INTRODUCTION
Ecological Land Services, Inc. (ELS) was contracted by Nick Reynolds to complete a wetland
delineation and buffer restoration plan for a 1.24-acre property located at 140 NE Mountain View
Place, in Tahuya, Mason County, Washington. The property consists of Mason County Tax Parcel
No. 223315200064,which is located in a portion of Section 31, Township 23 North, Range 2 West
of the Willamette Meridian (Figure 1). This report summarizes the findings of the wetland
delineation according to the Mason County Code (MCC) Section 8.52.110 - Wetlands for
delineation methodology, wetland categorization, and required buffer widths and proposes to
restore disturbed areas within the onsite wetland buffer in accordance with Mason County Code
(MCC) 8.52.275 Restoration/reparation.
METHODOLOGY
The wetland delineation followed the Routine Determination Method according to the U.S. Army
Corps of Engineers, Wetland Delineation Manual (Environmental Laboratory 1987) and the
Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Western Mountains,
Valleys and Coast Region, Version 2.0 (U.S. Army Engineer Research and Development Center
2010).
The Routine Determination Method examines three parameters—vegetation, soils, and
hydrology—to determine if wetlands exist in a given area. Hydrology is critical in determining
what is a wetland, but is often difficult to assess because hydrologic conditions can change
periodically (hourly, daily, or seasonally). Consequently, it is necessary to determine if
hydrophytic vegetation and hydric soils are present, which would indicate that water is present for
long enough duration to support a wetland plant community. By definition, wetlands are those
areas that are inundated or saturated by surface or groundwater at a frequency and duration
sufficient to support, and that under normal circumstances do support, a prevalence of vegetation
typically adapted for life in saturated soil conditions. Wetlands are regulated as "Waters of the
United States" by the U.S. Army Corps of Engineers (USACE), as "Waters of the State" by the
Washington Department of Ecology(Ecology), and locally by Mason County.
The site visit was conducted on April 20, 2021, during which two wetlands, Wetland A and
Wetland B, were identified onsite and one wetland was identified offsite. The boundaries of
Wetlands A and B were delineated onsite using consecutively numbered fluorescent flags labeled
"WETLAND DELINEATION." The upland was forested before logging during the fall of 2020.
Aerial imagery also showed the forest provided shade to Wetlands A and B. Due to site
disturbance from logging activities, the wetland boundary was determined primarily upon breaks
in topography and soils. The wetlands were confined within depressions and there was a distinct
topographic change from wetland to upland. Hydrology was absent at all upland test plots. The
vegetation had been disturbed in the upland this indicator was less reliable in some areas—
however,this indicator was still relied upon especially in undisturbed portions of the property such
as the wetlands. Vegetation, hydrology, and soil data were collected at five test plots to verify the
wetland boundaries (Appendix A).

SITE DESCRIPTION
This 1.24-acre property is on the north side of NE Mountain View Place in Tahuya, Mason
County, Washington (Figure 1). The property is bordered by NE Mountain View Place along the
south line where a historic logging road enters the property providing access to the southern
quarter of the property (Photoplate 1). A culvert is located under the logging road (Photoplate 1)
(Figure 2). The neighboring property to the southwest was also logged in 2020 but is similarly
undeveloped. Surrounding properties are developed with single-family homes. Topography
slopes from southeast to northwest across the property. The property was historically forested but
was logged in 2020, so the area had been recently disturbed by logging equipment, which altered
the soils, hydrology, and vegetation of the property (Photoplates 1 through 5). The vegetation
across the property consisted of coniferous forest before logging, but much of the vegetation and
soil was disturbed by logging activities (Photoplates 1 through 5). The existing vegetation and
logging slash piles indicate the property was dominated by Douglas fir, western red cedar,
rhododendron, Oregon grape, Indian plum, evergreen huckleberry, salal, bracken fern, and sword
fern.
The two onsite wetlands and the offsite wetland to the northwest are depressional systems.
Wetland A was identified in a depression straddling the southwestern property line and extends
vertically halfway up the property line. Wetland A was a Forested, Forested with three layers
wetland prior to logging (Photoplate 3). Wetland A has a seasonally flooded hydroperiod and
drainage that flows from southeast to northwest at the northwest corner of the wetland. The
drainage flows offsite towards the offsite wetland to the northwest (Figure 2). The wetland was
rated as a Category IV system that scores 15 total points and requires a 40-foot buffer from the
wetland boundary per the MCC Table 8.52.110(C) (Figure 2).
Wetland B was identified in a small depression along the eastern property line extending offsite to
the east. Wetland B contains emergent vegetation and is partially forested on the eastern side
(Photoplate 4). Wetland B has a seasonally flooded hydroperiod with no outlet. The wetland was
rated as a Category IV system that scores 15 total points. Wetland B is exempt from buffer
provisions per MCC 8.52.110(B)(2)(b) because it is less than 1,000 square feet.
The offsite wetland is a depressional scrub-shrub system with a permanently flooded hydroperiod
(Photoplate 5). The wetland has an intermittently flowing outlet that flows from southeast to
northwest from the northwest corner of the wetland (Figure 7b). The offsite wetland rated as a
Category III system that scores 17 total points and requires a 110-foot buffer from the wetland
boundary per the MCC Table 8.52.110(D) (Figure 2).
VEGETATION
Wetland Vegetation
Wetland A was a forested system prior to logging and is currently dominated by scrub-shrub and
emergent vegetation because of past logging of the upland portion of the property. The canopy
layer was dominated by Western red cedar (Thuja plicata. FAC) and Douglas fir (Pseudotsuga
menziesii, FACU). The sparse shrub layer contained spirea (Spiraea douglasii, FACW) and
Himalayan blackberry (Rubus armeniacus, FAC). Emergent species dominated portions of the
wetland where standing water was found and included wood fern (Dryopteris expansa, FACW),

slough sedge (Carex obnupta, OBL), water parsley (Oenanthe sarmentosa, OBL), and various
grasses (FAC).
Wetland B was a forested and emergent system. The canopy layer was dominated by Western red
cedar and Douglas fir along the wetland boundary. Two salmonberry (Rubus spectabilis, FAC)
plants were within the wetland but did not provide significant cover. The emergent layer was
dominated by slough sedge.
The offsite wetland was dominated by scrub-shrub species in the center of the wetland and was
surrounded by a forest of western red cedar and Douglas fir along the wetland boundary.
Upland Vegetation
The upland vegetation onsite consisted of Douglas fir in the canopy; evergreen huckleberry
(Vaccinium ovatum, FACU, salal (Gaultheria shallon, FACU), and Pacific rhododendron
(Rhododendron macrophyllum, FACU) in the shrub layer. The herbaceous layer was sparse with
scattered sword ferns.
The dominant vegetation found onsite is recorded on the attached wetland determination data
forms (Appendix A). The indicator status, following the common and scientific names, indicates
how likely a species is to be found in wetlands. Listed from most likely to least likely to be found
in wetlands,the indicator status categories are:
■ OBL (obligate wetland)—Almost always occur in wetlands.
■ FACW(facultative wetland)—Usually occur in wetlands,but may occur in non-wetlands.
■ FAC (facultative)—Occur in wetlands and non-wetlands.
■ FACU (facultative upland)—Usually occur in non-wetlands,but may occur in wetlands.
■ UPL (obligate upland)—Almost never occur in wetlands.
■ NI (no indicator)—Status not yet determined.
SOILS'
As referenced on the U.S.D.A. Natural Resources Conservation Service (MRCS 2021) website,
Alderwood gravely sandy loam, 8 to 15 percent slopes (Ab) is the primary soil mapped on the
property(Figure 4). Alderwood soils are typically found on glacially modified hills and ridges and
were formed from glacial drift and outwash. Alderwood soils are moderately deep moderately
well-drained and are not classified as hydric (NRCS 2016).
Wetland Soils
Test Plots 2 and 3 were conducted within Wetland A and Test Plot 4 was conducted within
Wetland B. The soil profiles were black (10YR 2/1) muck from the surface to greater than 16
inches below, meeting hydric soil indicator Al: Histosol.
Upland Soils
I Areas mapped as hydric soils do not necessarily mean that an area is or is not a wetland—hydrology,hydrophytic vegetation,and
hydric soils must all be present to classify an area as a wetland.

Test Plots 1 and 5 were conducted in the upland. The soil profile at Test Plot 1 had a restrictive
layer at a depth of 12 inches. The surface layer consisted of 2 inches of dark grayish brown (IOYR
3/2) gravelly sandy loam and the subsurface layer, from 2 to 12 inches depth, had a strong brown
(7.5YR 4/6) gravelly sandy loam. The soil profile at Test Plot 5 had a restrictive layer at a depth
of 6 inches. The surface layer consisted of 2 inches of dark grayish brown (IOYR 3/2) gravelly
sandy loam and the subsurface layer, from 2 to 6 inches depth, had a strong brown (7.5YR 4/6)
gravelly sandy loam with 20 percent dark grayish brown (IOYR 3/2) mixed through the matrix.
The soils at Test Plots 1 and 5 did not meet hydric soil criteria because the matrix chromas were
too high.
HYDROLOGY
Wetland A is a depressional system with a seasonally flooded hydroperiod. Water was observed
within the wetland as saturation and a high water table varying from 6 inches depth to 5 inches
depth. There were areas of standing water, approximately 1 inch deep,within the offsite portion of
the wetland. Wetland A has an intermittently flowing outlet flowing northwest towards the offsite
wetland.
Wetland B is a depressional system with a seasonally flooded hydroperiod. Water was observed
within the wetland as saturation and a high water table around 1-inch depth. Wetland B does not
have an outlet and loses water through evapotranspiration.
The offsite wetland is a depressional system with a permanently flooded hydroperiod. Water was
observed within the wetland as standing water approximately 12 inches deep. The offsite wetland
has an intermittently flowing outlet at its northwest corner and flows northwest.
All three depressional wetlands receive hydrology through precipitation and seasonally high water
tables. There was no hydrology or evidence of hydrology within the uplands.
CRITICAL AREAS INVENTORY2
The National Wetland Inventory (NWI) does not indicate the presence of wetlands on or within
300 feet of this property (Figure 4). ELS biologists delineated two depressional wetlands on the
property and found a depressional wetland offsite, which disagrees with the NWI mapping.
The Mason County Critical Areas map (MC 2020) The MC map does not indicate the presence of
critical areas on or within 300 feet of this property (Figure 5).
CRITICAL AREAS SUMMARY
WETLAND CATEGORIZATION
Wetland A was rated by functions according to Washington State Wetlands Rating System for
Western Washington-2014 Update (Rating System) (Hruby 2014, Appendix B). The rating
summary is provided in Table 1.

WETLAND BUFFER REGULATIONS
The MCC Chapter 8.52.110(E)(2) specifies wetland buffers based on wetland category, proposed
land-use intensity, and scores for habitat function on the rating form. Wetlands A and B are
Category IV with a low level of habitat function (4 points) and the proposed land use is moderate
and results in a 40-foot buffer (Table 8.52.110(C)). The offsite wetland is Category III with a
moderate level of habitat function (5 points) and the proposed land use is moderate and results in a
110-foot buffer (Table 8.52.110(D)). A structure setback line of 15 feet is also required from the
edge of each of the wetland buffers.
WETLAND BUFFER EXEMPTION
The MCC Chapter 8.52.100 (B)2(b) specifies that wetlands that are isolated, less than 1,000 square
feet in area, are not associated with riparian corridors, are not associated with shorelines, are not
part of a wetland mosaic, and do not contain essential habitat for priority species are exempt from
buffer provisions. Wetland B is a 692 square feet Category IV depressional wetland and is exempt
from buffer provisions per MCC Chapter 8.52.100 (B)2(b).
IMPACT ANALYSIS
BUFFER IMPACTS
The logging operations occurred within a portion of the onsite wetlands but did not extend into the
wetland areas. Approximately 0.18 acres (8,010 square feet) of Wetland A's 40-foot buffer was
impacted and approximately 0.11 acres (4,656 square feet) of the offsite wetland's I I0-foot buffer
was impacted. These areas were entirely cleared of vegetation. Buffers function to protect the
water quality of critical areas by removing sediment and nutrients from runoff. The function
depends on the type of soils, vegetation, and characteristics of the runoff. The logging activities in
the buffer impacted the soil and vegetation by moving earth and removing plants that filter and
slow runoff. The removal of vegetation also impacts the buffer's ability to screen light and noise
from the wetland as well as impacted the habitat functions of the buffer. Planting trees, shrubs,
and herbs in the buffer will help to restore the water quality, hydrologic, and habitat functions of
the buffer.
PROPOSED RESTORATION
Most of the disturbance occurred along the northeast side of Wetland A's buffer and the east
corner of the offsite wetland's buffer. The largest impact to the wetland buffers was to vegetation

throughout the wetland buffers. The restoration will utilize native plants that grow quickly to
return the buffer and outer edge of the wetland to forested conditions. The woody and herbaceous
plants will improve water quality and hydrologic functions by slowing and filtering runoff from
upslope. The proposed trees, shrubs, and herbs will create a multi-story habitat and increase
species diversity within the wetland buffers, creating new niches and habitat features for wildlife.
As the plants mature, they will provide nesting, resting, and hiding places for wildlife. During the
installation of plants, the soil can also be groomed in areas where ruts were formed from logging
equipment. Because the restoration plantings will provide an uplift in water quality, hydrologic,
and habitat functions,there will be no net loss of ecological functions overall.
BUFFER RESTORATION PLAN
The project proposes to restore disturbed areas within approximately 0.18 acres (8,010 square feet)
of Wetland A's buffer and approximately 0.11 acres (4,656 square feet) of the offsite wetland's
buffer. The plants for restoration were chosen based on their hardiness, the existing vegetation
within the offsite forest, and the onsite vegetation observed within the slash piles. Facultative
species will be focused on the inner 25 percent of the buffers, closest to the wetlands, with the
remaining species spread throughout the outer 75 percent of the buffers (Table 2) (Figure 3). The
restoration plantings in the two buffers are designed to create a diverse, multilayer, forested buffer
that functions as well as the original buffer.
GOALS,OBJECTIVES,AND PERFORMANCE STANDARDS
Project Goal: Improve buffer function to compensate for logging activities.
Objective: Improve native plant cover and buffer function.
Performance Standard 1(a): The project will maintain 90 percent survival during the first year of
monitoring. During subsequent years, the project will maintain 80 percent survival until plant
cover becomes too dense to distinguish individuals. Plant numbers will be recorded annually
and compared to as-built conditions for inclusion in monitoring reports.
Performance Standard I(b): Native installed and volunteer species in the buffer restoration area
will provide a minimum of 10 percent cover in Year 1, 10 to 15 percent cover in Year 2, 15 to
20 percent cover in Year 3, and 30 to 40 percent cover in Year 5. Year 4 may be skipped if the
performance standards are met in Year 3. Plant species and percent cover will be recorded
annually and included in monitoring reports.
Objective: Control invasive species
Performance Standard 2(a): Invasive plant cover in the restoration area will not be greater than
15 percent cover during the entire 5-year monitoring period. Invasive plants, including but not
limited to Himalayan blackberry, Scots broom, and reed canary grass, will be removed as often
as necessary to meet this standard.
PLANTING SPECIFICATIONS
The plants specified for installation are intended to create densely forested conditions to improve
the functions of the wetland buffers. The dense plantings should also shield the wetland from light
and noise due to future residential development on the property.

Planting will begin in the fall or winter following approval from Mason County. Plants will be
installed per the buffer restoration plan (Figure 3). Table 2 provides a list of plants proposed for
installation within the wetland and buffer. Planting will be focused in areas that are bare or
sparsely vegetated. Plants indicated on the planting plan are subject to availability and may be
substituted with similarly performing native plans. The final location of plants may differ from the
planting plan as site conditions dictate, and any changes will be documented on the as-built report
prepared after completion of plant installation.
Plant Installation Specifications
1. Plant the specified species in the fall or winter following approval as listed in Table 2.
Space the plants somewhat irregularly and in groups to create eventual dense heterogeneity
in the planting area, leaving enough space between each group to allow for maintenance.
Plant potted stock with a tree shovel or comparable too.
2. Place the plants in the planting holes and position the root crowns so that they are at, or
slightly below the level of surrounding soil. Planting just below the surrounding soil will
create a shallow depression for the retention of water.
3. Firmly compact the soil around the planted species to eliminate air spaces.
4. Irrigate newly installed plants as site and weather conditions warrant.

MAINTENANCE PLAN
Maintenance of the restoration area will occur for five years and will involve controlling invasive
plant species, irrigating planted species, and reinstalling failed plantings, as necessary. The
maintenance methods will include the following activities, as necessary.
1. Remove and control non-native vegetation around the newly installed plants a minimum of
two times during the growing season or as conditions warrant to achieve performance
standards.
2. Irrigate planted species as necessary during the dry season, approximately July 1 through
October 15. ELS recommends that watering occur at least once every two weeks during
the dry season for the first three years.
3. Fertilize planted species, as necessary.
MONITORING PLAN
The restoration areas will be monitored annually for a 5-year period following plant installation.
Upon completion of the installation, an as-built report will be prepared to document any plant
substitutions or changes to the planting plan as well as the starting conditions. If any changes are
made to the design during implementation, or if plants from the list in Table 2 are not available,
the as-built report must document these changes and the reasons for the changes. Monitoring is
proposed at the end of the growing season in Years 1, 2, 3, and 5 (Year 4 skipped). Following
plant installation, at least three monitoring plots will be established throughout the restoration area
and a plant count will be taken in each monitoring plot to determine baseline conditions. Plot
locations will be documented in the as-built report. Additionally, at least six photo stations will be
established throughout the mitigation site to photo-document vegetation establishment, one at each
monitoring plot, and at least three overall representative photo stations. Photo station location and
the direction in which the picture is taken will also be recorded on the as-built.
The goal of monitoring is to determine if the previously stated performance standards are being
met. The restoration area will be monitored once during the growing season, preferably during the
same two-week period each year to better compare the data. Monitoring reports will be submitted
to the Mason County Department of Community Development by December 31' of each
monitored year. At a minimum,the following items will be included in the report:

Monitoring Report Contents
The annual monitoring reports will contain at least the following;
■ Location map and representation drawing
■ Historic description of the project, including dates of plant installed, current year of
monitoring, and restatement of goals, objectives,and performance standards.
■ Description of monitoring methods.
■ Documentation of plant cover and overall development of plant communities.
■ Assessment of non-native, invasive plant species and recommendations for management.

CONTINGENCY PLAN
If the performance standards are not met at any point during the monitoring or by the fifth year
following project completion, a contingency plan will be developed and implemented. All
contingency actions will be undertaken only after consulting and gaining approval from the Mason
County Department of Community Development. The applicant will be required to complete a
contingency plan that describes (1) the cause of failure, (2) proposed corrective actions, (3) a
schedule for completing corrective actions, and (4) whether additional maintenance and
monitoring are necessary.
LIMITATIONS
ELS bases this report's determinations on standard scientific methodology and best professional
judgment. In our opinion, local, state, and federal regulatory agencies should agree with our
determinations. However, the information contained in this report should be considered
preliminary and used at your own risk until it has been approved in writing by the appropriate
regulatory agencies. ELS is not responsible for the impacts of any changes in environmental
standards,practices, or regulations after the date of this report.

terrestrial ecosystems which mutually influence each other.
— Westside Prairies: Herbaceous,non-forested plant communities that can either take the form of a dry prairie or a wet
prairie(full descriptions in WDFW PHS report p.161-see web link above).
— instream: The combination of physical,biological,and chemical processes and conditions that interact to provide
functional life history requirements for instream fish and wildlife resources.
— Nearshore: Relatively undisturbed nearshore habitats. These include Coastal Nearshore,Open Coast Nearshore,and

— Caves: A naturally occurring cavity,recess,void,or system of interconnected passages under the earth in soils,rock,
ice,or other geological formations and is large enough to contain a human.
— Cliffs: Greater than 25 ft(7.6 m)high and occurring below 5000 ft elevation.
— Talus:Homogenous areas of rock rubble ranging in average size 0.5-6.5 ft(0.15-2.0 m),composed of basalt,andesite,
and/or sedimentary rock,including riprap slides and mine tailings.May be associated with cliffs.
X Snags and Logs: Trees are considered snags if they are dead or dying and exhibit sufficient decay characteristics to
enable cavity excavation/use by wildlife.Priority snags have a diameter at breast height of>20 in(51 cm)in western
