Ryan Wu, Appellant, was present at the hearing. Elizabeth Zigler, Appraiser, and Assessor Patti McLean were present. The Appellant provided a comprehensive set of accurately adjusted 2023-2024 comparable sales, including an in-depth analysis within the neighborhood that supported a gross adjustment of 20% or less. He also provided a professional appraisal report issued in 2021. On the professional appraisal report, the Assessor applied gross adjustments from 39% to 65%. On the Appellant’s more current comparable sales grid, the Assessor had gross adjustments of 23% to 29%. The Board finds that the Assessor applied gross adjustments which exceed what is supported by the evidence. The Appellant’s adjustments are more consistent with actual market conditions. As a result, the Board places limited weight on the Assessor’s sales and relies on the Appellant’s comparable sales as the more accurate indicators of value. Therefore, the Board sustains the value for the land at $81,220 and overrules the improvements at $423,780 for a total of $505,000 for the subject parcel.
