication, including demeaning or offensive comments,
epithets,jokes, slurs, or negative stereotyping based on gender;
• Unwelcome requests for sexual favors or social contact;
• Non-verbal behavior which may include gestures, leering, pictures, or cartoons; or,
• Physical behavior such as unwelcome touching, standing too close, cornering, leaning
over or brushing against a person's body. If you feel like you are being subject to this
behavior, please notify the Operations Supervisor immediately

Criminal Background Checks
As a volunteer, you will be acting as an agent of the Mason County Parks. Volunteer
positions often have access to money or unsupervised access to children under sixteen
years of age, developmentally disabled persons or vulnerable adults, you will be required
to undergo and pass a conviction or criminal background record check. The expense of
such check will be borne by Mason County Parks.
Interacting with Visitors
The following tips will help you become an effective Volunteer Host when greeting and
assisting park visitors:
DO
O Be a good listener.
O Be polite and friendly, with a desire to be helpful.
O Be positive about the park, staff, and rules.
O Be a good neighbor. Set a good example by obeying the park rules yourself.
O Be familiar with park rules and regulations so you can explain them when asked
or when you see a violation. Hand out an appropriate rules and regulations if
available. If the violation continues, report it to County Park staff.
O Give out accurate information. If you can't answer a question, check with park
staff.
O Refer park visitors with complaints to County Park staff if you cannot address the
complaint yourself.
O Wave as you walk by and SMILE!
DON'T
• Don't argue, scold or"chew out" the visitor.
• Don't be harsh, sharp, abrupt, hurried, or impatient.
• Don't act like a know-it-all or be self-righteous.
• Don't be a busybody. Respect park visitors privacy and their right to "get away"
from it all.
Providing Information
The more you know, the more confident you will feel as you perform your host duties
and the more helpful you can be to park visitors. Please don't think we expect you to
know the answer to every question you will be asked. (Even the Parks staff gets asked
questions they can't answer!) Never be embarrassed to admit to a visitor that you don't
know the answer to a question. Tell them you will try to find the answer and get back to
them. If the answer is not in your host packet, check with the County Parks staff.
If visitors would like additional information beyond what you can provide, you may refer
them to the Mason County Parks Office (360) 427-9670, ext. 535 or to the County's
website—www.masoncountywa.gov. Parks staff can provide current information about
picnic shelter availability, special permits, and other related information.

Tips for Hosts
Read the Mason County Personnel Policies and Procedures — available on the Human
Resources website - https://masoncountywa.gov/human-resources/policy.php
If possible, arrive a day before the previous hosts leave so you have an opportunity to
ask them questions and discuss any special considerations.
During the orientation session with park staff, don't hesitate to ask questions, clarify
responsibilities, or bring up concerns.
Remember: safety first, always. Know your physical limitations and discuss any specific
medical problems —allergies, surgeries, diabetes, etc. —with County Park's staff. It
is beneficial if you have a current First Aid and CPR certification.
Ask for feedback on your performance. You are entitled to receive an evaluation of your
host experience by County Park's staff and in turn, you will be given the opportunity
to give your feedback.
If you get asked a question by a member of the public and you don't know the answer,
tell them you'll find the answer and get back to them.
What You Get In Return
With a one-month commitment of a minimum 15 hours service per week or more, you
will receive:
• Free RV site and hookups
• A "Host" sign for your site
• Water, septic, and power
• Space size is large enough for a RV up to 50'
Insurance Coverage
Liability & Medical: Registered volunteers doing work that is approved by the Mason
County Parks Department Head or other designee are considered part of the Mason
County's self-insured liability program. All volunteer hours for registered activities must be
reported to the Parks Department. The Parks Department will report volunteer hours to
the Department of Labor and Industry whereby if an injury occurs while performing
registered volunteer work, the volunteer may have medical only coverage. A volunteer is
NOT covered for loss of employment time due to injury or illness, nor for a lasting disability
or death. If you suffer an injury while performing registered volunteer activities the
Department Head or other designee will help you to obtain and complete the proper forms
to submit for processing.
As a volunteer host, you are acting as an agent of Mason County Parks and Trails.
Therefore, when you are acting within the accepted limits and scope of your assigned job
responsibilities, Mason County may assume responsibility for any liability claims that may
be filed. Any claim resulting from criminal activity on a volunteer's part will not be covered
by Mason County.
Personal Property: Mason County is not responsible for a volunteer's personal
belongings/property. It is recommended that all volunteers carry insurance to cover
damage to person belongings or property. Personal tools and equipment should not be
used to perform volunteer duties. The use of the Park's power tools is strictly prohibited.
In addition, Park's tools are not intended for personal use.

Vehicle Insurance: You will be asked to show proof of vehicle insurance if you use your
own vehicle on the job.
If special equipment or tools are required to perform your volunteer duties, you will be
issued what you need and trained in their use. County equipment is not to be used for
personal use. It is not recommended that you use your personal equipment to perform
your volunteer duties. If you do, the County is not responsible for damage, replacement
or repair to such equipment.
For your protection, you should not offer park visitors a ride in your personal vehicle.
Taxi service is not one of your volunteer job duties.
