9:00 A.M. Closed Session — RCW 42.30.140(4) Labor Discussion
Commissioners Neatherlin, Shutty, and Trask met in closed session for labor negotiation from
9:00 a.m. to 9:30 a.m. Mark Neary, Christopher Pinkston, Cabot Dow, and Lindsey Smith
were also in attendance.

Treasurer's Office — Lisa Frazier
Commissioners Neatherlin and Trask were in attendance via Zoom.
• Paige Roberts shared the Resolution for the cancellation of outstanding warrants. Monies
from these warrants will be deposited back to those County funds they were initially intended
for a total amount of $17,649.01. Approved to move forward.
Support Services — Mark Neary
Commissioners Neatherlin and Trask were in attendance via Zoom.
• Jen Beierle shared the Blake Reimbursement Agreement the Washington State Administrative
Office of the Courts (AOC) to continue the contract from July 1, 2024 through June 30, 2025.
Approved to move forward.
• Jen shared that there is a slight wording change to the Resolution amending Resolution 15-81
Deleting Budgetary Accounting Fund #192 Skokomish Flood Zone, which will be before the
Comm'rs on August 27, 2024.
• Todd Cannon presented the Data Access Agreement which is designed to protect Mason
County's data and systems when shared with or accessed by external vendors. The agreement
outlines the responsibilities and liabilities of those vendors who have access to the County's
data. Approved to move forward.
• Todd presented the IT Incident Response Policy, which outlines the responsibilities and
procedures for responding to security threats that may compromise the confidentiality,
integrity or availability of IT resources. This will protect the County's information' systems
by ensuring a coordinated and effective response to any security incident. The Policy will be
distributed to all departments, who will then respond with an outline and work with IT to
finalize their specific response plans. Once the plans are finalized, a mock hour-long
"outage" will be scheduled in order to test these plans. Approved to move forward.
• Becky Rogers shared the Board of Equalization Application from Katherine McLean. There
are currently two vacant positions. The Comm'rs agreed to move forward without an
interview.
9:50 A.M. Public Health — Dave Windom
Commissioners Neatherlin and Trask were in attendance via Zoom.
• Ian Tracy shared that the Board of Health approved the Basic Sanitation Policy to provide
guidance to staff and ensure consistency when they encounter non -permitted living
conditions.
• Ian shared that multiple complaints have been received from the public regarding the slow
process of code enforcement and the limited ability for staff to effect change on properties
with significant challenges. It was agreed that a work session will be scheduled to discuss this
issue.
• Melissa Casey shared that the Vital Records & Community Health divisions of Public Health
will be moving to a new location during the last two weeks of August.

• Dave shared that he recently had a conversation with Abe Gardiner regarding mobile health
care, and Public Health is currently in the process of getting Requests for Proposals (RFPs) to
purchase a mobile health van. It was discussed that Mason General Hospital might be
interested in also renting this new mobile health van a few times a month. Additional
information will be brought forward in the future.
Auditor's Office — Steve Duenkel
Commissioners Neatherlin and Trask were in attendance via Zoom.
• Steve Duenkel explained that the Office of Secretary of State has called for a statewide
manual recount of the primary election race for Commissioner of Public Lands. The recount
will be conducted during the week of August 26, 2024 at the Public Works conference room.
10:00 A.M. Public Works — Dave Smith
Commissioners Neatherlin and Trask were in attendance via Zoom.
• Dave Smith shared the application for a Private Line Occupancy Permit from Mary Ruth
Mann to install electric and water line along the road at 16621 NE North Shore Road.
