DHS-FEMA-EMPG-FY24 Page 2 of 7 Mason County, E25-112 Amendment 2 Attachment D Revision 1 WORK PLAN FY 2024 Emergency Management Performance Grant The purpose of this attachment is to identify the activities planned by the Subrecipient under this Grant Agreement, funded by EMPG and required match funding, and subsequently approved as allowable under EMPG by the EMPG Program Manager. Emergency Management Organization: Mason County Division Emergency Management (DEM) The purpose of EM PG is to assist with the enhancement, sustainment and improvement of state, local, and tribal emergency management programs. Activities conducted using EMPG funding should relate directly to the five mission areas of the national preparedness goal of prevention, protection, response, recovery, and mitigation. Washington State does not require a specific number of activities to receive EMPG funding. However, there are required capabilities that must be sustained in order to remain eligible for EMPG funding, including but not limited to the ability to communicate and warn, educate the public, plan, train, exercise, and be NIMS compliant. The Work Plan delineates the Emergency Management Organization's emergency management program planning and priority focus for this grant cycle (to include EMPG grant and local funds). Priority Area #1 4.12 Emergency Public Information and Education Primary Core Capability Community Resilience Secondary Core Capability Public Information and Warning Build or Sustain Sustaining/Maintaining WORK PLANNED IDENTIFIED GAP/NEED ANTICIPATED PROJECT IMPACT Renew the 2025 contract with Code Red for a public warning system for Mason County and increase the enrollment throughout County partnership for the purpose of emergency notification. We utilize a QR Code for alert sign ups that are provided during community outreach events, trainings, and new staff orientation. The QR code is posted on our Facebook page as well as the CodeRed sign up link that is also posted on the County website. To ensure emergency warnings reach citizens, both local and visitors, in Mason County. We are mandated to provide an emergency warning system per our EAS plan. In compliance with the After Action Review of the McEwan Fire and following activations, Public Notification has been noted as a shortcoming within Mason County's ability to provide emergency alerts and updates. Execute the contract with Code Red for use as our public warning system. Gain additional subscribers and expand our ability to give out emergency information in several different formats. •ri•rity 'r 2 4.12 Emergency Public Information and Education Primary Core Capability Community Resilience Secondary Core Capability Long-term Vulnerability Reduction Build or Sustain Sustaining/Maintaining WORK PLANNED IDENTIFIED GAP/NEED ANTICIPATED PROJECT IMPACT Purchase all hazards community outreach and preparedness materials and supplies to support and provide preparedness presentations, community outreach events, job fairs, resource fairs, community risk reduction events, and training. There is an ongoing need for public awareness and knowledge of emergency preparedness and a high demand to provide this information at public education presentations and training. This is part of our whole community approach in education for emergency preparedness. These educational and preparedness materials will provide the citizens with the education and tools needed to make family emergency plans, survival kits, and coordinate community efforts to help families, neighborhoods and communities. DHS-FEMA-EMPG-FY24 Page 3 of 7 Mason County, E25-112 Amendment 2 Priority Area #3 4.6 Incident Management Primary Core Capability Operational Communications Secondary Core Capability Operational Coordination Build or Sustain Sustaining/Maintaining WORK PLANNED IDENTIFIED GAP/NEED ANTICIPATED PROJECT IMPACT Continuing the PLAN (23EMPG) to upgrade and outfit the Primary and Secondary EOCs and to complete the last phase of the mobile communications van operational capability. - Complete the purchase of minor equipment and supplies, including but not limited to, hard boxes for radio storage, watt meters, IC 7300 mini radio manuals (waterproof), antenna tripod, ARRL manuals, noise reduction filters, etc. - Evaluate and provide needed maintenance (rental of manlift to safely access the EOC antennas) - Purchase laptop monitor extender (04MD-03-DISP) "Emergency responders across the state have difficulty communicating with each other due to unreliable radio coverage from outdated and technologically inadequate equipment and infrastructure. SPR p. 304" "Radio communication gaps across the state in local jurisdictions due to aging equipment and infrastructure, changes in technology and the inability to keep pace, and challenges due to mountainous terrain. SPR p. 303" Necessary to establish and maintain command and control. This will meet the regulatory requirements to establish and maintain the primary and alternate EOCs due to the Hazard Mitigation analysis indicating the county's topography which divides it geographically. The alternate EOC is located on the opposite side of the geographical divide, which will allow service to continue throughout the county. Priority Area #4 Primary Core Capability 4.6 Incident Management Community Resilience Secondary Core Capability Long-term Vulnerability Reduction Build or Sustain Building WORK PLANNED IDENTIFIED GAP/NEED ANTICIPATED PROJECT IMPACT Continue expansion and standardization of the previously grant purchased CERT trailers. Purchase approximately 40 Community Emergency Response Team (CERT) backpacks (21GN-00-CCEQ) as our program continues to grow based on requests from other geographical areas in the county, as initial issue PPE for training and response, which complies with NIMS and ICS, maintaining command, control and communication with secondary response groups. We will continue to host CERT trainings as well as refresher trainings for the existing teams and will assign the new backpacks during these events. The CERT program educates volunteers about disaster preparedness for the hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search, team organization, and disaster medical operations. For many years Mason County has been providing CERT training for its citizens, and we now have several trained groups located throughout the county. As a county with very limited resources, we rely heavily on these groups to assist us during an emergency or disaster. Due to topography and numerous water bodies, the county is very divided, and communities can easily become isolated islands during winter storms, earthquakes, Having these trailers and supplies (critical infrastructure) in place prior (pre -planning) to a major emergency or disaster will build a more resilient community. The citizens within the county will have quicker and easier access to life-saving supplies if they become and isolated community. This project will also strengthen the communication and coordination with all our CERT. DHS-FEMA-EMPG-FY24 Page 4 of 7 Mason County, E25-112 Amendment 2 landslides and other emergencies/disasters that can Interrupt transportation routes. If this happens then our CERT members may be left without the necessary equipment to safely and efficiently do their jobs when needed. The pre -staged CERT trailers, with supplies, in these areas would allow our CERT to be self-sufficient and have the necessary equipment to provide life safety response without delay. Our CERT will likely be the first response, especially within their own communities. They will be able to effectively triage and identify where other limited resources (Fire, EMS, LE) would respond, allowing them to prioritize calls. Update and revise the CEMP and appendices, emergency operational plans and policies to align with Mason County's operational approach to using ICS/Area Command during disaster response. The CEMP is a requirement of RCW 38,52.033 (3) and needs reviewed/updated every 5 years. Our current plan requires review in 2024. Revisions will provide clarity on the county's roles and responsibilities for emergency management, ensuring plans are in place for a smooth transition of governmental operations, emergency activation, and disaster response.
