The well location was within close proximity to an existing drainfield on the neighboring property, which was approximately 55-feet up-gradient. The well driller consulted with the Washington State Department of Ecology on a setback reduction,which was approved with alternative construction standards as mitigation for the reduction in siting of the well to a known contaminant source. The property owner, Scott Standley, is wanting to utilize this as a Group B well in order to serve his property,and the nearby property located at 180 North Shar Lane. In order to accomplish this,the County is requiring a waiver and setback reduction to the adjacent septic drainfield. Purpose and Scope Bush Geological Consulting was requested to conduct hydrogeologic review of the existing conditions,the construction of the well, and potential impacts of the close proximity of the up-gradient drainfield from the Group B well. A review of existing records for the well, any available nearby driller's well logs, and literature review was conducted to determine the potential impacts of the setback reduction on the well. Regional Hydrogeologic Setting g Study area x The study area covers the subject property,the adjacent property to the north, and the general geology of the ; area where the subject property is located (Figure 1). Topography and Location The subject property is located on the western side of the Hood Canal approximately 1.5 miles north of - E Lilliwaup in Mason County, Washington (Figure 1). The subject property is 0.6 acres in size,however most of the property slopes steeply from the north to south. The /71/., property elevation ranges from the highest point on the north side of the lot of approximately 110-feet above sea level,to the lowest elevation of about 50-feet on the southernmost portion of the property. Surface geology and the topography of this area were au shaped by several periods of glaciation, landslides, and Figure 1 Site Location in Blue erosion. The driller's well log indicates the well was drilled at an elevation of approximately 100-feet above mean sea level. Geologic Stratigraphy The geologic formations exposed in the study area consist of unconsolidated Quaternary sediments.These sediments were deposited during the course of repeated cycles of glacial and interglacial processes. It is Bush Geological Consulting,LLC Hydrogeologic Analysis Lilliwaup,Washington February 20,2026 generally accepted that four or more glaciations have occurred in the Puget Sound lowland during the Pleistocene.The most recent advance of the Puget glacial lob into the southern end of the Puget Sound occurred approximately 13,500 to 15,000 years ago and is called the Vashon Stade of the Fraser Glaciation. Prior to this,Cordilleran and Olympic glaciers shaped much of the region. This is mapped on the majority of the property.This is often directly overlain by Vashon deposits.This unit typically consists of gravel,sand,till, and diamicton. Bush Geological Consulting,LLC Hydrogeologic Analysis Lilliwaup,Washington February 20,2026 Hydrogeologic Data A review of nearby water well logs (driller's logs) was conducted to determine typical well construction depths,and the geology encountered. Four well logs within close proximity, including the new well drilled on site,were reviewed and shown in Figure 4. The three wells located to the north all show similar geologic conditions —with confined aquifers found between 180-200 feet below land surface. Each well shows artesian pressure with static water levels being found significantly higher than the encountered water-bearing unit.This indicates that the aquifer is under confined conditions, which create a positive pressure head shown in the static water levels being above the top of the geologic unit. The well to the south =S 0: (BAH895) also shows this, but is much shallower in 4 " depth, likely due to elevation and proximity to a surface water source and channel. = .sora9 Based on review of the neighboring well logs, it appears there is one primary aquifer being utilized in close proximity to the subject site that is confined, and well protected from surface contamination by its depth and low-permeable geologic formations overlying it. Well Variance and Construction Department of Ecology Approved Variance The Washington State Department of Ecology issued a ,aAties5 variance approval to WAC 173-160-171(3)(b)(iv) on Figure 4-Well Log Locations.Figure from August 7, 2025. This variance was granted due to Department of Ecology. limitations on the property to adequately site a well meeting setbacks to the existing drainfield. This variance was approved pending the successful installation of a 30-foot or deeper surface seal—an increase from the standard 18-foot surface seal.This variance and mitigation indicates the State has approved the reduced setback to the existing drainfield providing their conditions were met. Subject Well Construction The subject well was drilled by Arcadia Drilling, out of Shelton, WA. Well drilling began on October 22, 2025, and concluded on October 23, 2025. The well was constructed with a 34-foot surface seal, and drilled to a total depth of 190-feet below land surface.A screen was installed from 192.5-197.5 feet below land surface. Hydrogeologic Analysis Based upon the stratigraphy and geologic units shown in the well logs for the subject and neighboring wells, there is at least one significant aquifer being utilized in the immediate vicinity under confined conditions. Positive head pressure in all wells show that artesian conditions are present, which indicates the presence of a confining layer above the aquifer. Fine-grained sediments above this aquifer should preclude most vertical migration of groundwater and contaminants,as they will likely flow down gradient away from the source.Any shallow groundwater or septic effluent should reach confining units and travel Bush Geological Consulting,LLC Hydrogeologic Analysis Lilliwaup,Washington February 20,2026 laterally downslope towards surface water. Based on the geology alone, the significant depth of the aquifer beneath the site will preclude any impacts from the setback reduction to the existing drainfield. Conclusions A thorough hydrogeologic analysis was conducted in order to determine any potential impacts to the well from the reduced setback to the upgradient septic drainfield. Based on the review of available records for the new and existing wells in the area, geologic interpretation,the approved setback variance from the Department of Ecology, and the increased depth of the surface seal as a mitigation factor, there should be no negative impacts to the water resource or Public Health from the use of this well as a Group B water source. The geology encountered, the presence of a confined aquifer, and the increased surface seal depth offer equal-to-or-greater protection of environmental health. No additional mitigation should be required, however, ongoing monitoring of drinking water for Bacteria and Nitrates should show if any failing septic systems are impacting the water resource. The Department of Ecology (Ecology) received your variance request via email on August 4,2025.The request states strict compliance with WAC 173-160-171(3)(b)(iv), which details siting standards for water wells, is impractical because access limitations by utilities and topography.You propose improved sealing methods(to 30 feet or deeper)which is beyond the minimum standards specified in WAC 173-160-241(2)(a).
