This decision is based on our finding that:
The hearing was held on Thursday, April 3, 2025.
Robert and Penny Nordin, Appellants, were not present at the hearing. IdaMae Jensen, Assessor’s
Representative, and Assessor Patti McLean were present.
The Appellants are appealing their.13-acre undeveloped parcel of land located along the Hood Canal and
abutting Lake Stetson. This property is described as Colony Surf 3, block 3, lot 32. They are appealing the
value of this waterfront parcel due to the lake’s yearly overflow and subsequent receding. The overflow
results in the property being flooded, and the receding lake leaves dirt and mud.
The Assessor stated that the parcel is not valued as waterfront; the parcel is considered view property only.
She presented a Trend Line Analysis of nine comparable properties within this development. These
comparable properties ranged in value, as adjusted, from $250,497 to $544,211. She also stated that non-
view properties are selling for similar amounts as waterfront properties in this development.
The Board found no clear, cogent, or convincing evidence that the Assessor was in error.
Therefore, the Board sustains the value for the land at $51,490 and the improvements at $7,250 for a total of
$58,740 for the subject parcel.
