Either auxiliary power facilities be installed, or a demonstration that power outage will not cause any sewage disposal problems be submitted. This is of concern to us since we expect to require provision for water service during periods of power outages. 2. The disposal system be both physically and fiscally sound and oper- able at the time of County assumption of responsibility. 3. The reserve drainfield be constructed simultaneously with the first drainfield with facilities for immediate switch-over in case of premature failure of the first drainfield, or the posting of a bond for construction of the second drainfield should this become neces- sary. The form and substance of the operation and maintenance agreement with the County will have to be negotiated by the owner and the County. The design of the system is satisfactory technically and formal approval will be given when the operation and maintenance agreement is properly executed. The water distribution piping is satisfactory and approval will be given under separate cover. James Connolly, Director Re: Preliminary Plat Report Mason County Planning Department BLUE HERON CONDIMINIUM Mason County Courthouse Shelton, Washington Dear Mr. Connolly: Provisions in Article VIII of the Thurston-Mason District Board of Health Sanitary Code "Providing for Preliminary Platting Standards to complement Existing Platting Ordinances" have been met for the above project and are hereby APPROVED. PROVIDED, That: 1. Satisfactory evidence of an approved public water supply and distribution system will be defined in covenants on the face of the final plat record- ing including maintenance responsibility and fU ture ownership. 2. If the Water System has not been completed, a performance bond to Mason County, equal to the estimated cost of the water system (plus 25% for contingencies), shall be filed with the Health Officer prior to recording of the final plat. Evidence of money on deposit or in escrow at a recognized financial firm may be provided in lieu of a performance bond. Preliminary to bonding, an itemized list of materials shall be sub- mitted to the State Health Department; such list should accompany the plans for the Water System. In any event a Water System as outlined in Section 9 of the above mentioned Article VIII shall be completed and water made available to each lot within two years of the final plat recording. 3. Acceptable bacteriological and chemical sampling results are obtained on the source water prior to Final Plat Recording. 1i. Restrictive covenants are provided for protection of the well site. 5. The design for the sewage disposal system is approved by the Department of Social and Health Services and the Department of Ecology if it is to be treated and discharged into Hood Canal, or approved by the Department of Social and Health Services and our office if it is to be ground disposal. Approval is granted PROVIDED THAT: A) All sewage wastes are hauled via approved septic tank pump truck, and an approved back-up truck is to be available. B) All sewage wastes are to be hauled to a sewage treatment plant for processing. Written assurance that Evergreen Septic has made arrangements for this must be provided. C) It is understood that approval is being granted for six months from the date of this letter. At that time the situation will be re-evaluated in conjunction with all information available regarding a future sanitary sewer and treatment plant installation on the South Shore. It will be the option of the Health District to approve or deny a request for exten- sion of the interim time period. D) If it becomes apparent that a treatment plant is not feasible on the South Shore (the county is conducting a study at this time) then construction on your approved sewage disposal system is to begin immediately. E) This office receives evidence that the performance bonds on water and sewage are being held by Mason County, as per the sewage and water maintenance agreement signed between the Krusz Company and Mason County on March 12, 1973. It is the understanding of this office that the hauling operation will be performed in conjunction with Evergreen Septic Service as per previous correspondence. As I re-read this paragraph , I believe it is not clear that the intent of all parties was that the sums retained would be $7 ,750.00 at all times , until the amount remain- ing on the bond was reduced to $10 ,000.00 , which latter sum is to remain on deposit until such time as the construction has been completed and the M & 0 bond is placed on file. I would appreciate your acknowledging the above by signing in the space indicated below, and returning copy to the undersigned. A study has been made by this Department of the Blue Heron Sewage Agreement. All criteria has been met, audit reports are on file and the Association has shown its competency to operate and maintain the system and has Chown its financial solvency. Reports to this Agency have indicated a possible problem with excessive infiltration into the existing sewage system and septic tank. This prob- lem should be investigated through the collection system and the septic tanks. The performance bond should include provisions for such an inspec- tion as well as an amount to cover corrections if necessary. 2. The plans call for approximately 61 lineal feet of perforated drainfield line per dwelling unit. In view of this, together with the permanent nature of the installation, it is critical that the developer dedicate an area of land as a reserve drainfield. Such an area must be equal in area, be located so as to be readily usable, and be equal in site condi- tions (soils, water table, etc.) as the primary drainfi.eld. 3. The cost estimates of $60,000 for the force main and drainfield are satis- factory. In summary, the cost estimate presented is satisfactory. In order to protect the County's interests however, we feel that the performance bond should also. include a cost to cover inspection of the collection system and septic tank during the wet months of the year, to determine if infiltration is a problem. A contingency for any needed repairs should also be included in the bond. Likewise, the owner must guarantee that a reserve drainfield, equal in capac- ity, and readily available, is provided. A report from Public Utility District No. 1 of Mason County which presents the history of power reliability at the Blue Heron site and how their new facilities (to be installed by August 1, 1973) wilt further increase power reliability at the Blue Heron. B. A copy of a letter to Cash Bridger, Mason County Engineer, recommending a sewer charge which will support the build- ing of two sinking funds -- one for drainfield replacement and the other for inptace renewal of the systems pumping station. Submittal "A" shows that for the most part, recent unscheduled outages run from fifteen minutes to 2-1 i4 hours during winter months when Blue Heron occupancy will be at its minimum. When power is out, the water system will not have enough pressure to allow the use of showers, washing-machines, etc. , although drinking water will be available at the storage tank and at the lowest dwelling units. With no significant flow corning into the septic tank, the tank out- fall pumps will not be required. The purpose of this certification is to allow you to re- lease a percentage of the bond funds, held on Mason County's behalf, so that the contractor can be paid. This is per the agreement of October 6, 1975, between the County and Independence Mortgage Trust and corrections of December 9, 1975, by J.C. Bridger, P.E. As outlined in our letter of March 21, 1977, we have deter- mined the percentage of the total work that each bid item represents and have evaluated the contractor's progress and request for payment on each. This is shown on the attached documents that we are for- warding to the owner. As you can see, the work has been completed and, except for a minor problem that developed with one pump during the final test, the system is operational. The problem pump is in Seattle at the moment being checked by the manufacturer's representative and should be back in service shortly. It is our feeling that the contractors are completed with the work, and a minor problem such as this can be handled by the 10% retainage that the owner will hold until the system is fully operational.
