Mrs. Adams" It has come ° to our'. department's attention 'that . the shellfish production operations on the. beach waterward .of your residence and on the tidelands .to the _west (right as ,looking •out) of"- yours are being conducted in a manner.•that... is. inconsistent with the Mason County_ Shorel-ine,1 Master Program requirements of the Aquaculture Chapter Specifically, the row-of concrete blocks which.;were placed on the beach. are; creating a buildup 'of beach materials -on your tidelands and eroding the adjacent tidelands of beach substrate for the ,production. of_ shellfish. The current method of operation" which staff observed on the tidelands ' is inconsistent with Use. Regulation. #5 of , the MMaster Program's Aquaculture Chapter - which states that "Aquaculture development shall not cause extensive erosion or accretion along adjacent sh©relines,. " This type of shellfish operation with blocks-, bags -and netting' should have been reviewed by our department 5f or possible shoreline permit requirements because of the impacts to adjacent properties from the development. The development of a groin block structure is inconsistent with the Mason County Aquaculture requirements and needs -to be addressed as soon as possible to prevent further erosion of the adjacent tidelands. We also need to emphasize that all aquaculture development and structures should be installed within the applicant/owners property lines. The concrete blocks and unsecured plastic netting and bags on the beach are also considered to be inconsistent with the Aquaculture Chapter's Use Regulation #11 which states that "Aquaculture development shall be designed and constructed to harmonize as much as possible with the local shoreline environment and shall be maintained in a neat and orderly manner. " Use Regulation #14 states that "Equipment, structures and materials shall not be abandoned in the shoreline area. " At this time, our department requires that the' Recycled concrete blocks which were installed to act as an unpermitted groin structure, be removed and the non-functioning netting and bags be secured or removed as well. Adams ori inal barrier, dating about 1082, consisted of a single row of 61° x 12' cement L1ocks which did not preont a problem.
