Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you
will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments:
Site visit made on July 2, 2004; observed a small cabin on the
northernmost of the three properties (lots 365, 366, and 367) at
the top of the steep slope and located over the property boundary
with lot 368.
Zoning: The property is located in an area with a Rural
Residential 5 zoning designation. Standard building setbacks for
this zoning are 20-foot side and rear setbacks and a 25-foot front
yard setback. An exception to this standard can be reviewed for
lots less than 100 feet in width, in which case the side yard
setback is equal to 10% of the lot width. Other setbacks can
apply when critical areas are present such as streams, wetlands,
steep slopes etc. The lot contains this existing old cabin (roughly
26 ft by 27 ft 6in) located about 40 feet from county road. The site
is well vegetated and contains large, mature evergreens. Steep
slopes in excess of 70 to 100 % exist on the property, sloping
down to the type 3 stream that outlets Haven Lake.
Landslide hazard areas: Due to the greater than 70 to 100 %
slopes on or adjacent to the site, the development of the property
would require that a Geotechnical Report be provided prior to
permit issuance in accordance with the enclosed Landslide
Hazard Ordinance, section E.S. The more important fact is that
all three properties do not have enough area available to
construct a residence, well and drainfield without being on the
steep slope. A Report will need to address the full extent of site
development (proposed site preparation and structures), erosion
control, and vegetation and storm water management, as well as
stated that the property would remain stable and not cause further
landslide hazards. At least 2 copies should be provided to the
County. A Landslide Hazard Covenant would need to be
completed and recorded with the County Auditor, if it is
determined through a Geotechnical Report that proposed
construction will occur within a landslide hazard area or it's buffer.
Prior to ground disturbing activities, excavation or grading, an
acceptable geotechnical report will need to be submitted to the
County and a permit issued i.e. building permit or Mason
Environmental Permit. A topographic profile will need to be
provided when submitting a building permit application. This
profile view should show existing and proposed topography with
regards to cutting, filling etc. The potential area for expansion of
the existing cabin or a new structure will require minimal grading
and excavation if a proposal was back from the top of slope.
Streams setbacks: Stream buffers and setbacks would be

determined by the Mason County Resource Ordinance Section
17.01.110 Fish & Wildlife Habitat Conservation Areas. The
observed type 3 stream flows from Haven Lake towards the
Tahuya River through all parcels and immediately next to the
existing cabin. Proposed development would again not be
feasible on these three parcels due to the 150-foot natural
vegetated buffer, plus 15-foot building setback, measured
horizontally from the top of the stream bank.
General process: If a proposal were feasible, a site plan, showing
all setbacks from property lines, slopes and streams will be
needed for building permit application submittal. A topographical
profile or other topographical information will also be needed,
which the project geotechnical engineer or geologist, and you
could prepare from this critical area information.
