The well driller often performs well capacity tests at the time the well is constructed. Results from

a well capacity test, which provides stabilization of draw-down and recovery data, must be performed
by a licensed contractor.

Here is confirmation from the operator for the Skokomish water system. I think this info ices the cake. On
background, I used to work in the drinking water programs for the Washington State DOH and subsequently
with the EPA Region 10
Once I hear back from you that you are satisfied, I plan to send out an email to everyone on the email chain
and hopefully closeout this conversation. If you'd like to send out the closure email, I am good with that too.

Hi Ian,
Good to chat. As we briefly discussed,the Hood Canal School District 404 (PWS ID#34035P) is inactive,
meaning that it no longer provides potable water from its own source(s). It receives all its potable water from
the Skokomish community water system (PWS ID#105300020). As such, the original premise from Murray
Longbotham that an updated WFI is needed is off and any subsequent confusion is very understandable.
From snip below from the EPA Safe Drinking Water Information System
(SDWIS) https://sdwisdww.epa.gov/DWWR10/index.isp, you can see that the Skokomish water system serves
a school.

Hello Denise,
I work for Mason County Public Health and Human Services and received your contact from Dave
Windom. We have encountered a unique issue regarding a building permit application from the Hood
Canal School District.
The public health issue at hand is that the Skokomish Community Water System is not regulated or
monitored, according to the Washington State Department of Health(DoH)and the US Environmental
Protection Agency(EPA). The last time this system was monitored was in 2007 when oversight of the
system was handed off by DoH to EPA. EPA says they never picked this up and the system was marked as
inactive in 2007 in their database. I have forwarded our communications with DoH and EPA below. I am
hoping you can help connect me with someone who has public health oversight of drinking water for the
Skokomish Tribe. Mason County is unable to approve the School's building permit application without
proof of an adequate connection to an approved, compliant public drinking water system.
I appreciate any help you can provide.

My staff have contacted Murray Longbotham and asked him to send us information that would allow us to
determine if the system meets the federat..d.pfinttton of a.._public_water..systern.and if it should therefore be
regulated by our direct implementation public water system supervision program.
We had no records of this system except for an entry in the Safe Drinking Water Information System,which
showed that it is inactive as of July 2007.As such,we're essentially starting from scratch with this facility.

The Hood Canal School District 404, PWS ID#34035, is no longer in the jurisdiction of the Department of Health. In
2007 this system transferred to EPA since it is on tribal land,and was administratively inactivated on our end. I've
