This decision is based on our finding that:
The hearing was held on Tuesday, January 14, 2025.
Richard Buchan, Appellant, was present at the hearing. IdaMae Jensen, Assessor’s Representative, and
Assessor Patti McLean were present.
The Appellant is appealing the value on the building/improvements on his waterfront property. The home
built is an Adair model home. The land value is not contested. He stated that all improvements were done
in 2020 for $620,000. No documentary evidence was submitted to support his estimate of value.
During testimony, he stated that the assessed value is 77% higher than the cost to build. He also expressed
concern about his new insurance premiums.
The Assessor explained the method used by their office to set the improvement value is the cost to
construct, minus depreciation, plus the market influence.
The Assessor provided four comparable sales. The values, as adjusted, ranged from $1,210,322 to
$1,663,591. The value of the subject parcel falls withinthis range.
The Board found no clear, cogent, or convincing evidence that the Assessor was in error.
Therefore, the Board sustains the value for the land at $268,920 and improvements at $1,017,635 for a total
of $1,286,555 for the subject parcel.
