A RESOLUTION WAIVING PUBLIC BIDDING REQUIREMENTS AND APPROVING
A SOLE SOURCE PROCUREMENT OF ONE COMPLETE KUBOTA MEMBRANE UNIT FOR
THE BELFAIR RECLAMATION FACILITY
WHEREAS,Mason County Public Works operates the Belfair Reclamation Facility,which utilizes Kubota membrane
bioreactor technology as a critical component of the wastewater treatment process; and
WHEREAS,the Belfair Reclamation Facility is designed and equipped with Kubota membrane bioreactor technology,
and one complete membrane unit consists of three(3)Kubota MRM-200 membrane and three(3) Kubota MRW-200
membrane and accessories that are required to remain compatible with the existing treatment system; and
WHEREAS,the Belfair Reclamation Facility requires the purchase of one(I)complete replacement Kubota
membrane unit to maintain reliable operation, increase system redundancy, support routine membrane cleaning and
maintenance,and ensure continued treatment performance and regulatory compliance; and
WHEREAS, Kubota Water and Environment USA Corporation has provided written certification that the required
membrane modules are proprietary products and are available only through Kubota Water and Environment USA
Corporation and its authorized distribution channels; and
WHEREAS,no other manufacturer produces membrane units that are certified by Kubota Water and Environment
USA Corporation as interchangeable with the existing system without modification of equipment,controls,or
treatment processes;and
WHEREAS, Mason County Public Works has determined that procurement of one replacement one complete
Kubota membrane unit constitutes a sole source purchase because the required products are unique, proprietary,and
available from only one source;
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Mason County that:
1. The Board finds that the purchase of one complete Kubota membrane unit for the Belfair Reclamation
Facility qualifies as a sole source procurement.
2. The Board hereby waives formal competitive bidding requirements for this procurement and authorizes Mason
County Public Works to purchase the required membrane unit directly from Kubota Water and Environment
USA Corporation for a quoted purchase price of$235,122.,excluding applicable sales tax.
