Based on the information you provided, we have determined that we will sponsor your project under the streamlined Fish Habitat Enhancement Process(FHEP) (RCW 77.55.181). Under this process your projects may be exempted from the State Environmental Policy Act(SEPA)and local government permits and fees. To apply for FHEP you must provide a completed Joint Aquatic Resources Permit Application (DARPA),plans for your project, an application for FHEP,and a copy of this sponsorship letter to WDFW and the appropriate local government on the same day. You may elect to utilize the Aquatic Protection Permitting System (APPS) (http://wdfw.wa.gov/licensin pa)which will create a JARPA for you after you submit a complete application (additional information may need to be entered to complete the JARPA). We will provide a fifteen-day comment period for local government regarding environmental impacts of your project. After the comment period, you will receive a Hydraulic Project Approval (HPA) from WDFW if your project has been approved for processing through the FHEP. If your project meets the requirements below,you are entitled to the streamlined Hydraulic Project Approval(HPA)process,exemption from the State Environmental Policy Act(SEPA),and exemption from all local government permits and fees. To apply for the exemption process,you must provide,on the same day,a complete application package to: the Department of Fish and Wildlife(WDFW)and all applicable local government planning and permitting departments. The outlet flows will be bypassed downstream by either pumping or gravity diversion from the lake into the culvert past Haven Creek. Once flow is bypassed, remove old concrete structure by excavator and load concrete into dump truck for disposal. The logs that are currently used as grade controls will be removed prior to constructing the channel with engineer oversight. Once completed, gradually allow water back into area, while monitoring and capturing/minimizing sediment. BMPs will be used for sediment control, and replant areas needed once fall rains have returned. 8b. Lkm In the demolition phase, the old concrete structure will be broken into pieces and loaded into trucks for disposal. The grade control logs and existing rip rap will be removed to recontour the slope. Some of the native soil in the streambed will be removed to recontour the streambed in a way that supports fish passage. Some of that soil will be kept on site and placed in other areas to support the recontouring of the channel.
