This decision is based on our finding that:
The hearing was held on 2/10/2026.
Steven Rocconi, Appellant, was present at the hearing. Caleb Cowles, Appraiser, and Assessor Patti
McLean were present.
The Appellant stated that his property does not have an extensive waterfront. He has at least a 120-foot hike
down a steep grade to the water from his house. He also stated his house was built on till, which can be
unstable and a road cannot be created. He cannot build on the upland part of his property, nor add any future
structures.
The Assessor acknowledged that access to the property is difficult. The comparables sales provided all have
built on basalt and may be more stable.
Therefore, the Board overrules the value for the land at $139,715 for a total of $87,320 for the subject
parcel.
