Box 578 Shelton, WA 98584 Dear Mr. Yando: Thank you for the opportunity to comment on the determination of nonsignifi- cance for the filling of a wetland by Mr. Joe Giordano (#92-72) . We reviewed the environmental checklist and have the following comments. Wetlands are a valuable natural resource that provide many useful benefits, including wildlife and fisheries habitat, floodwater attenuation, water quality improvement, and recreational and aesthetic values. Placement of fill within the wetland area on the site would result in a loss of some of these benefits, resulting in adverse environmental impacts. Ecology's Wetland Section recommends that wetlands on the site be preserved with a buffer adequate to protect them from adjacent land use. Any adverse impacts to wetlands on the site should be minimized to the fullest extent possible. Any unavoidable impacts to wetlands should be mitigated by enhance- ment or creation of additional wetlands. We recommend that the proponent prepare a report which provides a detailed description of the wetland vegetation, hydrology, and soils. In addition, information on the existing wetland buffers and adjacent land uses should be provided. An assessment of the wetland functions and values (water quality improvement, W41.41ife and fisheries iiauitat, flood and stream flow attenua- tion, and recreation and aesthetics) should also be included, with a descrip- tion of both the wetland impacts that would result from the project, and the proposed mitigation. We would be glad to review the completed wetland report and to provide additional comments at that time. 'tchie Environmental Review Section 92-2193 cc: Ann Remsberg, Wetlands coo IMPORTANT PHONE OR IN-PERSON CONVERSATIONS DATE TIME SUMMARY OF CONVERSATION 2-10-92 10 am Joseph Giordano called me this morning and wanted to get approval to either fill in a wetland on his property; or to dredge it and turn it into a pond. He mentioned a meeting with Grace in which she said that the County had no wetland regulations and he could do the work mentioned. Talking with Grace the meeting was in April of 1989 and she specifically told him that the Corps however would be involved. I told him today that any approvals at that time (April 1989) were only good for a limited time (4 months) and that new regulations (i .e. Chapter 70 and the RCCAPO) would affect his proposal today. He asked when the new RCCAPO would be adopted and I told him by the end of March. He asked if he could get written approval to do the work. I said that any pre-inspection report would necessarily have to admit that after adoption of RCCAPO the rules will change and any reports would contain this condition. It was my feeling that he was either satisfied that he knew the ground rules or he would simply complete the project prior to RCCAPO because he said goodbye without further questions . . Dear Mr. Giordano: After receiving comments back from the Washington State Department of Wildlife and the Washington State Department of Ecology, this department requires that the following additional items be submitted. * A report which provides a detailed description of the wetland vegetation, hydrology, and soils . In addition, information on the existing wetland buffers and adjacent land uses should be provided. An assessment of the wetland functions and values (water quality improvement, wildlife and fisheries habitat, flood and stream flow attenuation, and recreation and aesthetics) should also be included, with a description of both the wetland impacts that would result from the project, and the proposed mitigation. * A report from a professional engineer certifying that the filled wetland area will provide a suitable pad on which to place a structure or certification that the filled area will not be used for placement of a structure. * A report which indicates that the filling of the wetland area is necessary in gaining a septic approval for the parcel . Box 578 Shelton, WA 98584 RE : Project 92-72 Wetland fill , Joe Giordano, proponent Dear Mr. Yando : The Department of Wildlife has several comments on this project . 1 . This project will not require a Hydraulic Project Approval prior to starting work. 2 . The filling of wetlands without consideration of mitigation is in contradiction to the governor ' s executive order #89- 10 . Which states as his first priority, "to achieve no overall net loss in acreage and function of Washington ' s remaining wetlands base. " This proposal calls for the filling without mitigation of about 8000 square feet of wetland. Even though the amount is small , its ' removal from the wetland base should be mitigated and a mitigation plan should be developed. 3 . The amount of upland area on this lot is limited. Does enough upland area currently exist for septic and drainfield installation? This was not addressed in the checklist . This appears to be a benched wetland. Filling this depression may not provide a stable fill to build on as the underlying soils may still be saturated and a septic system may not function properly. Septic approval should be obtained prior to filling and should be checked during the winter months when the water table is high . Thank you for the opportunity to review this project .
