Thank you for your comment responses back.
I'd like to clarify our design population response: No significant increase to the current student and staff
population of approximately 380 on site is anticipated.The total population will not exceed the 575 from the 2019
septic design.The proposed modifications to the school building provide the adequate space needed for student
services and electives that are already staffed and provided in the school.Similarly,the Transportation Building
users will relocate from the school building and the old bus building and the number of people will not change.The
discrepancy in the occupant count shown in the plumbing calculations stems from the maximum occupant load
calculations performed per the IBC, not the actual anticipated population.We can revise the plumbing count
calculation to show 380 occupants, if that will improve the clarity of our submittal.

Thankyou for the update. I am going to comment further here in BLUE:
1) Please provide number of current students/staff who use the septic system and number of anticipated
additional students/staff that may be added as a result of this permit approval.The existing septic system was
upgraded in 2019 under septic permit SWG2019-00188, and it was designed to serve a maximum population
(students+adults)of 575. If the proposed development will increase the population that is using the septic
system to more than 575 people,or if there is any structural or use change that would result in an adverse impact
on the existing septic system,you will need to contact a licensed Septic Designer to design one or more septic
systems that address anticipated flows and waste strengths.
-The total 575 design population is confirmed in the attached As-built plans.The increase in population can be
found on G2.11 for the school(627 occupants).

It sounds like you will need to upgrade the septic system to accommodate those higher flows. Please contact a
Licensed septic designer.
2) Part of the drainfield actually appears to be on a separate parcel 421 02-34-60030. Please provide
documentation of an easement.
-The drain field is indeed in the parcel 42102-34-60030,which is owned by the HCSD.We cannot find
documentation on an easement.
Please file a Declaration of Covenant.An example template is attached for your convenience,along with
recommendations on how to get it recorded. Please provide us a recorded copy.
3)Will there be any increase in waste strengths as part of this proposal?Think additional wastes from art classes,
labs,etc. If so,we will require a licensed septic designer ensure the existing septic system can handle the
increased waste strength.
-No.While the septic field does support a school, including art classes,tabs,etc, however this is not beyond the
original design scope.The HCSD Modernization project does not modify or add to the list of potential discharges
into the septic field,other than an increase in service load, due to the additional classrooms.
Thank you for the clarification on waste strength. It still looks like you will need to upgrade the system to
accommodate the added population.
4) Based on google satellite imagery, it appears the proposed transportation building may encroach on to the
drainfield. Please see attached plans with markups. I can actually see the drainfield from satellite imagery
because it's greener than the surrounding lawn area. I believe you are showing the drainfield area on your site plan
farther south than it actually is.
-The drain field is demarcated by the edge conditions-physically identified in field by the location of cleanouts.
These cleanouts are outside the transportation building, and not within site improvement areas.See attached
drain field exhibit.The width of the drain field if approximately 127'.
Thank you for providing the site plan showing the 1 Oft setback from the proposed transportation building to
drain₹ield.
5)We require a satisfactory Operations and Maintenance inspection on the septic system within the last year.
Please let us know once complete.

It looks like AAA went back into their 2025 report to update/edit it.The report notes a deficiency. I am also unable
to pull up this report myself,as they may still be working on it.You should be able to see it by

6) Lastly, regarding water adequacy, additions to existing buildings are exempt. However, any new detached
structure with plumbing will require a signed water adequacy form.Are you permitting the transportation building
at this time, or just the art/library/stem addition?
-A signed water adequacy form will be provided for the new transportation maintenance building.
I see the new Water Adequacy form you submitted. I am not able to verify the information on it.This water system
"Skokomish Community Water System ID#IH738H" does not come up in the DOH database. I think your water

system is called "Hood Canal School District 404 ID#34035P"and the water system manager is John Hart who will
need to be the one signing the form.Can you took further into this?I have attached the WE!form I found for the
Hood Canal,School District 404.
7)Our food program staff may reach out with additional requirements,separate from the septic/water review.
