Mary Newhall, Appellant, was present at the hearing. IdaMae Jensen, Assessor’s Representative, and Assessor Patti McLean were present. The Appellant stated that the assessment was too high because the home was in such poor condition as was the adjacent barn. The Appellant described the house as a “tear down” and submitted written and photographic evidence documenting the poor quality of the home. A personal inspection from the Assessor’s Office was attempted; however, at the time the inspector arrived the Appellant was in the hospital and unavailable. The Assessor provided an assessment roll correction for the subject parcel that the Appellant did not sign. The recommended reduction in value of $72,380 from the original value was due to increased depreciation on a 2,416 square foot barn structure. The Board found a preponderance of evidence that the original assessed value was in error. The Board recommends an on-site inspection to ascertain accurate depreciation of both the home and barn. Therefore, the Board overrules the value and sets the value for the land at $128,390 and improvements at $248,785 for a total of $377,175 for the subject parcel.
