Assessor’s True and Fair Value BOE True and Fair Value Determination Land $ 114,125 Land $ 105,240 Improvements$ 1,184,730 Improvements$ 1,090,680 Minerals $ Minerals $ Personal Property$ Personal Property $ Total Value $ 1,298,855 Total Value $ 1,195,920 This decision is based on our finding that: The hearing was held on Thursday, April 10, 2025 Presnell-Bloomfield Living Trust, Appellant, was present at the hearing. IdaMae JensenAssessor’s Representative, and Assessor Patti McLean were present. The Appellant is appealing the value on her waterfront property locatedon East Robbins Road, Grapeview, Washington. The property consists of 1.39 acres purchased in 2002. The Appellant disagrees with the 26% increasein the assessment on her property, based on her recent market value analysis. She believes that this increase is not reflective of the recent sales in her area. She submitted 11 recent sales that occurred in 2023 that she purports to be comparable to her property. The Assessor provided a comparable sales chart consisting of sixsales; three of these sales were from the Assessor and three of these were from the Appellant. Sale #4 wasused by both the Assessor and Appellant. The Board reviewed all information provided by both parties and used this comparable sales chart to calculate the median value. The median value is $105,240 for the land and $1,090,680 for the buildings/improvements for a total of $1,195,920. The Board finds the median value to be more representative of the subject parcel’s attesting value. Therefore, the Board overrules the value and sets the new value for the land at $105,240 and the buildings/improvements at $1,090,680 for a total of $1,195,920 for the subject parcel.
