Judi Victor,Appellant, was not present at the hearing. Russ Milarch, Appraiser, and Assessor Patti McLean were present. The Appellant stated in her petition,”I've been watching the market for the last twoyears of waterfront properties. Most are on the market forextended periods of time and usually have a considerable price drop before completing the sale.My property will not be considered ideal if I ever decide to sell due to the following: My neighbors and I have to share a driveway, drain field and bulkhead. I have done nothing to the home/bldg. for improvements, yet my land goes down but my bldg. has increased over 78,000 this year. Since 2022 my value has more than doubled. I'm also not low bank I'm at the same elevation as 211 SE Totten Shores which was listed as medium bank and also had to reduce their listing twice to find a buyer after 2+ months.” The Assessor provided four comparable sales that did not support the original assessed value and offered an Assessment Roll Correction. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board overrules the value and sets the new value for the land at $206,330 and improvements at $930,295 for a total of $1,136,625 for the subject parcel.
