RE: Collins Lake Community Club, Water Improvement System.
Dear Mr. Gatz:
During review of your request for a Shoreline Exemption from a
Substantial Development Permit, staff discovered that Collins Lake
is not designated as a Shoreline of the State and is not subject to
review under the Mason County Shoreline Master Program. Therefore,
a Shoreline Exemption is not necessary for installation of the
water system.
The proposal is subject to SEPA review and a checklist will be
required. If you have any questions or I can be of further

Subject: Collins Lake Community Club, Water System Improvement Project, Shoreline
Management Permit Exception
Dear Ms. Miller:
On behalf of the Collins Lake Community Club Board we are hereby requesting that a exception
be granted, so that a Shoreline Substantial Development Permit is not required for the
construction of the water system improvements. Attached is a map which shows the Collins Lake
Plat and existing water system.
The project consists of construction of a new reservoir, well and pump house and upgrading the
watermains to provide fire flow. The project includes construction of new watermains thru out
the Plat. The new pipe will be located in the same right of right of ways or easements as the
existing watermain. In 99% + of the route, the watermain will be located further than 200' away
from the 100 year flood elevation of Collins Lake. At the location between Division 3 and
Division 2 the watermain is located on a easement which is approximately 150' away from the
lake.
Where the watermain will cross the inlet and outlet streams of the lake, we will be crossing above
the culverts in the road fills. There will be no open cut of the streams. We have spoken to Doris
Small of Washington Department of Fish and Game about the crossing's. She has provided a
verbal determination that a Hydraulic Project Approval, HPA, is not required for the project.
The construction project is funded by Farmers Home Administration grants and loans. FmHA
and Department of Health and Mason County Engineering Department will be reviewing the
construction plans and specifications. Best Management practices will be required to protect the
lake from construction site erosion.

The impacts caused by this project to the lake and its shorelines are very minimal and that is why
we are requesting a exception to the Shoreline Permit Requirement.
If you have any questions or comments regarding this request or the project please give me a call

for review and action.
