Loan No. 91-07 was issued in the amount of $166,000 at an interest rate of 2.75 percent, and Loan No. 91-08 was issued in the amount of $107,400 at an interest rate of 3.125 percent. As of January 1, 2026, the outstanding balances on the loans were $148,333 and $97,627, respectively. Beards Cove Water has sufficient financial capacity to fully repay both loans. As of January 1, 2026, the fund’s cash balance totaled $1,267,953. The 2026 adopted budget includes projected revenues of $655,000 and expenditures of $970,703. The County is currently earning approximately 3.82 percent on invested funds, although this rate is subject to change. There is no prepayment penalty associated with these USDA loans, and additional principal payments or early payoff are permitted. Paying off the loans in 2026 could potentially save the County approximately $135,000 in interest costs over the remaining loan terms. The USDA requires approximately two weeks’ advance notice and a specified payoff date to calculate the final payoff amount. Public Works seeks to apply for Restoration grant funds for construction of fish barrier culvert replacements on tributaries entering Little Skookum Inlet, along Lynch Road and Phillips Road, as well as Lower Uncle John on Agate Loop Road. These six projects would all be applied for separately. Grants are estimated to be awarded in 2027 calendar year. Associated Costs/Budget Impact (amount, funding source, budget amendment, etc.): See attached Project Funding breakdown. The combined total project cost for all six projects is estimated to be $8,208,885.00 for permitting, construction/materials and construction management, Mason County’s 15% combined total match is estimated to be $1,023,000.00. The grant would fund approximately $7,185,865.00. Public Outreach: The priority barrier removal projects were developed by Public Works and vetted by the WRIA 14 Lead Entity. Requested Action: Recommend the Board of Mason County Commissioners authorize the submittal of the Fish Barrier Removal Board Grant Program applications for the Little Skookum barrier culvert replacement projects along Lynch Road and Phillips Road, and Lower Uncle John on Agate Loop Road, authorize the County Engineer and/or Chair to sign all pertinent document(s), and the County Engineer to advertise, set bid dates/times, award contract(s) as needed for the projects.
