A "Special Use" is one that possesses unique characteristics due to size, nature, intensity of use, technological processes involved, demands upon public services, relationship to surrounding lands, or other factors. The purpose of this application is to provide for adequate oversight and review of such development proposals, in order to assure that such uses are developed in harmony with surrounding land uses, and in a manner consistent with the intent of the Development Regulations for Mason County; Ordinance No. 82-96. Consistency with the Comprehensive Plan The proposed use is consistent with Mason County's Comprehensive Plan,which supports increased housing options in rural areas, provided they do not compromise rural character. The ADU supports the goal of encouraging affordable and diverse housing options while using existing infrastructure efficiently.The plan specifically encourages ADUs as a way to meet Local housing needs while maintaining low-intensity land use in rural zones. 3.Hazardous Conditions and Mitigation The proposed ADU does not introduce hazardous conditions.The manufactured home will be placed on a properly graded and prepared site that meets all state and local siting requirements. Measures such as erosion control,stormwater management, and adherence to environmental health standards will be implemented to protect adjacent properties and the broader community. No hazardous materials or activities are associated with the use of the structure. 4. Public Facilities and Infrastructure The property is served by adequate infrastructure and public services,including an approved septic system and private well. No new demands will be placed on county capital facilities beyond what is typical for rural residential development.The site will not require the expansion of public roads or utilities as part of this proposal.All utilities will be installed per code and coordinated with local providers. 5. Impact on Adjacent Lands The ADU will have minimal to no impact on existing uses on adjacent lands.The rural nature of the neighborhood allows for generous spacing between structures.The ADU will be positioned to preserve privacy for neighboring properties and will conform to aesthetic and landscaping standards that complement the existing environment. No municipal water, sewer, or stormwater systems are required for this development.The ADU will be self-contained,in keeping with the rural character of the area. Surface and Storm Water Run-off Routes The site includes an existing poured concrete driveway and parking area equipped with storm water grates designed to collect and manage surface run-off efficiently.Splash blocks will be strategically placed to direct roof water away from the foundation and toward these drainage points. Run-off from the rear of the proposed ADU will be directed to native vegetation areas, allowing for natural infiltration and minimizing erosion.These measures ensure that storm water is effectively managed onsite without adverse impact to surrounding properties or the natural environment. Site Layout and Parking Plan The proposed Accessory Dwelling Unit(ADU), measuring 15 ft. by60 ft. (900 sq.ft.),will be a detached structure located to the west of the existing primary residence,as outlined in yellow on the included aerial site image.The structure will be sited within an existing clearing, minimizing disturbance to surrounding vegetation. Dedicated parking for the ADU is outlined in green and is located adjacent to the primary residence and driveway.This area is already surfaced with poured concrete and requires no additional site work.The ADU parking area is entirely separate from the primary residence's dedicated parking,which includes a garage and driveway space in front of the main home. This setup meets the zoning requirement for off-street parking and ensures safe and convenient access to both dwellings without encroaching on shared space.
