Olha Krupa, Appellant, was present at the hearing. Elizabeth Zigler, Appraiser, and Assessor Patti McLean were present. The Appellant noted that values were in a downward trend when she purchased the home and have been in the at downward trend through 2025. They paid the highest and best market offer, and since the purchase the Market had cooled. The Assessor stated that they stayed within the allowable ten percent change of the 2024 purchase price. Although the assessed value is within the range of comparable sales provided by the Assessor’s office, two of the three sales occurred in 2023. The market has depreciated since the 2023 assessment year. Therefore, the Board sustains the value for the land at $219,920 and overrules the improvements value, setting the new value at $132,080, for a total of $352,000 for the subject parcel.
