This decision is based on our finding that:
The hearing was held on 3/5/2026.
David Peppard, Appellant, was present at the hearing. Russ Milarch, Appraiser, and Assessor Patti McLean
were present.
The Appellant stated that his property is in poor condition. The Appellant submitted a series of pictures that
showed several serious defects in the subject property, including large cracks in the wall, insulation issues,
and evidence that the entire structure is deteriorating. The evidence presented by the Appellant
demonstrated that the structure on the property was in poor condition.
The Assessor’s officeprovided four comparable sales ranging in value from $235,563 to $271,581 and
rated the home as average quality and fair/average condition. The Assessor’s office further stated that the
primary value in the subject property is in the land. The Assessor’s office stated that a cost to cure of
$53,000 would be required to restore thedouble-wide structure.
Therefore, the Board sustains the value for the land at $27,995 and improvements at $134,785 for a total of
$162,780 for the subject parcel.
