You described that the well will be on the lake side of the home but still very close to the 90 foot distance from the lake shoreline. Due to the constraints that you face on the property with the location of the septic system, the proposed site of the well can still meet the intent of the buffer and building setback from Blacksmith Lake. The Department asks that: A) the minimum of further clearing of vegetation take place to position the well, in order to keep as much vegetation buffer in place; and B) the wastage material that is removed during the whole drilling process be confined in a small area (such as a small pit) so that this material and the liquid are not broadcast into the vegetation or allowed to flow towards the waterbody. Please communicate this information to the well contractor, as these are best management practices for development across Mason County. We examined the location of the septic system and needed setback and attenuation areas, and compared what area remains to locate the structures on your property. The Mason County Resource Ordinance Section 17.01.110 (Fish and Wildlife Conservation Areas) provides the buffers and setbacks for development adjacent to small lakes and streams. A subsection on buffers in these areas (D2 - provisions to decrease buffers) does allow a reduction of as much as 25 percent of the vegetation buffer as long as certain conditions are taken into consideration. In this case, the buffer is reduced from 100 feet to 75 feet and the 15 foot building setback is added from that point, for a total of 90 feet distance from the lake edge to the residence. This could be done by: a) no reduction of habitat quality of the buffer that is maintained; • 1 b) enhancing the degraded buffer or replanting of the disturbed buffer that is set aside; and c) retention of existing native vegetation on other portions of the site that provides equivalent 1 or greater habitat value to offset the loss of the reduced buffer. We can discuss this at the site visit going over the building stake out and see how your proposal can meet these considerations.
