9:00 A.M. Closed Session — RCW 42.30.140(4) Labor Discussion
Commissioners Neatherlin, Tarzwell, and Trask met in closed session for labor negotiation from 9:00
a.m. to 10:00 a.m. Travis Adams, Chris Pinkston, Kayla Brinckmeyer, Cabot Dow, and Lindsey Smith
were also in attendance.
10:00 A.M. Executive Session - RCW 42.30.110 (1)(c) Real Estate
Commissioners Neatherlin, Tarzwell, and Trask met in executive session for real estate from 10:00
a.m. to 10:20 a.m. Travis Adams and Chris Pinkston were also in attendance.

Central Services — Travis Adams
Commissioners Neatherlin, Tarzwell, and Trask were in attendance.
• Travis and Kevin Shutty, Executive Director for the Economic Development Council (EDC), shared
the 2025-2026 Comprehensive Economic Development Strategy (CEDS) list. The total amount of
project costs is $171,003,209.27 and about ten percent (10%) of the funding has been secured by the
sponsor agencies. Approved to move forward.
• Nichole Wilston shared the request for Defense & Indemnification coverage assigned by the County as
named defendants in the case of John L Corrigan, Sr. v Mason County, et al., case no. 25-2-00390-23,
served upon the county on June 30, 2025, via Auditor's Office: Stephen Greer, Patsy Robinson, and
Anne Mullen. Approved to move forward.
• Kelly Frazier requested to purchase an air conditioning (AC) unit for the Building 10 server room for
the estimated cost of $13,627.03 from Real Estate Excise Tax (REET) funding. Approved to move
forward.
• Jennifer Beierle discussed the close out of the Jail Study Community Development Block Grant
(CDBG) and requested to de -obligate $345,467.89 of the remaining funds. Approved to move forward.
• Jennifer shared the June 2025 financial report. Current Expense revenue $24,936,961 at 56%.
Treasurer Department receipts $17,626,962. Current Expense expenditure $21,701,485 at 38%. Six -
year specific revenue streams: Community Development revenue $1,225,908; Detention and
Correction services $3,595; Current Expense property tax $6,205,699; Road Diversion property tax
$627,719; County Road property tax $6,245,398; Current Expense sales tax $4,685,265; Criminal
Justice tax $997,353; Rural Sales and Use tax $569,004; Homelessness Prevention filings $299,150;
Lodging tax $371,389; and REET 1 and 2 $751,667 each. Total collected revenue $4,685,265.45;
revenue budgeted $9.5 million; and projected end of year revenue $9,990,874.43. Current Expense
cash $26,301,533. Special Fund cash $66,631,307. Motor Pool expenditure $811,925 at 38.66%.
Special and Other Fund revenue $26,376,623 at 47%. Special and Other Fund expenditure $23,591,818
at 33%. Total debt $15,820,733. Remaining debt capacity $203,161,663.
• Cmmr. Trask discussed the proposed contract from Angela Avery Law for the Public Defender's office.
10:50 A.M. Sheriff's Office — Chief Dracobly & Chief Hanson
Commissioners Neatherlin, Tarzwell, and Trask were in attendance.
• Chief Dracobly discussed the Washington Association of Sheriffs and Police Chiefs (WASPC) grant to
expand the County's co -responder program. An allocation from Treatment Sales Tax (TST) will be
required - $5,400 for the first year and $32,571.68 for the second year. Approved to move forward.
• Chief Hanson provided an update on the Nisqually Jail population. The population has spiked twice in
the last month. Booking limits were discussed.
11:00 A.M. Public Health — Melissa Casey
Commissioners Neatherlin, Tarzwell, and Trask were in attendance.
• Melissa shared the Community Action Council contract amendment for Consolidated Homeless Grant
(CHG) Housing and Essential Needs (HEN) funding in the amount of $102,780. The amendment will
reflect two months instead of one. Approved to move forward.

• Ian Tracy discussed the Local Solid Waste Financial Assistance Program (LWSFAP) renewal with the
Department of Ecology for $175,352. The Department of Ecology provides $131,514.00 and Mason
County contributes $43,838.00 from solid waste tipping fees. Approved to move forward.

11:25 A.M.
Community Development — Kell Rowen
Commissioners Neatherlin, Tarzwell, and Trask were in attendance.
• Kell provided a quarterly update on SmartGov (permitting software), the appointment system, average
permit turnaround time, building inspections, the scanning project paid for by American Rescue Plan
Act (ARPA) funding, and code enforcement.
• Kell requested to fill the open Program Support position. Approved to move forward.
Public Works — Loretta Swanson
Utilities & Waste Management
Commissioners Neatherlin, Tarzwell, and Trask were in attendance.
• Richard Dickinson shared the Request for Quotes (RFQ) for biosolid removal and disposal (sludge
hauling services). Approved to move forward.
• Loretta shared the Solid Waste Recycling and Outer Station Transfer contract with Mason County
Garbage, Inc. and requested to renew the contract.
• Stephanie Buhrman presented the Public Works Utilities and Waste Rate Review PowerPoint. Topics
included staff recommendations, North Bay Case Inlet sewer, Belfair sewer, Rustlewood sewer, Beards
Cove water, and Rustlewood water.
• Loretta provided an update on the Skokomish Valley Road project.
