Call to Order — The Chairperson called the regular meeting to order at 9:00 a.m. 2. Pledge of Allegiance — Dan Cameron led the flag salute. 3. Roll Cal1 — Present: Present: Commissioner District 1— Randy Neatherlin; Commissioner District 2 — Pat Tarzwell; Commissioner District 3 — Sharon Trask. 4. Correspondence and Organizational Business 4.1 Ian Tracy shared the Flooding News Release. 5. Open Forum for Citizen Input No citizen input. 6. Adoption of Agenda Cmmr. Neatherlin/Tarzwell moved and seconded to adopt the agenda as published. Motion carried unanimously. Neatherlin-aye; Tarzwell-aye; Trask -aye. 7. Approval of Minutes No minutes at this time. 8. Approval of Action Agenda 8.1 Approval of the Fire Investigation Contract with Mason County Fire Chiefs Association for year 2026-2027 (MCC 25-057). 8.2 Approval of the Taschner Law Professional Services Contract for District Court (MCC 25- 058). 8.3 Approval of the Taschner Law Professional Services Contract for Superior Court (MCC 25- 059.) 8.4 Approval of the Lobbying Agreement with Capitol Consulting LLC (MCC 25-060). 8.5 Authorize Public Works to enter into a new consultant agreement with David Evans and Associates, Inc. 8.6 Authorize the Chair to execute Lodging Tax Advisory Board contracts on behalf of the BOCC. (MCC 25-050 through 25-054). 8.7 Approval to publish to the public via the Mason County Website and accept the commissioner meeting schedule for year 2026 as proposed 8.8 Approval of the Resolution Establishing the County Fund Number 107 for Road Improvement District (RID) No.20244-01 Shetland Road (RES. 2025-88). Other Business (Department Heads and Elected Officials) No other business. 10. 9:15 a.m. Public Hearings and Items Set for a Certain Time Please see above options to provide public testimony. These options are available only while COVID-19 OPMA meeting restrictions are in place. 10.1 Public Hearing to take public comment on and consider the supplemental budget requests and budget transfers to the 2025 budget. Staff: Jennifer Beierle (RES. 2025-091) Cmmr. Neatherlin/Tarzwell moved and seconded to approve the supplemental budget requests and budget transfers to the 2025 budget as presented. Motion carried unanimously. Neatherlin-aye; Tarzwell-aye; Trask -aye. 10.2 Public Hearing to take public comment on and consider the draft Mason County Comprehensive Plan Staff: Kelle Rowen and Marissa Watson Cmmr. Tarzwell/ Trask moved and seconded to approve the Mason County Comprehensive Plan as presented. Motion carried unanimously. Neatherlin-aye; Tarzwell-aye; Trask -aye. Questions and/or comments: Julia spoke requesting more information about the forest land designation and the tax impacts. Specifically asked about the origin of the name "Legacy forest land". Rainey Fogle asked about Green Diamond taxation under new designation. Peggy Morell spoke about Mason County Comp Plan processes from 1979. Spoke against the plan stated the connection of citizen want and vision is lost. Linda Lynx spoke about climate change speaking in favor of the Comp Plan. Jeff Cary spoke against the plan as a citizen. Julian Gale spoke about adopting the new land designation and requested a name change. Spoke about racial disparity in housing. Phil Wolff revised Transportation Improvement Program Citizens Advisory Commission (TIP - CAP) recommendation to approve the transportation portion of the plan. Brooke Frickleton spoke against the plan asking to delay for further correction. 11. Board's Calendar and Reports — The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
