9:00 A.M. Closed Session — RCW 42.30.140(4) Labor Discussion
Commissioners Neatherlin, Tarzwell, and Trask met in closed session for labor negotiation from 9:00
a.m. to 10:00 a.m. Kim Monroe, Chris Pinkston, Kayla Brinckmeyer, Cabot Dow, and Lindsey Smith
were also in attendance.

Community Development - Kell Rowen
Commissioners Neatherlin, Tarzwell, and Trask were in attendance.
• Kell and Luke Viscusi shared that the Mason County Historic Preservation Commission recommends
withholding grant funds for Harstine Island Community Club due to not meeting the required deadline
to submit a final report, including receipts and/or proof of payment within 10 days of the grant
completion date. Approved to move forward.
Public Works — Loretta Swanson
Commissioners Neatherlin, Tarzwell, and Trask were in attendance.
Loretta and Mike shared two Adopt -a -Road applications. One from the Hood Canal Lions Club for
McReavy Road milepost 1 to milepost 6 and one from the Denson's for E Agate Road from milepost 0
to milepost 3.78. Approved to move forward.
• Mike requested to interview Andrew Flannagan for the Transportation Improvement Program Citizen
Advisory Panel (1'1P-CAP). Approved to move forward.
• Loretta discussed the issue of solid waste voucher repayment, not a gifting.
• Loretta discussed the Bremerton Memorandum of Understanding (MOU) for sanitary sewer service
and outlined a need for a timeline. Cmmr. Neatherlin shared concerns about a timeline for any items
besides the MOU and a concern around Mason County paying for feasibility. The Commissioners
agreed on a ninety -day timeline.
Support Services — Travis Adams
Commissioners Neatherlin, Tarzwell, and Trask were in attendance.
• Jennifer Beierle shared the Resolution to delete Fund 114, Victim Witness Activity, and establish
Department No. 181, Victim Witness Activity, within the general fund for the 2026 budget. Approved
to move forward.
• Jennifer shared the requests for supplemental appropriations and amendments to the 2025 budget.
Approved to move forward.
• Jennifer provided an overview of the 2026 Proposed Budget Draft.
• Kelly Frazier discussed a letter of resignation for the Maintenance BE position and asked to post the
now open position. Approved to move forward.
