Assessor’s True and Fair Value BOE True and Fair Value Determination Land $ 161,045 Land $ 161,045 Improvements$ 578,210 Improvements$ 578,210 Minerals $ Minerals $ Personal Property$ Personal Property $ Total Value $ 739,255 Total Value $ 739,255 This decision is based on our finding that: The hearing was held on 3/3/2026. Richard French, Appellant, wasnot present at the hearing. Elizabeth Zigler, Appraiser, and Assessor Patti McLean were present. The Appellant stated that the limited number of comparable sales leaves the Assessor at a loss on how to properly evaluate his property, which is in an extremely rural area. He also stated the "lock-in" effect means that people aren't in a rush to sell, leaving prices artificially inflated. The Assessor’s office only uses comparable sales and not houses that are listed but not sold, so there may be a dozen listings unsold at a lower price than the house sold, but instead ofcomparing to the unsold houses the Assessor is instead using the sale of a single house sold in the pastyear. The Appellant stated that his property has been for sale for six months at a value lower than the assessment, and that there have been no offers on the property. He believes the assessment is too high. The Assessor provided three comparable sales which support the assessed value. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $161,045 and improvements at $578,210 for a total of $739,255 for the subject parcel.
