Please provide this letter to the county and it addresses what we discussed in the meeting with county staff. This report address wetlands and buffers for the forest practice permit and road construction. The report format is a little different as it starts with impacts and walks it backwards to how we get to the conclusions and why we are providing the information in the report in this manner. Impacts There will be no direct impacts to any wetlands. No wetland will be filled or impacted. An existing road at the south end of the site historically crossed a wetland finger, this road will be upgraded under maintenance exemption, thus no mitigation is needed for activities on this road. The exception may be at the edges of the buffer where the proposed road may deviate from the historic road bed. We will determine this with the as-built drawing. Which brings us to buffer impacts. The buffer will be impacted in several locations by road construction. The attached map shows the buffer averaging that will be used as mitigation for buffer impacts. Wetlands Wetlands A, B, C, D1 and D2 are shown on the map. The preliminary wetland map is based on the air photo and will be confirmed when lot lines are staked for the BLA. The road crossing at Wetland D is staked in the field and survey data shows the edge of the wetland near stake 2318 as shown on the survey. The field survey shot in the existing road and overlays the proposed road on the same footprint on the site. Thus, no wetland impacts or filling is proposed. The delineation is simple as it is based on the elevation of each wetland. All the wetlands are forested and scrub/shrub and supported by groundwater. Each wetland 2020.03.28 Gregory 5160 Page 2 boundary is based on a uniform elevation around the perimeter. The boundary is easy to see in the field as the water mark and vegetation match up. The elevation of Wetland A is different than the others as it is not directly associated with the pond. When the BLA staking of the property corners occurs the precise elevation of the wetland boundary will be staked in the field with the 110 foot buffer from the edge of wetland per Table 8.52.110(D) from code. All the wetlands are Category 3 with a function for habitat value of 6. One rating form is appropriate for all the wetlands. Habitat is obvious and given the highest rating for H 2.0 thus no map is needed. All wetlands have similar vegetation of willow, salmonberry, hard hack, and slough sedge. They are all ponded in the winter. None of the wetland exhibit hydric soils as there are a problem area. The soils and water are too cold in the early spring and not in place long enough to create anaerobic conditions. Vegetation Vegetation of the wetlands is more or less uniform stands of willow trees, willow, hard hack and rose scrub/shrub and slough sedge in the herbaceous layer. The edge of the pond has shore pines around the perimeter of the pond. Soils Soils of the area are mapped as the Grove and Shelton series (map units Gh and Sf). Wetland D is mapped as the McKenna series (map unit Mc). The Grove and Shelton series are not on the hydric soils list or considered wetland soils; the McKenna is. Soils in the pond and wetlands tends to match the Shelton series and does not meet hydric criteria. This has a complicated explanation not needing discussed at this point. The wetland is more or less based on the edge of wetland vegetation and edge of the pond. Hydrology Wetland hydrology is driven by the rising and falling groundwater table of the area. Wetland A dries out in the summer and is ponded in the winter. The pond water elevation rises and falls with the season. The perimeter of the pond is surveyed in and an elevation will be established on the final site plan for the OHWM of the pond. The wetland is at that OHWM where wetland vegetation is present. Pond The pond is not a lake as it is under 20 acres. Code requires a 50 foot buffer. A 75 foot buffer is proposed. The OHW M is surveyed on the map and will be confirmed with the 2020.03.28 Gregory 5160 Page 3 final BLA lot and buffer line staking. The pond buffer will be made larger in some areas to mitigate impacts to wetland buffers and as part of the overall buffer averaging plan. The pond is considered a deep water habitat per the 1987 manual and not regulated as a wetland. Code recognizes the pond and regulates it with a standard 50 foot buffer. Buffer Standard pond buffer is 50 feet, but a 75 foot buffer is proposed and shown. 110 ft. average wetland buffers are shown as preliminary and will be finalized on the as-built plan of the BLA. Precise road work edges and wetlands will be provided on the final survey drawing. Conceptual buffer averaging on the attached plan shows all roads will be outside wetland and pond buffers. Area A Area A is marked on the map and addresses where the road enters the site next to Wetland A. The centerline of the road is staked in the field , offsetting the road width, all activity is outside the wetland boundary. However, the road must be built through the wetland buffer to access the site so mitigation for the buffer impacts is required. A conceptual mitigation plan uses buffer averaging to add buffer at a 1:1 ratio for lost buffer area to gained buffer area. Areas B, C and D Areas B, C and D are wetland fingers off the pond. Wetland D is separated by the historic road into D1 and D2 on each side of the road. The new road will be within the historic old road margins, thus no mitigation is required as this is road maintenance. The final BLA drawing will survey in the as-built road, any new road that disturbs buffer will be mitigated per below. Conceptual Mitigation The attached site plan shows mitigation in the form of buffer averaging. The areas of buffer impacts will be mitigated at 1:1 replacement, For every square foot of buffer impacted/lost a foot of additional buffer will be added. This is basically buffer averaging. Buffer averaging has minimum widths, those areas of the buffer lost where beyond the minimum width will be considered mitigated with the same procedure as buffer averaging. The attached color drawing shows 21,268 sq. ft. of buffer lost and replaced with 21,773 sq. ft. of buffer gained. The as-built will provide the final numbers and locations once the road is constructed. The easement is wider than the required road, thus the as -built plan will provide detailed survey data on the roadway footprint. Protective covenants per code will be placed on the final BLA. 2020.03.28 Gregory 5160 Page 4 Road Construction Exemption The following section of code provides the exemption of reconstruction of the existing road as long as all activity stays within the previously disturbed area. 8.52.200 - General exemptions. The following activities shall be exempt from the provisions of this ordinance: (6) Maintenance, operation, reconstruction of, or addition to, existing roads, streets, and driveways, provided that reconstruction of, or addition to, any such facilities does not ex tend outside the previously disturbed area. Delineation The wetland is delineated based on available resources including air photos. The road at Wetland A and crossing at Wetland D are per the field survey. The field stakes show the proposed road location in the field and this is reflected on the map. The BLA final plat will have a final delineation of the wetlands based on field shots and buffer sign placement on each new lot. The wetland boundary is obvious in the field and based on a uniform elevation. When final property corners and road locations are staked the precise wetland and buffer boundaries will be shot in, staked and put on a final plat map. Sufficient information on all the wetlands and locations makes it clear there is no direct impact to any wetland. Conclusion The wetland study delineates Wetland A isolated from the pond and Wetlands B, C and D attached to the pond. The pond has no outlet and as such all wetlands are isolated. No wetland will be filled or altered. Wetland buffers are required to be crossed and will be buffer averaged to avoid impacting or when not possible mitigated at 1:1 replacement as part of the buffer averaging plan. The pond is given a 75 foot set back and the wetlands are all Category 3 with 110 foot buffers, to be averaged. The plat/site plan and drawing for the Forest permit and road permit will include provisions for a final delineation of the wetlands and averaging of the buffer with protection as part of the as-built and/or BLA. In this case, identify which hydrologic criteria in questions 1 - 7 apply, and go to Question 8. At least 30% of the open water area is deeper than 6.6 ft (2 m). HGM Classification of Wetland in Western Washington If your wetland can be classified as a Freshwater Tidal Fringe use the forms for Riverine wetlands. If it is Saltwater Tidal Fringe it is an Estuarine wetland and is not scored. This method cannot be used to score functions for estuarine wetlands. The vegetated part of the wetland is on the shores of a body of permanent open water (without any plants on the surface at any time of the year) at least 20 ac (8 ha) in size; The water flows through the wetland in one direction (unidirectional) and usually comes from seeps. It may flow subsurface, as sheetflow, or in a swale without distinct banks. NOTE: Surface water does not pond in these type of wetlands except occasionally in very small and shallow depressions or behind hummocks (depressions are usually <3 ft diameter and less than 1 ft deep). The unit is in a valley, or stream channel, where it gets inundated by overbank flooding from that stream or river, 2. The entire wetland unit is flat and precipitation is the only source (>90%) of water to it. Groundwater and surface water runoff are NOT sources of water to the unit. Is the entire wetland unit located in a very flat area with no obvious depression and no overbank flooding? The unit does not pond surface water more than a few inches. The unit seems to be maintained by high groundwater in the area. The wetland may be ditched, but has no obvious natural outlet. 8. Your wetland unit seems to be difficult to classify and probably contains several different HGM classes. For example, seeps at the base of a slope may grade into a riverine floodplain, or a small stream within a Depressional wetland has a zone of flooding along its sides. GO BACK AND IDENTIFY WHICH OF THE HYDROLOGIC REGIMES DESCRIBED IN QUESTIONS 1-7 APPLY TO DIFFERENT AREAS IN THE UNIT (make a rough sketch to help you decide). Use the following table to identify the appropriate class to use for the rating system if you have several HGM classes present within the wetland unit being scored. 6. Is the entire wetland unit in a topographic depression in which water ponds, or is saturated to the surface, at some time during the year? This means that any outlet, if present, is higher than the interior of the wetland. Riverine Treat as ESTUARINE Slope + Lake Fringe Depressional + Riverine along stream within boundary of depression Depressional + Lake Fringe Riverine + Lake Fringe NOTE: Use this table only if the class that is recommended in the second column represents 10% or more of the total area of the wetland unit being rated.
