9:00 A.M. Closed Session — RCW 42.30.140(4) Labor Discussion
Commissioners Neatherlin, Tarzwell, and Trask met in closed session for labor negotiation from 9:00
a.m. to 10:00 a.m. Kim Monroe, Travis Adams, Kayla Brinckmeyer, Cabot Dow, and Lindsey Smith
were also in attendance.
10:00 A.M. Executive Session — RCW 42.30.110(1)(c) Real Estate
Commissioners Neatherlin, Tarzwell, and Trask met in executive session for real estate from 10:00
a.m. to 10:15 a.m. Travis Adams was also in attendance.

Commissioners Neatherlin, Tarzwell, and Trask were in attendance.
• McKenzie Smith reviewed the 2026 Boards, Councils, and Commissions list.
• Jennifer Beierle provided an update on The Youth Connection's American Rescue Plan Act (ARPA)
award. Project delays have occurred due to the initial project costs being underestimated, and The
Youth Connection is now seeking additional funding to complete the project. To date, $400,796.18 has
been documented as expended. There is a remaining balance of $321,203.82 that must be expended by
October 31, 2026.
• Jennifer discussed paying off two loans for Public Works on Beards Cove and will brief again next
week.
• Travis shared a letter reporting to Governor Bob Ferguson the cost impact of providing Indigent/Public
Defense within Mason County. Approved to move forward.
• Travis discussed the sale of parcel no. 22005-53-00012 located at 1581 E Phillips Lake Loop Road in
Shelton to Bernard and Lisa Stewart for the purchase price of $6,000 and having Cmmr. Neatherlin
sign the Vacant Land Purchase and Sale Agreement. Approved to move forward.
Public Works — Loretta Swanson
Utilities & Waste Management
Commissioners Neatherlin, Tarzwell, and Trask were in attendance.
• Richard shared a Rustlewood Sewer force main ruptured (split) on Saturday night. The line is "band -
aided" but needs permanent repair. At this time there is no estimate for cost.
• Loretta and Mike Collins announced amendments are needed to the Annual Construction Program and
Six -Year Transportation Improvement Program (TIP) due to a financial imbalance of $1.2 million
which will be briefed in full next week.
• Loretta discussed the City of Bremerton Memorandum of Understanding (MOU) for sanitary sewer
service revision request. Ned Lever, City of Bremerton City Engineer, responded regarding the MOU
asking for an amendment explaining that the work described above "feasibility" is not eligible to be
paid for with the Commerce grant. Commissioners requested a timeline and "ballpark" costs.
• Loretta provided an update on job vacancies and recruitment.
