Closed Session — RCW 42.30.140(4) Labor Discussion Commissioners Neatherlin, Tarzwell, and Trask met in closed session for labor negotiation from 9:00 a.m. to 10:00 a.m. Kim Monroe, Travis Adams, Kayla Brinckmeyer, Cabot Dow, and Lindsey Smith were also in attendance. 10:00 A.M. 10:15 A.M. 10:30 A.M. 10:35 A.M. 10:45 A.M. 10:50 A.M. Board of Equalization Interview Commissioners Neatherlin, Tarzwell, and Trask were in attendance. • Commissioners interviewed Todd Wilmovsky for the Board of Equalization (BOE). Tabled. Transportation Improvement Program Citizens Advisory Panel Interview Commissioners Neatherlin, Tarzwell, and Trask were in attendance. • Interview for Andrew Flannigan for the Transportation Improvement Program Citizens Advisory Panel (TIP -CAP). Postponed. WSU Extension — Dan Teuteberg Commissioners Neatherlin, Tarzwell, and Trask were in attendance. • Dan shared the 2026 Memorandum of Agreement (MOA) Appendix A between Washington State University Extension. Approved to move forward. Indigent Defense — Maggie Huston Commissioners Neatherlin, Tarzwell, and Trask were in attendance. • Maggie notified the Commissions that the Deputy Public Defender II and III position openings were posted last week. • Maggie discussed hosting an intern from the Washington State Office of Public Defense — Rural Public Defense Fellowship Program from June 4, 2026, through August 7, 2026. Approved to move forward. Support Services — Travis Adams Commissioners Neatherlin, Tarzwell, and Trask were in attendance. • Kelly Frazier shared the Panitarium Cleaner building, which is a tax title parcel, needs its roof fixed due to the roof sitting on a Public Utility District No. 3 (PUD 3) power line as well as leaking. The cost will be about $6,000-7,000 to fix. Real Estate Excise Tax (REET) funds cannot be used unless it is a county building. Cmmr. Neatherlin requested the Grant Writer look into potential grants that could assist with the cleanup of that parcel. • Jennifer Beierle discussed the Beard's Cove USDA loans obtained in 2019 and shared the amortization schedules. There is a cash balance in the fund that could pay off both loans, but Public Works requests to hold the cash for future capital projects. Public Works — Loretta Swanson Utilities & Waste Management Commissioners Neatherlin, Tarzwell, and Trask were in attendance. • Mike Collins requested to apply for the 2027-2029 Fish Barrier Removal Board (FBRB) Grant. The combined total project cost for all six projects is estimated to be $8,208,885.00 for permitting, construction/materials and construction management and the match is estimated to be $1,023,000. Approved to move forward. 11:00 A.M. Public Health — David Windom Commissioners Neatherlin, Tarzwell, and Trask were in attendance. • David discussed setting a Public Hearing for the Homelessness Housing Plan. An extension was received from the Department of Commerce.
