Dear Mr.Wall:
On January 9,2006, I inspected the above-referenced property in response to a report that there
were excessive numbers of vehicles being stored on this lot and clearing in the shoreline buffer
Of Collins Lake. While on site,I observed 9 vehicles that are being stored on this lot with no
permitted residence. I also observed a 6-T wide trail that has been cleared in an area that is
subject to Landslide Hazard Area and shoreline buffer area restrictions.
Section 1.03.040 of the Mason County Development Regulations state that in all Rural
Residential zones,no parcel without a residence shall have more than 3 vehicles located on the
parcel. This section goes on to state that for the purpose of this section of the code, a residence
is defined as a site-built,manufactured,or modular home permanently installed on the parcel. To
comply with these regulations,you must reduce the total number of vehicles on the site to three.
Landslide Hazard Areas and adjacent lands within 300' of the slopes are defined and regulated
pursuant to Mason County Resource Ordinance section 17.01.100. I understand that Chuck
McCoy has already required a geotechnical report to be submitted in conjunction with the
building permit for your garage. When having that report prepared,you should have the
geotechnical engineer include a section to address the vegetation that has been removed from the
slope and any effects that this may have on the stability of the slope.
The vegetation removal that occurred on the hillside also constitutes a violation of Mason
County Resource Ordinance section 17.01.110(G)(1)(b). Clearing activity occurred within the
regulated buffer area associated with the Collins Lake shoreline. To address this issue,you will
need to refer to Mason County Resource Ordinance section 17.01.210. Item numbers 1,2, and 3
listed under section 17.01.210 will need to be completed and submitted by March 10,2006.

When you submit the restoration plan and bond, a$360 fee will be required for review and
tracking of the plan and to cover County costs incurred in addressing and resolving this matter.
If you have questions regarding the compliance requirements,please contact me at(360)427-
9670 ext.602. I anticipate receiving the Restoration Plan, Restoration Bond and$360 fee
payment by March 10, 2006. By this date,you should also have the number of vehicles on the
site reduced to three.

Observed 9 vehicles on the site,no residence. The slope was measured at 35-40%,with a 6-T wide path cleared down to the lake with a—20'long flat landing area. The structures on either side of the lot
would not be used to determine the common-line setback because they are old,dilapidated cabins that are either not used or were not permitted.Default 100' shoreline setback. sjp
