Hi Rhonda,
I've reviewed the documents and correspondence you passed along—in this case I think a reduction of setback
presents a health risk to the users of the water system and I would not support this approach.
The only mitigation measure that I can tell is being used is that the drainfield is at a lower elevation than the water
line.Typically,the 10 feet of horizontal separation and 1 foot of vertical separation between potable water lines
and sewage lines is used under the assumption that both substances are contained in pipes. Here, sewage would
be discharging 5 feet away from potable drinking water.As you alluded to in your email to Dale Tahja,some form of
barrier(like a bentonite seal)would be appropriate to impede the movement of sewage towards the water line.
Alternatively, if everyone is very opposed to construction that might disturb the existing infrastructure,why not
make the septic drainfield smaller by using the full setback of 10 feet?

contract with NWS. While I certainly could comment on it, it likely wouldn't be appropriate at this point. I wish I could

applicant is Ashley Berschauer at 22492 N US Highway 101 (Parcel 42223-50-00900).While the existing old gravity
system has not yet failed,the homeowners would like to do a voluntary replacement to put in a brand new septic
system meeting Treatment Level A(highest treatment level possible in an onsite septic system) and exceeding the
100ft setback to surface water.The issue we are facing is that the only available spot for this new drainfield is 5ft
away from a fire hydrant connected to this water system you manage.The required drainfield setback per code is
10ft.The site plan may appear like there are other feasible areas for drainfields, but the area between the house
and bulkhead has a highwater table (saltwater intrusion) and the native soil beneath the concrete slab has been
removed.Thus,the only spot feasible is where the designer has shown.
The designer has communicated with the water system owner Mike Petz and has offered to double encase the
I waterline or even move the fire hydrant and pay for it, but Mike Petz does not want any construction or disturbance
of his fire hydrant or waterlines. Mike has written a letter stating they approve of the reduced setback to 5ft from

To Potach Beach Mutual Water Company,
My name is Dale L. Tahja- licensed On-site Sewage System Designer. I've been retained by
Ashley Berschauer, owner of the aforementioned property, to design a voluntary upgrade to the
existing on-site sewage system. The existing septic system was installed in 1960 and consist of
a gravity drainfield located 60 feet from the Hood Canal surface water. The proposed upgrade
is the latest in technology, comprised of a sand lined drip dispersal, preceded with aerobic
treatment, located 150 feet from surface water.
The proposed drainfield area is quite limited in size and has a fire hydrant located at the upper
edge of the area. The normal horizontal separation between a drainfield and water line is 10
feet. In order to place the drainfield in the only available area, I propose to have a small portion
of the drainfield reduced to 5 feet from the hydrant. The total area of the proposed drainfield is
300 square feet. The reduction from 10 feet to 5 feet will encumber 25 square feet,
approximately 8% (see attached drawings). The proposed drainfield is on a 10% slope and
down gradient from the hydrant. 92% of the proposed drainfield meets State and County
setback requirements.
I feel this reduced separation will not have a negative environmental impact on the existing
hydrant and supply water line. I have met on-site with County Staff and they indicate if I could
get a document supporting my proposal, that they would consider this reduction. I've been

Hey Rhonda, I've reached out to the Water Company, asking them to clarify the letter by adding the title
of the person who signed the letter and for them to print their name so we know who signed it. The Water
Co. is meeting this Thursday and hopefully, I'll get the letter squared away. I'll also find out the ID
number.
In order to encase approximately 7 feet of piping, it would require for that whole section of the system to
be excavated, piping disconnected, casing installed, and properly sealed. Placing bentonite around the
base of the hydrant would require excavating around it and compromising the stability it has
achieved over several decades.The Water Co. has informed me that they will not allow any
modifications to their system and feel comfortable with the mitigations I have presented to them.
At this time, I can not support your recommendations to encase and install bentonite.

signature this is on the letter you sent over.Also, I know you are doing this as a non-conforming repair, but I would
like you to try and meet the Class A mitigation to the best of your ability. I know the fire hydrant is a tough one, but
the line should be cased underground and perhaps some bentonite around the base of the hydrant. Can I include
this mitigation in your permit conditions?

If you can't find a reserve anyways,then we can just call it a non-conforming repair and not worry about waivers,
etc.You will just want to propose some type of mitigation for being less than 10ft from the hydrant and I think
having some letter from the Water Company is a good idea.This would be approved by EH if we can justify that we
are maximizing the vertical/horizontal separations to the maximum extent possible on the site per WAC 246-272A-
0280.
If you do find a reserve and you are trying to make it conforming for future building permit potential,then I think
they need to spend the money to move the fire hydrant. If you really want to put together a proposal for a Class C
waiver, I think you are going to have to draw up the plans and make some formal mitigation proposal for us to pass
on to DOH.
The whole parcel on GIS is 16,117 square feet but when I measure it without the tidelands, it's about 9,126 square
feet so I am not sure how the state would feel about this.

Hello Rhonda,
I'm racking my brain on this one. That darn fire hydrant, to move it would cost around $12,000 and would
need the approval of the water company. A Class A Waiver would give the necessary area to place an
Oscar downslope from the hydrant, provided extra protection of integrity of the water line is
accomplished. It's impossible to in case the hydrant with a schedule 40 pipe. I'm thinking of in casing the
hydrant and feeder pipe in bentonite. I'm guessing that would not qualify for a Class A Waiver, if it does,
great. I feel the only other option for this site is to apply for a Class C Waiver. If I could get the support of
the Water Company, would you be supportive of such a waiver?The lot is 0.37 acre (16,117 sq.ft.) and
seems to meet the minimum lot size for type 3 soil (15,000 sq.ft.). I've found no other location on the
property, due to vertical separation that would support a drainfield. The area directly behind the
bulkhead has no vertical separation. Thanks again for your input.

steel top bearing and motor coupling.These are assembled with our A.Y.McDonald stainless steel motors.Two wire
