RE: Transportation Improvement Program Citizens Advisory Panel
Membership Openings
Mason County is looking for volunteers to join the Transportation Improvement Program
Citizens Advisory Panel (TIP-CAP). This panel will assess the county's transportation
needs and propose an improvement plan to the Board of Mason County Commissioners.
The role involves a two-year commitment with one evening meeting per month, each
lasting about two hours.
The Board will use the TIP-CAP's plan to guide road construction and other
transportation projects over the next six years. All interested citizens are encouraged to
apply to help create a diverse team representing the broad population of Mason County.
Current Vacant District positions:
• Commissioner District 2—Rural
• Commissioner District 2—Hoodsport or Union RACs
• Commissioner District 3 —Rural
• Commissioner District 3 —Rural

Item: Temporary County Road Closures for 2025 Public Works Maintenance Projects
Background/Executive Summary:
Mason County Public Works is planning to perform essential culvert and bridge replacement
projects during the 2025 construction season, scheduled between May 1 and October 30, 2025.
These projects are necessary to address aging infrastructure, improve roadway safety, and reduce
future maintenance costs.
The following projects will require full road closures:
• Beeville Loop Road—Bridge Replacements
- Portman Bridge—Near MP 1.69
- Danny Walker Bridge—Near MP 1.41
- Crisman Bridge—Near MP 4.98
• Bear Creek Dewatto Road—Culvert Replacements
-Near MP 6.18
-Near MP 7.43
-Near MP 7.94
Each closure is expected to last approximately 14 calendar days, and will not exceed 20 calendar
days, weather permitting. Public Works is requesting approval to proceed with these road
closures. Once the dates are finalized, Public Works will provide an update to the commissioners
during a scheduled briefing.
Budget Impact(amount, funding source, budget amendment, etc.):
Project costs will be funded through the County Road Fund. County force labor budgeted within
the 2025 construction season.
Public Outreach:
• Public Notice will be published in the Shelton-Mason County Journal once dates are
selected.
• Closure updates will be shared on the County Facebook page, Channel 3, and the County
website under"Road Closures, Restrictions and Conditions."
• Electronic reader boards will be placed on site at least 3 days prior to each closure.
• Notice will be posted at both ends of the affected roadway segments.
Requested Action:
Request the Board authorize temporary road closures on Beeville Loop Road(MPs 1.41, 1.69,
and 4.98), and Bear Creek Dewatto Road(MPs 6.18, 7.43 and 7.94) for culvert and bridge
replacement projects occurring between May 1 and October 30, 2025. Each closure will last up
to 14 calendar days and be published in the Shelton Journal in accordance with public notice
requirements.

Item: County Road Project(CRP) 2066 Cloquallum Road Safety Enhancement Project
Backi!round/Executive Summary:
County Road Project (CRP) 2066 is a road improvement project on Cloquallum Road from
milepost 1.52 to milepost 5.89, that will consist of resurfacing the existing gravel shoulders,
removing and replacing existing substandard guardrail and other necessary safety improvements.
Budget Impact(amount, funding source, budget amendment, etc.):
Funds are proposed to be through WSDOT Highway Safety Improvement Program(HSIP). The
preliminary estimated cost of the project is $1,410,000.
Public Outreach:
The resolution will be published in Shelton Journal.
Requested Action:
Request Board execute a resolution for County Road Project No. 2066, Cloquallum Road Safety
Enhancement Project, authorize the Public Works County Engineer to advertise, set bid
dates/times, award contract and County Engineer and/or the Chair to sign all pertinent
documents.

COUNTY ROAD PROJECT NO. 2066
WHEREAS,on Mason County Road No. 10000,known locally as the Cloauallum Road and
more specifically located in Sec.30,T.20N,R 3W,and Sec. 25,36, 1,2 and 3,T.20N,R 4W,WM at
approximately mile post 1.52 to mile post 5.89.work defined as"construction"in the BARS Manual,
Page II-63,et seq,is determined to be necessary and proper; and,
THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
that it is their intention to:
Roadway Imorovement Project: overlay existing gravel shoulders,and other necessary safety
improvements.
SAID WORK is to be performed by Contract and/or County Forces in accordance with Washington
State Standard Specifications for Road and Bridge Construction as adopted by Mason County(RCW
36.77.020 and/or RCW 36.77.065 and WAC 136-18).
BE IT FURTHER RESOLVED that the described County Road Project is necessary and
proper,and the estimated costs of said project are herewith set out as follows:
Engineering: $ -10,000-
Right of Way $ -0-
Construction $ 1,400,000
The County Road project herein described in HEREBY DECLARED to be a public necessity,and
the County Road Engineer is HEREBY ORDERED AND AUTHORIZED to report and proceed
thereon as by law,provided and in accordance with RCW 36.75.050,36.80.080 and 36.80.070.

Reappointments to the Mason County Lodging Tax Advisory Committee
Background/Executive Summary:
The Lodging Tax Advisory Committee(LTAC) shall consist of at least five(5)members appointed by the
Mason County Board of County Commissioners (BOCC).The committee shall include at least two
representatives of businesses that are required to collect lodging tax; at least two members who are
persons involved in activities that are authorized to be funded by lodging tax revenue; and one Mason
County Commissioner who shall serve as the Chair of the LTAC.
Currently five members terms are set to expire on May 31, 2025:

compliance with RCW 67.28. Responsibilities include: providing input to craft requests for proposals; reviewing proposals for
lodging tax expenditures; and providing recommendations to the governing body on the use of these funds.
What interest or skills do you wish to offer this advisory board?
I have worked within visitor services and tourism since 2011 and have served as a member of the LTAC since 2022. My
professional experience and goals are deeply vested in supporting our economy, including tourism and recreation industries
within our community. My position as a Chamber of Commerce also provides me access to regional and national networks of
professionals working to provide visitor services, tourism promotion, and destination marketing.

I represent the Shelton-Mason County Chamber of Commerce, a current recipient of lodging tax funds via a contract for visitor

Background/Executive Summary:
The Youth Connection was awarded$722,000 of American Rescue Plan Act funds by the Board of
County Commissioners for the purchase and renovation of their building. The contract end date is June
30,2025,and The Youth Connection is asking for an extension to November 30,2026,which is allowed
under the Treasury rules.

Greetings Commissioners:
On behalf of the Board and Staff of the Youth Connection,thank you for your continued support of our
project to rehabilitate our location at 123 S. 2nd St., Shelton to provide transitional housing for homeless
and at-risk young adults, ages 18-24.
We appreciate your patience as we work to expend the remaining ARPA funds granted by the
Commission. It was decided it would be more cost effective to rehabilitate the entire building and have
continued to seek additional funds required for the project expansion.
We thought we had the project fully funded thanks to Senator Murray and the US Senate Appropriations
Committee's inclusion of the remaining funds needed into Congress' Fiscal Year 2025 budget.
Unfortunately, Congress did not pass the 2025 budget.
We determined we could use the remaining amount of ARPA funds most expeditiously by separating
from the full project a requirement to replace the City's water line serving our building. However, we
will need additional time for engineering, separate permits and bid solicitation. It's very doubtful we can
have all this done by the current contract completion date of June 30, 2025.
The Youth Connection requests the Commission grant another extension of the completion date to
November 30, 2026.

Security Checkpoint Random Screening Policy
Purpose
To enhance the safety and security of county facilities by implementing a fair and impartial process
for random screening of employees entering secure areas.
Scope
This policy applies to all county employees who access secure government facilities.
Definitions
Security Checkpoints: a designated area at the entrance of the secure facility where individuals and
their belongings are screened for potential security risks.
Screeners: Pacific security staff.
Dailing screening number (DSN): number of employees to be screened daily determined by a
Random.org.
Random.org: Computer-generated program used as a randomized numbering method.
Policy Statement
To maintain a secure workplace, random screenings may be conducted at security checkpoints.
These screenings are not based on suspicion and are designed to deter unauthorized items and
ensure compliance with county safety protocols. Screeners will have no involvement in
determining which employees to screen. All employees must have their county issued badge visible
when entering the security checkpoint.
Procedures
1. Random Selection Process
a. Screenings will be conducted using Random.org.
b. For each month, the Facilities Manager will complete a Random Screening Selection List
(RSSL) for each security checkpoint using Random.org to select the numbers for each day
in the month and submit the RSSL to the screeners no later than the 25th of the preceding
month.
c. The RSSL will be used to identify the number of employees to be screened daily and by what
counts between screenings.
d. To determine the daily screening number, a random number will be selected between zero
(0) and ten (10) for each day in the month and will be recorded on the RSSL.

e. The number for the employee count between screenings will be based on the average daily
patron count for each building. The average daily patron count will be assessed on a
quarterly basis using the patron count for each building.
f. To determine the number for the employee count between screenings, a random number
will be selected between zero (0) and the average daily patron county (Example: 346). A
number for the employee
g. For each day in the month, the daily screening number determines the amount of random
numbers selected for the employee count between screenings.
h. If the randomly selected patron county number isn’t an employee, the screener will perform
a random screening on the next employee that comes through the security checkpoint and
that number will be recorded on the RSSL in the designated area.
i. Any employee who does not have their county issued badge on their person and displayed
will be screened in order to pass through the security checkpoint.
2. Random Screening Procedure
a. Employees will be asked to submit to inspection of bags, personal belongings, removal of
belt, and/or walkthrough metal detector screening.
b. Refusal to comply may result in denial of entry and referral to supervisory staff for follow-up.
3. Privacy & Professionalism
a. All screenings will be conducted respectfully and professionally, maintaining the
individual's dignity and privacy.
b. Any findings during screening will be documented in accordance with the county policy.
4. Prohibited Items
a. Employees are expected to be familiar with the list of prohibited items (e.g., weapons, drugs,
unauthorized recording devices).
b. Violations will be reported to the appropriate authorities.
5. Exemptions
a. On-duty law enforcement officers and first responders (including but not limited to
deputies, police officers, firefighters, and emergency medical personnel) are exempt from
participation in the random screening process while actively engaged in their official duties.
This exemption is granted to avoid interference with critical public safety responsibilities
and to ensure a timely response to emergencies. Verification of duty status may be required
upon request.

Review & Oversight
This policy will be reviewed annually by the County Security Committee in conjunction with HR and
legal counsel to ensure compliance and effectiveness.
