1. Ca11 to Order — The Chairperson called the regular meeting to order at 9:00 a.m.
2. Pledge of Allegiance — Commissioner Tarzwell led the flag salute.
3. Roll Call — Present: Commissioner District 1— Randy Neatherlin; Commissioner District 2 —
Pat Tarzwell; Commissioner District 3 — Sharon Trask.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Liquor and Cannabis Board sent in local authority renewal notices.
4.1.2 Washington State Liquor and Cannabis Board sent in notice of cannabis license for Fed
Garden LLC.
4.1.3 Timberland Regional Library (TRL) sent in their 2026 Preliminary Budget.
4.1.4 Federal Energy Regulatory Commission (FERC) sent in letters regarding the Thirteenth
Part 12D Report, for Comprehensive Assessment of the Cushman No. 1 Development,
Cushman Project due by December 1, 2027; Thirteenth Part 12D Report, for a Periodic
Inspection of the Cushman No. 2 Development, Cushman Project due by December 1,
2027; DPP Revision, Cushman No.1 Development, Cushman Project; and Dam Safety
Inspection Report for Cushman Hydroelectric Project.
4.1.5 The Department of the Navy sent in a notice of intent to prepare a Supplemental
Environmental Impact Statement/Overseas Environmental Impact Statement for
Northwest Training and Testing.
4.1.6 Mason County Second Class School Districts sent in updated 2026 levy certification.
4.1.7 Pioneer School District sent in updated 2026 levy certification budget and excess levy
certification.
4.1.8 Washington State Liquor and Cannabis Board sent in notice of special occasion license
application for the North Mason Rotary Club and four special occasion license
applications for the Hood Canal Enhancement Group.
4.1.9 United States Department of the Interior Bureau of Indian Affairs sent in notice of non -
gaming land acquisition application filed by the Squaxin Island Tribe.
4.2 Cmmr. Tarzwell was appointed as Chair and Cmmr. Neatherlin was appointed as Vice -Chair.
5. Open Forum for Citizen Input
Pastor Bill Baker of Mt. Olive Lutheran Church noted the church is celebrating its 100-year
anniversary and provided a blessing for the new year.
Randy Lewis spoke regarding the Bremerton sewer expansion. While not opposed, he emphasized
that it must primarily benefit Mason County taxpayers. He stated that the feasibility study
presented to the Board must address the financial risks associated with the expansion.
Skip Parker spoke about issues with the Building Department regarding permits. He shared an
example in which a friend installed a side door on a garage and was required to obtain an
engineered and architectural drawing costing $1,500 for a $500 door. He emphasized the need for
more qualified personnel in the Building Permit Center.
6. Adoption of Agenda
Cmmr. Trask/Neatherlin moved and seconded to adopt the agenda as published. Motion carried
unanimously. Neatherlin-aye; Tarzwell-aye; Trask -aye.
7. Approval of Minutes
No minutes at this time.
8. Approval of Action Agenda
8.1 Approval of Warrants and Treasurer Electronic Remittances

8.2 Approval to appoint Virginia Feldman to the Mason County Historic Preservation Commission
(HPC) for a term beginning January 6, 2026 and ending November 30, 2028.
8.3 Approval of the letter to Governor Bob Ferguson regarding Public (Indigent) Defense cost impacts
in Mason County.
8.4 Approval for Cmmr. Neatherlin to sign the Vacant Land Purchase and Sale Agreement for parcel
no. 22005-53-00012 located at 1581 E Phillips Lake Loop Road in Shelton to Bernard and Lisa
Stewart for the purchase price of $6, 000.
8.5 Approval to set a Public Hearing for Tuesday, February 17, 2026, at 9:15 a.m. to amend the 2026
Annual Construction Program and 2026-2031 Six -Year Transportation Improvement Program
(TIP).
Cmmr. Neatherlin/Trask moved and seconded to approve action items 8.1 through 8.5. Motion
carried unanimously. Neatherlin-aye; Tarzwell-aye; Trask -aye.
9. Other Business (Department Heads and Elected Officials)
Steve Duenkel, Auditor, shared that the Elections department is preparing for the February 10,
2026, election, which will include five measures. Ballots will be mailed to voters on January 20,
2026.
10. 9:15 a.m. Public Hearings and Items Set for a Certain Time
No public hearings.
11. Board's Calendar and Reports — The Commissioners reported on meetings attended the past
week and announced their upcoming weekly meetings.
