This decision is based on our finding that:
The hearing was held on 3/3/2026.
Richard French, Appellant, was not present at the hearing. Elizabeth Zigler, Appraiser, and Assessor Patti
McLean were present.
The Appellant stated that “it simply isn’t worth that much. The site is not hooked up to any utilities. The
parcel is on an extremely steephillside, with a limited build site. The utilities will be very expensive to
hook up to as there is no community water and septic, the well depths are in excess of 300 ft, and a verbal
estimate for a two bed septic using an expired design would be around 30K.”
The Assessor provided a trend-line analysis of four land sales. As adjusted, the trend-line analysis supports
the value of the subject parcel.
The Board found no clear, cogent, or convincing evidence that the Assessor was in error.
Therefore, the Board sustains the value for the land at $126,575 for a total of $126,575 for the subject
parcel.
