Closed Session — RCW 42.30.140(4) Labor Discussion Commissioners Neatherlin, Tarzwell, and Trask met in closed session for labor negotiation from 9:00 a.m. to 10:00 a.m. Travis Adams, Kayla Brinckmeyer, Kim Monroe and Cabot Dow were also in attendance. 10:00 A.M. Community Development — Kell Rowen Commissioners Neatherlin, Tarzwell, and Trask were in attendance. • Randy Collins, Fire Marshall, requested consideration of funding a Community Wildfire Preparedness Plan (CWPP) through the Request for Proposal (RFP) process. Cmmr's agreed to reach out to other stakeholders to explore potential funding assistance for the CWPP but will proceed with the RFP process at this time. • Kell Rowen presented a news release announcing three open positions on the Planning Advisory Commission (PAC): one vacancy in District 1 and two in District 3. Approved to move forward. • Marissa Watson presented the 2025 Draft Comprehensive Plan Periodic Update, and requested scheduling a joint work session with the PAC and the Cmmr's. A joint worksession will be held on October 20, 2025 at 1:00 p.m. in the Commission Chambers. 10:25 A.M. Public Health — David Windom Commissioners Neatherlin, Tarzwell, and Trask were in attendance. • David Windom requested approval of the Law Enforcement Assisted Diversion (LEAD) subcontract with Olympic Health & Recovery Services in the amount of $832,408 from July 1, 2025 through June 30, 2027. Approved to move forward. • David Windom discussed funding contracts, noting that Women, Infants & Children (WIC) funding will run out in approximately 10 days, which would result in the temporary closure of the WIC office. 10:35 A.M. 10:40 A.M. Public Works — Loretta Swanson Commissioners Neatherlin, Tarzwell, and Trask were in attendance. • The Commissioners read over the 2026 Solid Waste Rate Increase news release. Approved to move forward. Central Services — Travis Adams Commissioners Neatherlin Tarzwell, and Trask were in attendance. • Travis Adams explained that parcel numbers have been corrected for the surplus properties on Public Works Drive. • Travis presented a Resolution to update to the Veterans' Advisory Board Operating Policy and Procedures from the recommendation of the Veterans Advisory Board (VAB). Approved to move forward. • Travis presented a request to authorize purchase of a QuickBooks subscription for the Veterans Assistance Fund (VAF) to enhance the financial management, with the cost fully covered by the VAF. Approved to move forward. • Kelly Frazier requested approval to purchase a surplus 2002 Ford F550 flatbed truck with sander and plow attachment from Public Works for $1,000. Approved to move forward. • Jennifer Beierle presented the 2026 Enterprise Vehicle Lease Replacement estimate, and requested approval to authorize the County Administrator to purchase 14 replacement 2026 vehicles, with an estimated savings of $15,000. Approved to move forward. • Jenn presented an overview of the 2026 Proposed Budget Draft — the Beginning Fund Balance at $24 million; 2026 Maintenance Level Budget $46,630,556; Expenditures $57,244,998; 289.12 FTE's (Full time Equivalent); currently 5.68% more revenue than 2024; 1.12% additional expenditures; Policy level requests $2,757,142; 7 FTE's requested $691,899; General Fund Operating Expense Requests $2,065,243. Board of Mason County Commissioners' Briefing Minutes Mason County Commission Chambers, 411 N 5th Street, Shelton, WA 98584 • Jen reported receiving a request from PUD 1 for $5,000 in .09 funds for the Jorstad Creek Substation project. Commissioners discussed establishing a deadline or application window for submitting .09 fund request. Staff will return at a future briefing with proposed procedural options. • Jen reported a challenge with position control, noting that the current setup of job classes is creating significant obstacles. Changes to the job classes are needed to resolve the issue this year. It was noted that this matter should be addressed by HR and brought forward by the Auditor's Office rather than the Budget Office. Jen will reach out to Leo to emphasize that this is a priority for the Board and will include Travis in the communication. • John Taylor requested approval to sign the State Homeland Security Program (SHSP) FY-24 Grant Contract #E25-209 amendment from the Washington State Military Department and US Department of Homeland Security, reflecting equipment and subproject updates, with no change to the total contract amount. Approved to move forward. • Kelly Frazier announced that pink and purple lights will be placed in the windows of the Administrative Building in honor of Domestic Violence and Breast Cancer Awareness month, and will be replaced with green lights in November in honor of Veterans. • Kell Rowen explained that the Squaxin Island Tribe would like to meet with the Commissioners to discuss the Comprehensive Plan water issues. The Cmmr's agreed to host a special meeting with the Tribes.
